BUFFALO, N.Y. — Social workers could soon work alongside police officers in the Buffalo Police Department. Captain Jeff Rinaldo with the Buffalo Police Department said Monday that officers in Buffalo have been undergoing crisis intervention training for several years. He said officers are learning techniques to help handle situations with people in crisis, including mental health, substance abuse and homelessness. Buffalo police are working on an "initiative to embed licensed clinical social workers" who would work alongside police and help respond to crisis calls, according to paperwork submitted to the Buffalo Common Council. "The goal now is to create a specialized unit called the Behavioral Health Team within the police department," Rinaldo said. Endeavor Health Services is the company named in the proposed contract. A recently-awarded grant allowed the company to hire three trained clinicians to work with Buffalo police and handle crisis calls, Rinaldo said.The contract requires approval by the Common Council and is expected to be discussed at a meeting on Tuesday.The department's new plan was released as protesters across the country call for significant changes in policing. Some proposed plans involve defunding local police departments and, instead, sending social workers to deal with certain crisis calls. BALTIMORE, Marlyland — A mother living without her teenage son who was shot and killed last year got to meet the girl whose life he saved with his heart.    Xavier Young was an organ donor.Although lost to gun violence, his gift saved more than one life — it saved an entire family."I think he really wanted me to see that he’s OK and his heart is also still going," said Jennifer Young.Young is Xavier's mother. He was 14 years old when he was shot and killed in Laurel, Maryland last year."We buried him a year ago back on (November 6) so this week has been really tough," Young said.But in darkness, there is a little light as Young met the girl who now holds her son's heart."My son would’ve loved to meet her in life and would’ve heard about her all the time so it’s bittersweet to me," said Young.For Gwendolyn Ihm's family, it was an emotional and humbling meeting."As we celebrate Gwendolyn’s heart transplant, we also have to remember that at that same time there’s another family that are remembering another year of not having their loved one with them," said Brian Ihm, whose daughter now has Young's heart.Ihm was diagnosed with leukemia before she was just 2 months old and the radiation wreaked havoc on her heart."Without Xavier’s heart Gwendolyn would not be at school, she would not be running around, she would not be able to participate like all the kids," Ihm said.Young heard her son's heart beating inside of Gwen."It’s not really him. It’s a piece, and that’s amazing too," said Young.The families have spoken but never met. "I just feel like they remind me so much of him. It’s like he went back to family is what I want to say," Young told WMAR.Xavier was able to donate seven organs and save five lives after his death last November."Without the help of God, maybe Jennifer (Young) wouldn't have made the decision that she made," said Ihm.The hope is for Gwen to be a normal 13-year-old."We just want her to have a couple of good years of health," Ihm said, "and Xavier’s gift has given us that." 2126

Bruises, loss of vision or the loss of an eye – injuries during protests have drawn more attention to what police call "non-lethal" tools.An expert tells us there are certain categories: Chemical weapons like tear gas, electric devices like Tasers, impact weapons like batons, and kinetic impact munitions, meaning any fire projectiles, including bean bag rounds.“You tend to see grenade launchers being used in crowd control, more than anything else,” said Charlie Mesloh, a professor of criminal justice at Northern Michigan University. “Also, you're going to see shotguns only because they're plentiful and they're, you know, they're accurate.”Mesloh is also a former officer who has conducted research on these weapons. He says what many people have started calling “rubber bullets” are actually skip-fired munitions. Those are the most concerning to him because they're less predictable.Skip-fired munitions are typically shot out of a grenade launcher with a few rounds inside. They're meant to be bounced off the ground to cut down on some of the sting.Mesloh says that after looking at pictures of injuries, he thinks some are being fired directly at people.“There are some problems and with how these are being used, some of them might be training,” said Mesloh. “Some of them also could be more environmental. They're like, they're wearing a gas mask and they can't see.”Mesloh says there's no reason police should ever be shooting someone in the head, unless they're trying to kill them. 1506
