BEIJING, Dec. 11 (Xinhua) -- China's urban fixed asset investment rose 24.9 percent in the first 11 months year on year to hit 21.07 trillion yuan (3.19 trillion U.S. dollars), China's statistics authority said Saturday.The growth rate was 0.5 percentage points higher than that during the first ten months, according to figures released by the National Bureau of Statistics (NBS).The urban investment in the primary, secondary and tertiary industries rose by 16.6 percent, 22.7 percent and 26.9 percent respectively.During the first 11 months, investment in central government projects rose 10.2 percent year on year to 1.68 trillion yuan, while investment in local government projects was up 26.4 percent to reach 19.39 trillion yuan, according to the NBS figures.Property development investment was up 36.5 percent year on year to reach 4.27 trillion yuan, the figures showed.During the same period, state-owned and state-controlled investment reached 8.75 trillion yuan, up 19 percent from a year earlier.Investment in railway constructions and transportation jumped 25.3 percent to 582.2 billion yuan, while investment in petroleum and gas exploration climbed 5.8 percent to 219.4 billion yuan for the first 11 months.

BEIJING, Dec. 13 (Xinhua) -- China's top legislature said Monday in a statement that it will continue discussing a draft amendment to the Criminal Law, which proposes tougher punishments for those involved in organized crime and drink-driving.Members of the National People's Congress (NPC) Standing Committee will discuss the draft amendment at an upcoming bi-monthly session scheduled for Dec. 20-25, according to a statement issued after a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by chairman Wu Bangguo.The legislature conducted the first reading of the draft amendment in August.Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 54th chairpersons' meeting of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, capital of China, Dec. 13, 2010. BEIJING, Jan. 9 (Xinhua) -- China's Ministry of Public Security (MPS) on Sunday ordered traffic police nationwide to prepare for possible traffic disruptions caused by a lingering cold snap.The cold weather that has stopped traffic on national highways in several central and southern provinces since New Year's Day is likely to last ten more days.At a national meeting on coping with traffic disruptions during the cold snap, vice public security minister Huang Ming said local traffic police should be prepared to control and solve traffic problems that icy weather and sleet might cause.Further, local traffic police should make realistic emergency plans, prepare emergency supplies and equipment for de-icing and removing snow, and quickly handle traffic accidents, he said.He added that road closures should be the last choice in handling poor road conditions caused by freezing weather. Additionally, local traffic police should take other measures such as temporarily opening roads to ensure traffic flows.The recent inclement weather is a reminder of the disastrous freezing winter at the beginning of 2008, which stopped traffic, damaged power grids, and disrupted lives of millions in southern China.However, experts believe China is unlikely to suffer similar conditions this winter because of inadequate moisture.

MOSCOW, Dec. 28 (Xinhua) -- Visiting Chinese Assistant Foreign Minister Cheng Guoping held talks with Russian Deputy Foreign Minister Alexei Borodavkin here on Tuesday, exchanging views with the Russian side on the current situation of the Korean Peninsula.The two sides reached consensus on the issue, saying both China and Russia urged the Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK) to jointly mitigate tensions on the peninsula and to resume direct dialogue at an early date.Escalating tensions on the peninsula may even trigger a war, which is absolute not in line with the interests of the relevant sides including Russia, the United States and Japan, the two diplomats said in a joint statement.The ROK and the DPRK are the most susceptible if the war broke out, the statement added.China and Russia will never allow any war on the peninsula, or the lingering tensions between the two countries. Thus, China and Russia will continue to further cooperation and coordination on the issue and to push forward the direct dialogue between the ROK and the DPRK, the diplomats said.They said China and Russia are calling for joint efforts from relevant sides to stabilize the situation on the peninsula and not to impair peace, safety or stability.The two sides also reiterated that the six-party talks were proved to be the most realistic and most effective solution to solving the problem.Currently, emergency consultations among the heads of delegations to the six-party talks are in urgent need, they added.Launched in 2003 and stalled since the end of 2008, the six- party talks on the Korean Peninsula nuclear issue involve China, the United States, the DPRK, the ROK, Russia and Japan.The two sides also exchanged views on bilateral ties, including high-level exchanges, the overall promotion of China-Russia strategic partnership of coordination, and several other issues.

BEIJING, Jan. 13 (Xinhua) -- A senior Communist Party of China (CPC) leader on Thursday called for educating the public about the Party's agenda for China's development in the next five years.Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks at a meeting in Beijing where officials made arrangements for cultural and ideological work in 2011.In a plenary session last October, the CPC Central Committee set the agenda for China's 12th five-year development program (2011-2015), with key objectives in economic restructuring and raising living standards throughout the country.Efforts must be made to educate the public on the agenda set at the plenary session in order to encourage the public to make a greater contribution to the development program, he said.
