SAN DIEGO (KGTV) — San Diego County will plan their own guidance around trick-or-treating and celebrating Halloween next month while staying safe during the pandemic.County Public Health Officer Dr. Wilma Wooten said the county will develop guidance surrounding how to safely celebrate the holiday while adhering to public health orders. Wooten added that they will also take cues from the Centers for Disease Control and Prevention and the agency's guidance as well.Wooten said the county plans to have those recommendations by the end of the month."During the cloud of the pandemic, we have to get joy where we can. So we will be awaiting CDC guidelines but we'll be coming up with a process, a protocol," said Wooten. SAN DIEGO (KGTV) – San Diego Mayor Kevin Faulconer announced Wednesday that the San Diego Padres will oversee the creation of an all-new, mixed-use district outside of Petco Park.Moving forward with plans to revitalize the neighborhood adjacent to the downtown ballpark, Faulconer announced the winning proposal to transform the space in the East Village known as Tailgate Park into the East Village Quarter -- a project consisting of retail, housing, open space, parking, and more, with the Padres as a partner.The area is bordered by 12th and Imperial avenues and K and 14th streets. The City of San Diego has owned the four blocks since the ballpark district was developed.Last December, the city formalized its intent to sell or lease the space, and on Wednesday, Faulconer said the Padres came up with the best proposal to revitalize the area.The city also held a virtual open house to get public input on the top two proposals and the community’s priorities for the development.Padres President Erik Gruepner said they want the space to embody the “live, work, play” vision of the East Village, so much of which is already influenced by the team’s presence.Gruepner spoke about holding neighborhood festivals and farmers markets to help create a feeling of community, turning a parking lot into a neighborhood.When it comes to parking, the Padres plan to add 600 more spaces than what currently exists in a multi-level structure.The cost for the project is expected to exceed billion.The proposal will go to the City Council for a review and vote, and if approved, the goal is to have a final plan in place by next year. 1637

Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. People come on, people come off, the numbers shift every single week," Newsom said Monday. "I anticipate this week the numbers to shift again and it looks like, all things being equal and the latest reporting period -- 24-hour reporting period, which we will have later this evening -- it's very likely San Diego will join the list of those counties removed. SAN DIEGO (KGTV) - San Diego County Supervisors are responding to a Team 10 investigation detailing the death of a child in foster care.Tyler Walter died Sept. 22, 2018. The cause of death listed on his autopsy is blunt head trauma.In a claim filed against the County of San Diego, Lisa Walter stated that her son Tyler, "was healthy when he was in my care he was thriving, he needed his mother and placing him with my 19-year-old niece was negligent."A representative for San Diego County Supervisors Greg Cox and Nathan Fletcher, Co-Chairs of the county's Child & Family Strengthening Advisory Board, says they can't comment on the specific situation in question because it represents ongoing litigation.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareThe supervisors did release a statement about the child welfare system overall saying, "Any day a child dies is a horrifically sad day. Our child welfare system in America exists to protect children and preserve families, and we take that responsibility seriously.
