CARLSBAD, Calif. (KGTV) - California Pacific Airlines has canceled all of its January flights in and out of Carlsbad’s Palomar-McClellan Airport. The announcement came after the small airline had already canceled flights from December 21 through the end of the year. CPA launched in November with direct flights to Reno, Las Vegas, San Jose and Pheonix. It had been almost a decade in the making for founder Ted Vallas, who finally opened CPA after taking over a small airline with a fleet of four aging jets. But by December, the problems began. Two of the planes were taken out for repairs, creating several days of canceled flights. Operations resumed for about a week, but a few days before Christmas the cancellations began again causing passengers to scramble to find alternate routes. On Yelp, one reviewer wrote “They canceled my flight last night, and rebooked me to this morning. Then they canceled my flight this morning... on Christmas Eve!! Had to ditch this airline completely and booked a last minute Southwest flight.” Founder Ted Vallas told 10News that all canceled flights will be refunded. He said maintenance issues were still a lingering problem, but they ran into another issue as the holidays approached - a lack of pilots. Vallas said they recently let two of their pilots go. That coincided with two other crews leaving for higher paying seasonal jobs at major airlines. Without enough planes or pilots for all of their scheduled flights, they decided to cancel them across the board at Palomar-McClellan. Vallas told 10News, “Being a scheduled airline and dedicated to this community the North County, it would be better to notify people in advance that we have this pilot problem.” He said they are currently training more pilots and in the process of leasing new planes, but those won’t be available until at least February. Vallas says another one of their planes will be heading in for maintenance during their 30-day shutdown. Palomar-McClellan airport has had a history of failed airline ventures. The most recent was Cal Jet, which folded after less than a year of operations. But big changes are coming. Back in October, the county Board of Supervisors approved a plan to extend the runway, which could help make a business model for an airline more viable. (KGTV) - Community members gathered outside Carlsbad Police Department on Friday, demanding change following a controversial encounter last week between an African American man and Carlsbad officers.“There was zero attempt for de-escalation,” said Yusef Miller with North County Civil Liberties Coalition. “We're asking that all citizens stand with us in solidarity to fight this police brutality," another activist told reporters.The Carlsbad Police Department previously released video which juxtaposed three camera angles of the confrontation with the Marcel Cox-Harshaw -- two from officer body cameras and one from a witness. The footage can be viewed here.The witness' phone shows officers using a Taser on Harshaw and pressing his head into the pavement. The two other videos from police body cameras show officers meeting medics who were called out to a report of a man face down on the side walk. Police say that while medics were evaluating him, he became agitated, yelled profanities and began walking quickly toward them.The department says that officers feared for the medics' safety, so they reached out and told him to stop, but he continued to yell as they tried to cuff him.Officers report that they then used a Taser to try to subdue him after he continued to yell, struggle, turn and pull away.Police report that they then restrained him by holding his head and body to the ground and asking him to calm down while cuffing him, but they say that he refused. The department goes on to say that they put a porous, breathable spit mask bag over his head to protect themselves from coming into contact with droplets from his nose and mouth.Activists dispute the department's account of the night.“They approached him from behind. They grabbed his wrist. They didn't introduce themselves. He wasn't harming anyone. He wasn't armed to our knowledge,” added Miller.Harshaw was taken to the hospital and later released and then cited for resisting arrest. Police believe that drugs or alcohol may have played a role.Police report that a number of factors were considered by officers to use force, including, in part, "The apparent immediacy and severity of the threat to officers or others - Mr. Harshaw charged unarmed fire personnel while yelling profanities."Police also reveal that a Taser can be used, in part, when, "The subject is violent or is physically resisting. (KGTV) — The last two cottages to grace San Onofre Beach and replace the deteriorated trailers near Camp Pendleton will be dedicated Thursday.The Camp Pendleton Cottage Renovation Project has worked to replace 13 of the 30-year-old FEMA trailers at the beach with manufactured homes. The new cottages are build using metal roofs, composite siding, stainless-steel appliances, and furniture. Cottages are also constructed to include wheelchair accessibility, railings, and wider hallways for service members with special needs. "They were gonna implement certain temperature gauges, every time we got off and got back on from every port we were traveling to," said Revilla.
