JINAN, Dec. 21 (Xinhua) -- China and the Republic of Korea (ROK)Tuesday launched a joint land and sea transport services in a bid to cut logistics costs and boost trade.Semi-trailers loaded with cargo can now be shipped between Qingdao, Rizhao, Yantai, Weihai, Longyan and Shidao in the eastern Chinese province of Shandong and Incheon, Pyungtack and Kunsan in the ROK.The service can cut transport time by 3.5 hours and reduce costs by 50 U.S. dollars per container, as trailers can be driven directly to customers without unloading and loading, according to the ROK's Transport Research Institute.The service is expected to boost the shipments of fresh vegetables, live fish and other fragile products such as glass and electronics.Gao Hongtao, deputy director of the Shandong Provincial Transportation Bureau, said that with continuous oxygen charging and temperature control, the service can increase by 10 percent the survival rate of live fish exported from Weihai to the ROK.The two countries would later allow trucks to be shipped, according to an agreement they signed in September. The ports might also later include locations such as northeast China's Liaoning Province, according to Ju Chengzhi, director of the international cooperation department with China's Ministry of Transport.This year marks the 20th year since the launching of cargo, passenger and container sea transport services between China and the ROK. China has become the ROK's largest trading partner, both as its largest importer and exporter.

BEIJING, Dec. 11 (Xinhua) -- China's urban fixed asset investment rose 24.9 percent in the first 11 months year on year to hit 21.07 trillion yuan (3.19 trillion U.S. dollars), China's statistics authority said Saturday.The growth rate was 0.5 percentage points higher than that during the first ten months, according to figures released by the National Bureau of Statistics (NBS).The urban investment in the primary, secondary and tertiary industries rose by 16.6 percent, 22.7 percent and 26.9 percent respectively.During the first 11 months, investment in central government projects rose 10.2 percent year on year to 1.68 trillion yuan, while investment in local government projects was up 26.4 percent to reach 19.39 trillion yuan, according to the NBS figures.Property development investment was up 36.5 percent year on year to reach 4.27 trillion yuan, the figures showed.During the same period, state-owned and state-controlled investment reached 8.75 trillion yuan, up 19 percent from a year earlier.Investment in railway constructions and transportation jumped 25.3 percent to 582.2 billion yuan, while investment in petroleum and gas exploration climbed 5.8 percent to 219.4 billion yuan for the first 11 months.

UNITED NATIONS, Dec. 16 (Xinhua) -- China on Thursday voiced its hope that parties in the north and south Sudan will make continuous efforts for a peaceful, free, transparent and just referenda in Sudan in accordance with the 2005 Comprehensive Peace Agreement (CPA), and called for international efforts to create favorable conditions for the January referenda.The statement came as Yang Tao, the counsellor of the Chinese Permanent Mission to the United Nations, was addressing an open Security Council meeting on Sudan."We hope the north and south Sudan will keep up the momentum, speed up the preparation for the referenda and ensure that the referenda are conducted in a peaceful, free, transparent and just manner in accordance with the CPA," Yang said.A referendum on self-determination for southern Sudan is scheduled to be conducted on Jan. 9, 2011, as it was stipulated in the CPA inked between north and south Sudan in 2005, which ended a two-decade civil war between the two sides."We call on the international community to create a favorable condition for the referenda and refrain from prejudging the outcome," he said. "No party should take unilateral action. No matter what outcome of the referenda might be, peace and stability in Sudan and the region must be ensured."Inhabitants of the south will vote on Jan. 9, 2011 on whether to secede from Sudan or remain united with the rest of the country. BEIJING, Dec. 31 (Xinhua) -- A revised version of China's Regulation on Work-Related Injury Insurance will take effect Saturday, raising compensation standards while expanding the coverage to more organizations.The previous regulation stipulated that the compensation to families of workers who die on the posts is no more than five times the average annual salary in the previous year. The sum varies depending on the regions where the workers are working.Under the current system, the national average compensation is about 100,000 yuan, but the lowest regional average compensation is about 40,000 yuan.The new regulation raises the compensation to 20 times the national annual disposable income for urbanites per capita in the previous year, which means about 340,000 yuan according to 2009 statistics.In addition, the revised regulation covers the country's public institutions, social groups, non-profit grass-root organizations, foundations, law firms and accounting firms.Previously, the rules only include enterprises and small businesses and their employees in the system.

BEIJING, Dec. 1 (Xinhua) -- China's efforts to deal with lawsuit-related public petitions have seen positive results with 616 such cases being resolved as of the end of October, figures from the Ministry of Justice show.Since March, when a campaign to manage cases of public petitions and complaints began, judicial and administrative departments across the country have dealt with 6,501 lawsuit-related petition cases."In order to avoid lawsuit-related public petitions from the root, prisons and detention centers across the country have launched training programs for prison police to promote their management and law enforcement capacities," Vice Minister Hao Chiyong said Wednesday at a meeting.In China, many public petitions and complaints involved mistreatment of prisoners in detention centers as police sought confessions by allegedly torturing detainees."Through these efforts, the number of lawsuit-related petition cases have dropped significantly," Hao said.In addition to police training, local governments were told to carefully consider and check corruption-prone cases and those strongly felt by the public, and deal with these cases in accordance with laws and regulations.According to Hao, the ministry is planning to let mediation play a larger role in solving public conflicts and complaints by organizing legal workers to provide legal aid and guide people to express their demands in a reasonable manner.Figures released this September by the State Council Information Office show that, in 2009, the number of letters from, and visits of people for petitioning, dropped by 2.7 percent over the previous year, a decrease for the fifth consecutive year.
