BEIJING, May 17 (Xinhua) -- The Chinese government is pushing for the restructuring of major state-run news portals - including cctv.com and xinhuanet.com - to allow them to "establish a modern enterprise system," launch initial public offerings (IPO) and abandon the "iron rice bowl" concept.Ten major news portals are involved in a pilot restructuring project: the websites of state broadcasters China Central Television, Xinhua News Agency, People's Daily, Beijing's qianlong.com, Tianjin's enorth.com.cn, Shandong's dzwww.com, Shanghai's eastday.com and Zhejiang's zjol.com.cn among others. The websites are currently affiliated to news organizations run by central and local governments.According to a symposium on the restructuring work Monday in Changsha, capital of central China's Hunan Province, the restructuring plans for people.com.cn and xinhuanet.com have been approved. The pilot project, initiated last October, covers shareholding reform, establishment of a modern enterprise system and IPOs to "strengthen the competitiveness" of the news portals.According to the symposium, the website operators have actively engaged in the development of search engines, cell phone news services, cell phone TV services, Internet TV, e-commerce, online cartoon games and other new media areas, which have strengthened their capacities. The operating income of people.com.cn and xinhuanet.com have witnessed "big growth," the symposium said.Domestic commercial news portals like sina.com.cn and sohu.com are listed overseas. The step is part of Chinese government's efforts to reform China's cultural industry in a bid to promote Chinese media and cultural enterprises' global influence and boost the nation's soft power.

BEIJING, May 9 (Xinhua) -- China needs more reasonable carbon emission quotas to buoy the nation's fast economic development amid the progressing industrialization and urbanization, said an official with the nation's top economic planner Sunday.Economic development is still a priority for China as it has to enable the 1.3 billion people to live decent lives, Su Wei, director of the climate change department of the National Development and Reform Commission (NDRC), said at the International Cooperative Conference on Green Economy and Climate Change. The "high carbon" characteristic rooted in Chins's energy structure would not be fundamentally changed in a short term as the development and use of clean energy such as wind and solar power started late in China, he said.Unreasonable industrial structure and relatively backward industry technology also made China's carbon emission reduction drive difficult , said Su.But he also said China has stepped up efforts to curb carbon emission since it vowed in last November to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with 2005 levels.

CHANGSHA, May 13 (Xinhua) -- The body of an elderly man has been recovered from the debris of a landslide, bringing the death toll from rainstorms in central China's Hunan Province to 12, the Hunan flood-control and drought relief headquarters said Thursday.About 42,000 people were relocated to safe areas over the past day as the rainstorms lashed more than 280 townships in Hunan from 2 p.m. Wednesday, said a statement from the headquarters. The latest victim was a 72-year-old man who died in a rain-triggered landslide in Xupu County of Huaihua City, where four bridges collapsed and 68 roads were cut by flooding, said Zhou Shengqi, publicity officer of Xupu.  A strawberry field in Loudi, Central China's Hunan province is flooded on May 13, 2010. The rainstorms damaged 10,200 hectares of crops and destroyed 480 residential buildings in the county, Zhou said. The violent weather occurred five days after storms that killed 11 people and left two others missing in Hunan.Heavy rains were forecast to continue to pound Hunan for the next five days and neighboring Guangdong Province for the next two days, provincial meteorological authorities said Thursday.

TOKYO, June 1 (Xinhua) -- Visiting Chinese Premier Wen Jiabao on Tuesday reiterated China's pledge to take an "impartial" stand on the sinking of a South Korean warship."The sinking of the warship Cheonan is an unfortunate incident," Wen said during an interview with Japanese public broadcaster NHK. "We have offered condolences to the victims on many occasions."What China has in mind in approaching the incident, in which 46 South Korean sailors died after their warship sank in March, is maintaining peace and stability on the Korean Peninsula, he said.China attaches importance to the joint investigation conducted by South Korea and other countries and the reactions of various parties, and will take its position on the basis of truth and facts, he added.China appealed for calm on the part of the concerned parties so as to avoid a further escalation of tension and even conflict, he said. The Chinese premier said China understands the current difficult situation President Lee Myung-bak and the South Korean government are facing.China will seek information from various sources and seriously study it before making clear its stand in "a fair and objective manner," he said."We will adopt an impartial position," he said. China also maintains that any approach on it must serve the fundamental interest of maintaining peace and stability on the Korean Peninsula, he added.Wen said Japan is an important country in Northeast Asia and a close neighbor of China and South Korea. China is ready to cooperate with Japan on such issues as safeguarding security in Northeast Asia, he added.Japan is the second leg of Wen's four-nation Asian tour, which has already taken him to South Korea. He will also visit Mongolia and Myanmar.
