SAN DIEGO (KGTV) -- A Navy sailor appeared in court Tuesday after authorities say he stole 20 hand grenades from a San Diego-based guided missile destroyer.Authorities say Gunner’s Mate Second Class Aaron Booker was taken into custody in Illinois.According to court documents, personnel assigned to the USS Pinckney discovered that 20 grenades disappeared from their storage crates in 2017.In April of 2017, an off-duty law enforcement officer noticed a black backpack leaning against a guardrail on the side of the road along Interstate 15 in northwest Arizona.The bag was standard military issue with “GM2 BOOKER” handwritten on a tag inside the bag. The bag contained 18 of the grenades that were missing from the USS Pinckney.According to authorities, law enforcement is still searching for the two missing grenades.The complaint states that Booker acknowledged to investigators that he drove the same route before reporting to his duty station in March.“A backpack full of grenades on the side of the road is obviously extremely dangerous and could have had resulted in injuries or death,” said U.S. Attorney Adam L. Braverman said. “The theft of explosives is a very serious offense, particularly if it is carried out by an insider with access to military weapons and secrets.”Booker will appear for a detention hearing before being transferred to San Diego. SAN DIEGO (KGTV) - A new report paints a grim picture of the housing supply in San Diego.According to numbers just released by the Southern California Real Estate Research Council, housing permits in San Diego County dropped by 43% through the first six months of 2019, compared to the same period in 2018.So far this year, there have been 2,037 units of housing permitted in San Diego."We are in deep trouble in housing production," says Borre Winckel, the President of the Building Industry Association of San Diego County. "We can't build the housing for the people that need it most."Winckel says decades of increased costs from state and local fees, regulations, labor costs and more have led to this point. He says it's too expensive for developers to build anything that the average San Diegan can afford. He says that's pushing the "workforce" population of teachers, first responders and military out of the market."There will be homelessness, and there will be more workforce displacement to Temecula and points beyond," says Winckel. SAN DIEGO (KGTV) — A new report by the San Diego Food System Alliance, expected to be released in January, calls for major changes to how food is produced and distributed across the county. The findings suggest that many neighborhoods are disadvantaged by limited access to fresh, healthy food.“Our goal here is to unite people behind cultivating a healthier, more sustainable, and more just food system," said Alliance spokesperson Margaret Chiu.Chiu suggests a significant solution would be less reliance on large corporate food system suppliers, and more access to locally farmed and sourced foods. “We want better grocery stores. we want community gardens or we want access to places where we can grow our own food," Chiu said.She says the whole community benefits when it is easier to turn blighted properties into urban farming or community gardens.The Alliance hopes to work with county and city leaders to make their suggestions into policy. SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308
