SACRAMENTO, Calif. (AP) — California's nation-leading gas prices are set to climb even higher Monday, when the state gas tax increases 5.6 cents a gallon. It's the latest increase from a 2017 law designed to raise about billion a year for road and mass transit programs. It's among several changes taking effect at mid-year.RELATED: California will have the highest gas tax in the US starting July 1A 12 cent-per-gallon boost came that November, and voters last year rejected a Republican-led effort to repeal the law. But Southern California voters recalled one Democratic lawmaker who helped pass the measure. The money is split between state and local governments, with much of going to fix potholes and rebuild crumbling roads, bridges and public transportation.Republicans note that the tax is increasing even as Gov. Gavin Newsom and fellow Democrats complained about high gas prices. 898

SACRAMENTO, Calif. (AP) — California wildlife officials say residents cannot keep an invasive beagle-sized rodent as a pet.The Sacramento Bee reports that the California Fish and Game Commission are taking preventive action to avoid the South American nutria from spreading. The commission says they will discuss adding nutria to a legal list of prohibited pets in December.Officials say California could see about 250,000 rodents in five years.Scientists say they captured hundreds in multiple counties already as part of a million plan to eradicate the rodent.Experts say their burrowing is damaging to waterways and flood protection infrastructure.Nutrias have also been reported in Oregon, Louisiana and Maryland. 727
SACRAMENTO, Calif. (AP) — A proposal to make it easier for local California governments to raise taxes or issue bonds for infrastructure projects has failed in the state Assembly. The effort by Democratic Assemblywoman Cecilia Aguiar-Curry was a constitutional amendment. That means it also would have needed approval from voters at the ballot to become law.It would have lowered the threshold for local governments to raise taxes and issue bonds from two-thirds to 55 percent. Supporters say the higher threshold made it too difficult for local communities to raise money for schools, libraries and other projects. But opponents say the two-thirds threshold is a necessary protection for taxpayers. It failed to pass the Assembly despite Democrats holding a supermajority. Aguiar-Curry may bring it up for a vote again later this year. 841
