SAN DIEGO (KGTV) -- New data shows that home sales in Southern California could be dipping, while sales in San Diego County are on the rise. The data from CoreLogic shows that the sale of existing housing sold in Southern California in April of 2018 was down nearly four percent since March of 2018.In San Diego County, however, home sales increased by more than five percent in April. SAN DIEGO (KGTV) - PhaseBio, a company based out of San Diego and Pennsylvania, announced it would be starting a clinical trial for a drug that could help keep severe COVID-19 patients from needing a ventilator. “If you are infected with coronavirus and you’re admitted to hospital, we’re trying to catch those patients before they have a rapid decline and prevent intubation or other more severe complications of the coronavirus,” said Jonathan Mow, CEO of PhaseBio. The drug is called PB1046 and is a “novel, once-weekly, subcutaneously-injected vasoactive intestinal peptide (VIP) receptor.” It was originally being researched for use on patients with high blood pressure, said Mow. But they pivoted when they realized it might have properties that could help prevent acute respiratory distress syndrome (ARDS), a potentially deadly condition caused by the inflammation of the lungs due to the body’s immune response to the coronavirus. “We realized that the characteristics of our drug fit nicely to what we would want to control in the complications in coronavirus patients,” said Mow. The clinical trial will take place at 20 different locations and involve about 210 subjects who have been hospitalized and require oxygen, but have not been intubated. Mow said they hope to publish the results of the trial by the end of the year. 1345

SAN DIEGO (KGTV) - Police are searching for a man who reportedly grabbed three women on three separate occasions before running away.The most recent incident was reported on Feb. 25, at about 7:30 p.m. near the intersection of Iris Ave. and Oro Vista Rd. A 22-year-old woman was walking when an unknown man walking in the opposite direction grabbed the woman's breasts and ran away, San Diego Police said.The incident is similar to two others reported in the same area.The first one, on Oct. 30, 2017, happened at about 7:30 p.m. and the second on Jan. 17, 2018, at about 9:30 p.m. Both occurred in the 1500 block of Oro Vista Rd. with a similarly described suspect who grabbed the women and ran away.The suspect is described as a Hispanic male in his early 20s, about 5-foot-6, and weighing about 220 pounds. SAN DIEGO (KGTV) - President Trump's call for some teachers to be armed is sparking local debate.Linda bought her first handgun three years ago for personal protection. She's a local music teacher at elementary, middle and high schools who applauds the President's idea. "It's a good idea because we're going against violence people doing violent things. I can't protect all 30 of my students with pencils, erasers and rulers," said Linda.RELATED: Trump pushing to 'finally do something' on gunsEric Heins, President of the California Teachers Association, is in town for the state Democratic convention and says schools should not be a war zone. "To try and militarize a student campus by introducing more guns is insane. On a practical level, it wouldn't work," said Heins.He says teachers are simply not trained to deal with shooters armed with assault rifles, trying to figure out who and what to shoot at.RELATED: University in Florida to allow teachers, staff to carry guns through program with sheriff's office"It's a recipe for unintentional disaster," said Heins.But Linda, who owns concealed weapons permits in five states, says teachers can be trained. She's gone through extensive firearms training the last three years."Teachers can be trained to eliminate the threat, to stop a threat," said Linda.Heins says resources would be better spent on counselors, psychologists and other things to address the cause of the violence. SAN DIEGO (KGTV) — President Trump has repeatedly called on his supporters to volunteer as poll watchers for the upcoming election, including during last month’s presidential debate. But what exactly can a poll watcher do?Rules vary by state but in California, election observers can monitor what goes on at polling places or at the Registrar of Voters Office, where the ballots are processed and counted.“In California, we have probably the most transparent rules of any state,” said Pam Smith, a special adviser to the Verified Voting Foundation. “It's very clearly spelled out that you can watch any aspect of the election process -- pre-election, during election, post-election processes -- as long as you don't make a nuisance of yourself.”Election observers have been part of U.S. elections since the 1700s when ballots were counted publicly.Anyone can be an election observer in California, but they are often partisan volunteers supplied by campaigns or political parties.“The fact that you have two opposing sides engaging in this poll watching activity keeps each side honest,” said legal analyst Dan Eaton.Eaton said the basic idea is to promote transparency and public trust. Campaigns and parties also have practical reasons for sending volunteers to the monitor polls: they’re allowed to access the voter roster posted at each polling place, which they use for last-minute get-out-the-vote efforts.At the Registrar of Voters Office, election observers are allowed to raise challenges to the eligibility of individual mail-in ballots as the counting takes place. Common challenges include questions about the veracity of a voter’s signature or whether an oval is properly filled in, said political analyst John Dadian.“There’s a dozen different things you look for,” he said.In tight races, these observers, sometimes called challengers, can have an impact. Dadian cites the San Diego mayor’s race in 2004 as an example.“One candidate, Donna Frye, got several thousand more votes than her opponent, but several thousand votes were discounted and she did not become mayor. There’s an example of where it absolutely made a difference. It changed the whole direction of the city,” he said.The Secretary of State’s Office has a 30-page guide for interested observers. San Diego County has an abbreviated guide.Observers can take notes and record video of election workers, for example, but they cannot touch any voting materials or equipment.They can ask questions of poll workers but they cannot communicate with voters.“People can't show up and kind of block the path or taunt or jeer or give voters any hassle when they're trying to engage in their civic duties,” Smith said.There are also laws governing what election observers can wear: nothing with political messaging, which is considered an illegal form of electioneering. Observers are also prohibited from wearing clothing that resembles a peace officer or security guard, a tactic that was used to suppress Latino voters in Orange County in 1988.Violators can be charged with a felony.There will be additional restrictions on observers this election cycle because of the pandemic. The San Diego County Registrar of Voters Office is requiring observers to wear an appropriate face covering, answer a health questionnaire and stay in designated areas.“I think the operative term here is that they have the right to observe. They don’t have the right to interfere and intimidate voters as the polling location is a sanctuary for voters to cast their respective ballot,” said San Diego County Registrar Michael Vu.The Republican National Committee's effort to recruit thousands of poll watchers, which they're calling an "Army for Trump," has caught the attention of California election officials. Last week, California Secretary of State Alex Padilla sent a memo to county official administrators, advising them to brace for potential cases of voter intimidation.“County elections officials should be prepared to handle incidents involving disruptionand/or voter intimidation at the office of the elections official and/or polling locations,” the memo said. “Most incidents can be effectively diffused and deescalated with a calm demeanor andapproach that advises persons that they are engaged in prohibited activity that violatesstate law.”The memo encourages election officials to report troublesome cases to the state. Voters who feel they’ve been intimidated or had their rights violated can file a report to the state’s hotline at 800-345-VOTE. 4525
