Wooden doors and window frames of that cottage were covered with black smoke due to more than 40 years of indoor cooking, while those of the new house were painted bright blue.In fact, the old house might collapse after the heavy snow, according to Jin Jing, deputy head of the County.Chen's family was one of the poorest in town. The farmland they grew crops on barely produced enough corn and cabbage to meet their needs, while the minimum living subsistence allowance of 2,200 yuan (334 U.S. dollars) each year was their total annual income.They would never be able to afford to build a new home on their own without receiving financial aid from a government project, Jin added.Chen's new house cost over 40,000 yuan. They received 20,000 yuan from the project and 5,000 from the local federation of people with disability. The rest was borrowed from relatives and neighbors.Five pairs of red couplets were posted by each door and window to express their gratitude to all the people who had offered help.On the day they moved in, Chen held an outdoor banquet for the entire village using borrowed money to mark the happiest event this family had witnessed for many decades.The government-funded project was launched over two years ago, after a deadly snow storm hit southern China during Jan-Feb 2008, collapsing nearly half a million rural houses and causing damage to another 1.7 million.The project was designed to provide funds to residents living in dilapidated buildings in impoverished rural regions so they might renovate or build new homes.In Guizhou alone, over 600,000 families had finished building new homes by the end of 2010 with help from that project, as over 4.7 billion yuan was allocated to subsidize this building.The project was part of China's efforts to build its social-security-based housing system, which also includes affordable housing, low-rent housing and public rental housing programs to meet the needs of low-income people amid surging property prices across the country.

BEIJING, Feb. 14 (Xinhua) -- A recent circular of China's film and television watchdog to cut smoking scenes in films and TV dramas has received welcome from supporters of tobacco control.Xu Guihua, deputy head of China Association on Tobacco Control (CATC), a non-profit organization, said the order of the State Administration of Radio, Film and Television (SARFT) demonstrates government determination to protect public health rights."Frequent smoking scenes in films and TV dramas do not accord with China's stance on tobacco control and mislead the public, especially the youth," said the SARFT in a recent circular.Tobacco brands or signs and smoking scenes with juveniles present should not be allowed to appear in films or TV dramas, it said, adding that scenes which have to show smoking should "last as short as possible."Hailing the order, Xu said the communication through media including movies and TV is among those factors that can influence people's attitude toward smoking.Deng Haihua, a spokesman with China's Ministry of Health, also said the SARFT's move will help prevent people, especially the young, from being misled by smoking scenes on screens.In a survey report issued in August 2010, the CATC said it found smoking scenes in 31 movies and 28 TV series after monitoring 40 Chinese movies and 30 local TV series.Another survey by Beijing Municipal Center for Disease Control and Prevention also showed students tend to follow the fashion after seeing actors smoke on TV or in films.China has more than 300 million smokers and 540 million more suffering from secondhand smoke.What is especially worrisome is that 11.5 percent of the country's juvenile smoke and the ratio is even increasing, according to experts.

Since it is shielded from the erosion by wind, rain and sun, a city submerged in water comparatively maintains a stable condition, thus making the city a virtual time vessel. Seen from the pictures of Shicheng City, stairs in ancient houses, walls and memorial arches remain the same as they were thousands of years ago.Shicheng City was named after the Wu Shi Mountain (literally, Five Lion Mountain) in the northern part of Sui'an County, Zhejiang. It was once the center of politics, economics and culture of Sui'an County in that area.As written in the "History of Sui'an County," there are all together 265 arches submerged under Qiandao Lake, among which the Jie Xiao Memorial Arch's fine carvings remain well-preserved.According to the restored map of Shicheng, there were five city gates in all directions. You can find one city gate tower on each city gate and all together there are five towers. Besides, six streets in Shicheng City were used to connect every corner of the city as a whole. The typical roads in Shicheng City were stone roads, tidily paved by flagstone and pebbles.
