RICHMOND, Va. — Crews have arrived to remove a statue of Confederate General J.E.B. Stuart from Richmond's Monument Avenue — an area of the city that contains several Confederate statues that Mayor Levar Stoney has promised to remove.The J.E.B. Stuart monument is one of about a dozen statues Stoney has ordered be removed from city property.Statues of Confederate General Stonewall Jackson and Confederate Naval Commander Matthew Fontaine Maury were removed from Monument Avenue last week and taken to an undisclosed location. A statue of Confederate President Jefferson Davis was toppled by protesters last month.A statue to Confederate General Robert E. Lee is located on state-owned property and could be removed once legal challenges to its removal make their way through court.The Stuart statue, erected in 1907, is the first monument Stoney promised would be removed following the holiday weekend.The mayor said it would cost .8 million to remove the statues. He said the money would come from the Department of Public Works and be reimbursed by a private fund.While city attorney Haskell Brown told Richmond City Council that Stoney did not have the power to remove statues, Stoney said he believed he is on sound legal ground to remove the statues using his emergency powers as the Emergency Management Director."That's in our Emergency Operations Plan. That is also the part of the governor's declaration of emergency that I'm the emergency manager," Stoney said. ROCHESTER, N.Y. -- The Chief of the Rochester Police Department has announced he is retiring after consecutive nights of protests and amid an investigation into the death of Daniel Prude, who died after being restrained by police in March."As a man of integrity, I will not sit idly by while outside entities attempt to destroy my character," Chief La'Ron D. Singletary wrote in a statement obtained by WXXI and WHAM. "The mischaracterization and the politicization of the actions that I took after being informed of Mr. Prude's death is not based on facts, and is not what I stand for."Deputy Chief Joseph Morabito also announced his retirement and said serving with the department was his "extreme honor."The city's mayor, Lovely Warren, said in a city council briefing that there could possibly be other senior commanders retiring from the department, The Associated Press reports.Rochester has been in the national spotlight after police body camera video was released last week, which shows police putting a spit mask over Daniel Prude's face, and holding him down in an effort to subdue him. Prude died of asphyxiation.Since the video's release, seven police officers have been suspended and the New York Attorney General's Office has begun an investigation into Prude's death. But he survived after he was airlifted to a veterinary clinic. What's more, it's the second time the dog, named Ice, recovered after being seriously injured. The agency said Friday that Ice was wounded late last month in the Klamath National Forest south of the Oregon border. He kept hold of the suspect even after he was stabbed. A helicopter flew Ice to a veterinary clinic in Medford, Oregon. The agency says Ice had multiple stab wounds that were more severe during a similar raid in 2016. 652

Technically it's biowaste, but to the 982 residents in the small town of Parrish, that's just semantics.They want it gone. The load has been there for almost two months, and it's making the whole place smell like a rotting animal carcass.To add insult to injury, it isn't even their poop. For the last year, waste management facilities in New York and one in New Jersey have been shipping tons of biowaste -- literally, tons -- to Big Sky Environmental, a private landfill in Adamsville, Alabama. But in January, the neighboring town of West Jefferson filed an injunction against Big Sky to keep the sludge from being stored in a nearby rail yard.It was successful -- but as a result, the poo already in transit got moved to Parrish, where there are no zoning laws to prevent the waste from being stored. 922

The figure is 45 percent higher than five years ago.Health officials are particularly concerned by the hike because 30 women had stillbirths due to congenital syphilis, the highest number since 1995.STDs can cause serious health problems if untreated. Syphilis can cause permanent loss of hearing, vision, and neurological issues. Chlamydia and gonorrhea can lead to pelvic inflammatory disease and infertility, ectopic pregnancy, and chronic pelvic pain."STDs are preventable by consistently using condoms, and many STDs can be cured with antibiotics," said CDPH Director and State Public Health Officer Dr. Karen Smith. "Regular testing and treatment are very important for people who are sexually active, even for people who have no symptoms. Most people infected with an STD do not know it."Chlamydia and gonorrhea rates are highest among people under age 30, health officials said.
