CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. He hopes the ministers can play an active role in promoting the progress of the conference.A 70-strong-member delegation of the Chinese government, headed by Xie Zhenhua, deputy director of the National Development and Reform Commission, is cooperating with other parties to seek a solution to global warming in Cancun.The Cancun talks, from Nov. 29 to Dec. 10, are aimed at finding solutions to global climate change. HAIKOU, Jan. 10 (Xinhua) -- China will provide more support for the country's religious communities in their international exchanges and communications, said Wang Zuoan, director of the State Administration for Religious Affairs.Wang made the remarks at the 2011 national conference on religious work held in South China' s Hainan Province on Monday.The administration will actively support religious circles in China to promote the concept of religious harmony during the first World Interfaith Harmony Week, which has been recognized by the United Nations and will be held in the first week of February, Wang said.Additionally, Wang said that the country is working to streamline the social security system to further benefit religious personnel.

QINGDAO, Jan. 6 (Xinhua) -- Chinese maritime authorities Thursday added two large sea surveillance ships to its fleet in a bid to better protect the country's maritime rights and interests.The two patrol ships, in the 1,000- and 1,500-tonne classes, respectively, were added to the North Sea fleet of the China Maritime Surveillance Force in the eastern coastal city of Qingdao.They will be used to crack down on violations of China's maritime interests, illegal use of Chinese seawaters and damages to its sea environment, resources and infrastructures, said Fang Jianmeng, head of the North Sea branch of the State Oceanic AdministrationThe ships will also patrol China's waters to monitor polluting incidents, said Fang.This is part of a 1.6-billion-yuan (241-million U.S. dollar) plan the State Council, or China's cabinet, unveiled in 1999 to add 13 1,000-tonne-plus sea patrol ships and five patrol helicopters to patrol the nation's waters.The first group of six large patrol ships and two helicopters joined the China Maritime Surveillance Force under the State Oceanic Administration in November 2005.A senior official of the China Maritime Surveillance Force, who declined to give his full name, told Xinhua that the agency has finished building the second group of three patrol ships and has purchased three helicopters."The remaining four vessels will be put into use before June this year," said the official, surnamed Wu.The fleet expansion came as China is facing an increasingly heavier burden of safeguarding its seas rights and interests, said Wu.China's Ocean Development Report 2010 released last May said the country's maritime rights and interests faced complicated situations and safety threats.These include sovereignty over islands, sea delimitation, sea resources disputes, protecting the sea environment and new challenges such as delimitation of the continental shelf, safe passage on the seas and terrorism, it stated.China has a coastline of 32,000 km and 350,000 square km of territorial seawaters and internal waters. It also has 3 million square km of its exclusive economic zone as recognized under the United Nations Convention on the Law of the Sea."Given the large sea territory, China's maritime surveillance force remains weak, even after all 13 patrol ships join the fleet," said Wu. "They're far from meeting all of our demands."Even following the expansion, the fleet would have only 47 patrol ships, with 26 in the 1,000-tonne-plus class, Wu added.Apart from the three fleets under the China Maritime Surveillance Force that cover the Bohai Sea, the Yellow Sea, the East Sea and the South Sea, the coastal provinces and municipalities also have their own regional sea patrol forces.The regional forces planned to start building 36 sea patrol vessels this year to expand the county's sea surveillance fleet, Wu added.The expansion is among the key measures that help protect China's maritime interests and promote a sustainable ocean economy, said Zhang Hongsheng, deputy director of the State Oceanic Administration.

BEIJING, Nov. 30 (Xinhua) -- Chinese Vice Premier Li Keqiang said more follow-up efforts should be scientifically made to ensure the Three Gorges' continuing safe operations and to make full use of the project after its preliminary construction is finished on time.Li made the remarks while chairing the 17th plenary meeting of the Three Gorges Project Construction Committee under the State Council, or the cabinet.The meeting discussed the examination and acceptance report of the project and the follow-up layouts.The preliminary design and construction of the Three Gorges were finished on time and the project reflects the good quality of the construction, in general, which worked well in flood control, while having generated more than 400 billion kilowatts of power, according to reports from the meeting.Chinese Vice Premier Li Keqiang (C) presides over the 17th plenary meeting of the Three Gorges Project Construction Committee under the State Council, in Beijing, capital of China, Nov. 30, 2010.
