The State of Utah sent face masks showing a handgun and controversial political image to a Salt Lake City family.The free masks are part of the “A Mask For Every Utahn” campaign, where federal COVID-19 money purchased more than two million masks to stop the spread of the virus.“I was just shocked,” said Chrstine Passey-Spencer outside her Rose Park home.Two masks delivered to the family show an American flag with a handgun printed across them with “Don't Tread on Me” written below a coiled rattlesnake.“I think the thing that bothered me most is that I knew my tax dollars paid for this and this is very politically charged speech,” Passey-Spencer said.The “Don't Tread on Me” image stems from the Revolutionary War but has become controversial in recent years. The Gadsden Flag has been used by the Tea Party, anti-gun control activists and white supremacists.In 2016, it was deemed to have “racially-tinged” messaging in some contexts by the federal government.More recently, the image has been used by people believing COVID-19 health restrictions take away their constitutional rights.“We hope this is an isolated incident that we just missed these couple of masks,” said Governor’s Office of Economic Development’s Ben Hart, who oversees the state’s mask program.Since April, the state purchased millions of masks from local and international manufacturers.Hart admits about 100 of the “Don't Tread on Me” masks were included in a shipment last month. Hart says the staff deemed them “inappropriate” and attempted to set all of them aside.“We will not be using taxpayer dollars to pay for these masks. The Republican National Committee spent more than 0,000 in August to cover some of President Donald Trump's legal fees associated with the federal investigation into Russian meddling in the 2016 election, an RNC official told CNN on Tuesday.The RNC sent 1,250 to Trump's personal attorney Jay Sekulow, via the Constitutional Litigation and Advocacy Group, and 0,000 to John Dowd, the attorney Trump hired in June, the official said.The payments will be disclosed in the RNC's spending report for the month of August, which will be released on Wednesday.Reuters first reported on Tuesday that the RNC was helping Trump with his legal payments associated with the special counsel's investigation. CNN first obtained the total amount of the RNC's spending on Trump's legal bills.The President's legal bills were covered through the RNC's legal defense fund -- not its political coffers -- which the RNC official said was established in 2014 to cover legal fees associated with election-related litigation.The RNC's payments to cover Trump's legal bills come despite the President's claims that his net worth is in excess of billion.The party official said the committee has not yet decided whether it will continue to make payments to cover the President's legal bills.The RNC is just the latest Trump-supporting political group to get involved in making legal payments related to the Russia probe.Last quarter, the Trump campaign spent more than 7,826 on legal fees. The virus has seniors trapped, stuck inside for their own safety. But even quarantined inside nursing homes, the novel coronavirus still managed to find a way in.Tonya Dubois is the director of nursing for the Hillsborough County Nursing Home in Goffstown, New Hampshire. At one point back in May, 150 residents here were infected with COVID-19. By the time the outbreak was over, 50 seniors had died from complications related to COVID-19.The staff was heartbroken.“What people had to see, it was very hard,” Dubois recalled as she held back tears. “These staff members stayed and held patients' hands; they never died alone.”Limiting the virus spread has been hard. Months later, only two people in the nursing home now have COVID-19. That’s thanks in part to a no-visitor policy here and across the country in other senior care facilities. Isolating for safety though has also come at the expense of senior’s mental health.“A lot of them don’t get to talk to people all day. Some have families, and some don’t,” said Tammie Richard, who also works as a nurse at Hillsborough.Through much of the spring, Richard noticed how depressed residents were getting without haircuts. Because of the virus, the facility’s beauty parlor had to be been shut down. Richard, who's also a cosmetologist, decided to take her show on the road.Or at least down the hallway.She found a way to do trims, cuts, and color safely. While wearing PPE and sanitizing her equipment, she able to cut residents' hair one room at a time.“The touching, touching, and talking to somebody, the hour, the half-hour they love getting their hair done. I just want them to feel comfortable, relaxed, and happy,” Richard added.With residents here cut off from the outside world, a simple cut is doing wonders for these seniors’ mental health. Because Richard is a licensed nursing assistant, she's considered essential. She and another cosmetologist on staff can check the resident’s vital signs, while at the same time taking a little more off the top.Nursing homes nationwide are now adopting similar ideas.“It makes them not feel as depressed. It makes them have a different level of comfort. It makes them feel normal again,” Richard said about the cuts she’s been giving.Not only is she keeping seniors looking young, but she's also helping them stay young at heart. 2343

The World Health Organization is preparing for the "worst case scenario" as it continues to respond to the Ebola outbreak in the Democratic Republic of Congo.Peter Salama, deputy director-general of emergency preparedness and response at the WHO, said in Geneva, Switzerland, on Friday that it's "going to be tough and it's going to be costly to stamp out this outbreak."As of Wednesday, 32 people are suspected to have been infected with Ebola viral disease, including three health care workers. Eighteen of those have died, including one of the health care workers.Of the suspected cases, two have been confirmed as Ebola using laboratory tests, and 10 samples are awaiting results."The number of suspected, probable and confirmed cases is significant, so we are very concerned, and we are planning for all scenarios, including the worst-case scenario," Salama said.Ebola virus disease, which most commonly affects people and nonhuman primates such as monkeys, gorillas and chimpanzees, is caused by one of five Ebola viruses. On average, about 50% of people who become ill with Ebola die.The disease is endemic to the Democratic Republic of Congo, and this is the nation's ninth outbreak since the discovery of the virus in the country in 1976.The latest outbreak is occurring in the Bikoro health zone, 400 kilometers (about 250 miles) from Mbandaka, the capital of Equateur province.Bikoro health zone has a population of about 163,000, with three hospitals and 19 health centers, most with limited functionality, according to WHO.Given the remote location of the outbreak, Salama said, response efforts will be extremely challenging. "It is a dire scene in terms of infrastructure," he said."To give you a sense, we are talking about an area that is 280 kilometers even from the provincial capital of Equateur," he said.The WHO is working with authorities in Congo and is in discussions with the World Food Programme to arrange airlifting supplies to the affected areas. UNICEF is also making doctors available as well as sanitation and hygiene specialists to help contain the outbreak.The virus is transmitted to people from wild animals and spreads in the human population through human-to-human transmission, either through direct contact with bodily fluids such as blood or secretions or contact with materials that are contaminated with these liquids.Personal protective equipment has been sent to the affected region, and the WHO is planning to have mobile laboratories running by the weekend, after receiving approval from the country's Ministry of Health.Initial control efforts are focusing on tools such as surveillance and monitoring, safe burials and case management.Vaccines along with doctors and epidemiologists are on standby in case they are needed, according to the UN.If they are needed, "WHO is in discussions with the government and, if pertinent, will seek approval from the national regulatory authority and the Ethics Review committee to use vaccines against Ebola as part of the response," spokesman Tarik Jasarevik said.The current vaccine against Ebola is experimental and not a licensed product. Salama pointed out that its use also comes with many challenges, as the vaccine needs to be stored long-term at temperatures between minus 60 to minus 80 degrees Celsius (minus 76 to minus 112 Fahrenheit)."This is not a simple logistical effort; it's not like doing a polio campaign with oral polio vaccines, where we get it immediately out to the field.
