SAN DIEGO (KGTV) - One of La Jolla's most scenic spots is also the scene of a 20 year battle that has left the community divided.The Coastal Commission voted unanimously Thursday night to approve a measure to renew a 10-year permit to close the Children's Pool to human access during Harbor Seal Pupping season.The Children's Pool was built in 1931 to give kids a safe place to enjoy the beach.In the late 1990's, harbor seals moved in on the area creating conflict.Surveillance cameras captured visitors getting dangerously close to the seals causing the city to take action.In 2014, they decided to close the Children's Pool from December 15th through May 15th. This is typically the time period when mother seals use the beach to birth their calves.The California Coastal Commission agreed to try out this plan for five years.Dr. Jane Reldan, President of the Seal Conservancy, said the beach closure was an "elegant compromise." Reldan added that the closure happens during a time of year when it's cold and people don't want to go swimming anyways.Opponents say there's plenty of coastline for the seals to use and that it's time the Children's pool was given back to the kids. 1190

Nancy Sussman is no stranger to the courthouse. Usually, she’s representing her clients, but this time she’s defending herself against criminal charges that could send her to prison.Traffic backed up. Drivers snapping video of how the high speed chase ended. Police say Sussman finally stopped when they laid down spike strips. Still, they say she refused to come out of the car, eventually forcing them to smash out one of the windows.10News is learning new details about the woman behind the wheel of the white Mercedes. Sussman is a longtime medical malpractice attorney.RELATED: Woman arrested after leading police on chaseIn court Tuesday, she represented herself. “Are you an attorney,” the judge asked.The judge entered a not guilty plea on Sussman’s behalf. She’s charged with felony evading, driving with a suspended license and resisting arrest.Sussman tried to explain to the judge why she didn’t stop. “Regarding the chase, I was a victim of police brutality on October 28th.”According to a police report, the October 28 case involves Sussman and her neighbor, a Border Patrol agent. In that case, she’s charged with burglary, making criminal threats, vandalism and other charges.On December 30, police tried pulling her over on that warrant, finally arresting her after that chase on I-5.If convicted on the charges connected to the chase, Sussman faces more than six years in prison. She’s due back in court on February 6. 1597

SAN DIEGO (KGTV) - Police believe the deaths in Otay Mesa Sunday of an elderly man and woman may be a murder-suicide.Police have identified the suspect and victim in the incident as James 82-year-old Rafferty and 83-year-old Kazuko Rafferty. Police believe James shot Kazuko several times and then used the same gun to take his own life. Dispatchers received a call about 10:30 a.m. requesting a welfare check on a married couple who lived at the Ocean Bluffs Mobile Home Park on Del Sol Blvd.Officers responded to the home and received no answer when they knocked on the door and made several phone calls. SAN DIEGO (KGTV) - Neighbors in Hillcrest say an abandoned church has become a campground for the homeless. The church sold the land to developer LMC North Park Holdings in 2018. They were still leasing it out until about a month ago. That's when residents say the homeless started moving in. "It's more or less the drug crowd, sex trafficking, stuff like that that winds up utilizing these areas," he said. The spot on Park Boulevard and Meade Avenue is boarded up, covered in graffiti, and littered with needles. On Tuesday, firefighters say transients smoking drugs started a fire at another vacant building a few blocks down. Passante says it's just a matter of time before that happens at the church. "It's the same people you see over and over and over again and most of them have some kind of mental illness," said Passante. "The quicker places like this can be demolished the less we'll have that problem.LMC North Park Holdings says they are aware of the problem and have hired 24/7 security. Our crews didn't see any security guards while out there for several hours gathering the story. They say they've been waiting on permits and have plans to start demolition by the end of the year. 1206

  

SAN DIEGO (KGTV) - People looking for some extra cash on hand during the coronavirus pandemic are turning to pawn shops as one way to make ends meet.Moris Adato, the owner of CashCo Pawn, says business for pawn loans started to pick up near the end of April when people needed extra money for mortgage and rent payments."It's getting crazy right now," Adato says.Pawn shop owners say their loans can help people make ends meet as they wait for things like EDD payments or stimulus checks or search for a new job.When someone pawns an item, the shop owner gives them a loan against the item's cash value. People typically have 4-6 months to pay it back, with interest. Once the loan is repaid, the item is returned to the owner.If someone can't, or chooses not to repay the loan, the item then belongs to the store and can be sold. There's no penalty for forfeiting the item, and it will not affect your credit score.Many stores, like Adato's, will allow people to extend their loans if they ask.Adato says his most common item is jewelry."Jewelry in itself is something to wear and to look good, but it's a commodity," he says. "It's gold, silver, or diamonds. If things go wrong, this is how you get out of trouble."Experts say there are a few things people need to know before deciding to pawn a possession.First, make sure the store you go to is accredited with a state or national pawnbrokers association. That will ensure they follow all the laws and regulations of the business.Second, ask about the terms of the loan, especially the interest. California law caps the interest on a pawn loan at 3% per month.Third, make sure you understand all of the extra costs, including storage and set up fees.Despite the spike in demand, Adato says about 90% of the people who come in for loans pay them back and reclaim their items. His store is offering zero-interest on any loan paid in full within 30 days. He's also promoting safety by doing as much business as possible through his website and app.Adato says it's a small way he can help people get by during the pandemic. "There are still people out there that need money, unfortunately," says Adato. "These are blue-collar, working, hard class citizens that just need groceries to get through this hard time." 2270
