LOS ANGELES (AP) — Three Los Angeles police officers have been charged with falsifying records reporting that people they stopped were gang members or associates. Prosecutors say the members of the Police Department's Metropolitan Division were charged with conspiracy in a 59-count complaint with obstructing justice and multiple counts of filing a false police report and preparing false evidence. In a news release, the LA County DA's office said Braxton Shaw, Michael Coblentz, and Nicholas Martinez are the officers being charged.Prosecutors said in the statement that the officers are accused of falsifying field interview cards they use to conduct interviews while out on duty. The cards, prosecutors say, contained false information and misidentified dozens of people as a gang member. The officers' union said Friday it expects the department to ensure the officers are accorded their due process rights and that any proven mischaracterizations are corrected. The Police Department says 21 additional officers are under investigation. The department also says it's no longer using the state's gang database other than to remove individuals from it. 1162

LOS ANGELES (AP) — California Democratic Gov. Gavin Newsom calls mail-in voting safe and secure, but it's not perfect. More than 100,000 mail-in ballots were rejected by election officials in the state's March presidential primary. The six-figure tally highlights the big gap in the state's effort to ensure every vote is counted, as Democrats and Republicans argue over the integrity of vote-by-mail elections. State data obtained by The Associated Press shows 102,428 mail-in ballots were disqualified in 58 counties, mostly because they arrived too late. Also, nearly 28,000 were canceled because they either didn't have a signature, or the signature didn't match the one on record for the voter. 707

LOS ANGELES (AP) — Lawyers for California Rep. Duncan Hunter want a federal judge to reject an attempt by prosecutors to introduce evidence that the congressman used campaign funds to finance a string of extramarital relationships, a court filing said Friday.Prosecutors are seeking permission "to focus the jury's attention on Mr. Hunter's infidelity" with evidence that isn't necessary for a jury to evaluate the case, they wrote. To allow it would present "substantial risk of unfair prejudice."Allegations about the married Republican congressman's affairs were outlined in a government court filing Monday, connected to charges he and his wife illegally spent more than 0,000 in campaign funds on trips, meals and other personal expenses.Prosecutors are seeking permission to introduce details of the romantic affairs in U.S. District Court in San Diego, which they say are necessary to "demonstrate Hunter's ... intent to break the law and to establish his motive to embezzle from his campaign."Margaret Hunter pleaded guilty this month to one corruption count. Duncan Hunter has said prosecutors have targeted him for political reasons. The trial is scheduled for September. In the motion, Hunter's lawyers argued that "whether or not Mr. Hunter has an intimate or strictly platonic relationship with a particular individual does not tend to prove any material point in the government's case."The said "nearly every expense" listed in the prosecutors' motion Monday seeking to introduce the evidence "was incurred in connection with a legitimate political activity."They said the allegations are so controversial "that merely filing the motion has tainted the jury pool against Mr. Hunter.""However unpopular the notion of a married man mixing business with pleasure, the government cannot simply dismiss the reality that Mr. Hunter's relationships ... often served an overtly political purpose that would not have existed irrespective of his occupation," they added.Separately, Hunter's lawyers are seeking to dismiss the indictment and move the trial out of San Diego County. 2093

LOS ANGELES (CNS) - A storm system swollen with moisture from an atmospheric river will bring rain to Southern California Tuesday afternoon through Wednesday, prompting the National Weather Service to issue a flash flood watch for all burn areas in Los Angeles, Ventura and Santa Barbara counties. Across Ventura and Los Angeles counties, the heaviest rainfall is expected late Tuesday and Wednesday morning, affecting the Thomas, Hill, Woolsey, Stone, South, Creek and La Tuna burn scars, according to the NWS. Peak rainfall rates are expected to range between a half-inch and 0.80 inches per hour. There is the potential for isolated thunderstorms, which could produce higher hourly rates, forecasters said. The flash flood watch will be in effect from 6 p.m. Tuesday until 11 a.m. Wednesday. Los Angeles County officials warned residents in the Woolsey Fire burn area -- where even small amounts of rain may cause significant mud and debris flows -- to prepare for the possibility of evacuations, road closures and power outages. Residents were urged to identify two exit routes, make plans for pets and family members with special needs and pack an emergency kit with extra medication, important documents and warm clothing. Additional sheriff's deputies, firefighters and public works personnel will be on patrol in the area through Thursday morning, according to the county.
