SAN DIEGO (KGTV) — Demonstrators gathered Friday outside San Diego Police Department's headquarters and marched through the streets downtown in protest of the Wisconsin shooting of Jacob Blake.Sky10 was live overhead as protesters marched through the streets, some carrying flags, to demonstrate. The gathering occurred on the same day as the March on Washington in the nation's capital, where thousands rallied on the 57th anniversary of Martin Luther King Jr.’s “I Have a Dream” speech.SDPD shut down Broadway and E Street between 14th and 15th streets, on the north and south sides of downtown SDPD headquarters in preparation for the protest. A flyer for the demonstration advertised the event as being in solidarity with protesters in Kenosha, Wisc., where Blake, a 29-year-old unarmed Black man, was shot seven times in the back by a police officer on Aug. 23.Officers have not said what led up to the shooting, but video shot by a neighbor shows Blake walking to an SUV and attempting to enter it moments before an officer grabs him by the shirt and shoots him.Blake is reportedly paralyzed from his wounds and recovering in a hospital.Sky10 video showed one individual being detained by police during the gathering. Police say they stopped a vehicle following the crowd after it ran at least one red light. During the stop, SDPD said the crowd also stopped and a suspect from the crowd "sprayed a chemical irritant spray at a line of officers."Four people were arrested, according to police: one for battery on an officer and resisting arrest with violence, and the remaining three for resisting/obstructing officers. SDPD later added that two people were arrested for shining a laser at officers and a police helicopter. Three more people were arrested later in the night, according to police. They said someone punched an officer and when police were in the process of arresting that person, two other people tried to interfere. All were arrested. 1967

SAN DIEGO (KGTV) — From business closures to limits on gatherings, there’s mounting evidence that government restrictions do slow the spread of COVID-19. But which policies are the most effective?A study published this month in the journal Science aims to answer that question by examining data from 41 countries outside the U.S.The researchers examined seven kinds of COVID-19 policies in mostly European countries and compared them to case and death rates in those countries over time.The policies included limiting gatherings to 1000 people or less, to 100 people or less, and to 10 people or less; a targeted closure on high-risk businesses; a broad closure of most non-essential businesses; school and university closures; and stay-at-home orders.The authors found limiting gatherings to 10 people or less was the most effective nonpharmaceutical intervention of the seven examined, reducing the transmission rate by 42 percent.Closing schools and universities was next, cutting transmission by 38 percent. The researchers said they were not able to examine the relative importance of closing universities over grade schools because such closures were typically implemented at the same time.Next, the researchers examined the impact of two kinds of business closures. They found broad closures of most non-essential businesses were “only somewhat more effective than targeted closures” of high-risk businesses like restaurants, bars and nightclubs. Broad business closures reduced transmission by 27 percent compared to an 18 percent reduction for targeted closures.“Therefore, targeted business closures can be a promising policy option in some circumstances,” the authors wrote.The study estimates those three policies together -- closing high-risk businesses, closing schools and universities, and limiting gatherings to no more than 10 people -- are enough lower to slow the spread of the virus.In epidemiological terms, interventions are considered successful when they lower the so-called number below 1. The reproduction number, or R number, is the average number of people who become infected from one infectious person. Without interventions, the study found the R number for COVID-19 between January and May was 3.3.The study did not examine the impact of wearing masks, but other studies have found that masks can also significantly reduce the spread of COVID-19.So what about stay-at-home orders? Mandatory stay-at-home orders where people are only allowed outside for essential tasks or during certain times of the day tend to be a last resort, when there are other restrictions already in place.The researchers found mandatory stay-at-home orders cut transmission another 13 percent on top of other policies. “Issuing a stay-at-home order had a small effect when a country had already closed educational institutions, closed nonessential businesses, and banned gatherings,” the authors wrote. 2919

SAN DIEGO (KGTV) — Francis Parker School officials say a vendor that handles some of the school's backup data was victim of a ransomware attack in May. The school says third-party cloud computing provider, Blackbaud, Inc., notified them on July 16 of the cyberattack. Criminals demanded payment in return for destroying information they copied from Blackbaud's database, the school said.School officials warned parents that the compromised database may have included contact information, birth dates, and a history of relationships with the school, including donation dates and amounts. The school said the attackers did not access credit card information, social security, or other personal financial information and had no access to the school's systems.Blackbaud paid the ransomware and says based on the nature of the incident and investigations with law enforcement, there's no reason to believe any data went beyond the cybercriminals or was, or will be, misused.Francis Parker officials said they are reevaluating their relationship with Blackbaud. SAN DIEGO (KGTV) — Holiday Bowl officials said Thursday that its 43rd annual football game will not be played this year.Due to the pandemic, the bowl's Board of Directors voted unanimously to cancel the December game, which has been played since 1978. The bowl’s traditional Bowl Week events had already been canceled for this year, including the Holiday Bowl Parade.Holiday Bowl CEO Mark Neville said that in addition to challenges in holding the game safely for fans, the virus had, "created a situation in that we wouldn’t be able to welcome fans, ultimately resulting in no tourism. Couple that with the financial and potential health risks of trying to play the game during this pandemic and it was clear this was the right decision for us.""This has been the most difficult decision our Board has ever had to make since our bowl game started in 1978," said Neville. "While it’s not the decision we wanted to make, it’s the right decision for our non-profit association and the community for the long term."The game has brought in an average million in economic benefit and led to more than 28,000 hotel room nights annually for the region, the board said. December is typically San Diego's slowest tourism period."People come in, either stay here, or they come to the restaurants, they enjoy a cocktail or a bite to eat, whether it be lunch or dinner," said Chuck Abbott, general manager of the Intercontinental, which overlooks the Holiday Bowl Parade along the waterfront. SAN DIEGO (KGTV) - HazMat teams responded to a fire station in North Park after a suspicious package was found outside the station, according to a San Diego Fire-Rescue official.Fire crews found the package by Station 14's front door around 3:20 p.m. Sunday when they returned from a call.Fire officials told 10News the package was a taped-up cardboard box with writing on it that made it appear dangerous. Some of the words were misspelled.The hazmat and bomb personnel set up a perimeter around the station, blocking off 32nd Street and Lincoln Avenue by about a block in each direction.The bomb squad x-rayed the package, determined that it was not dangerous, and reopened the street around 5:45 p.m.The package was filled with aluminum flux and trash, according to a tweet from San Diego Fire-Rescue.At about 3p on Sunday someone left this box at SDFD North Park station on 32nd St. The bomb team was called to ID the contents - aluminum flux and some trash.
