SAN DIEGO (KGTV) - The Secretary of the Interior stated in no uncertain terms in a letter sent to the San Diego County Board of Supervisors Thursday federal law supersedes state law. This was in reference to an ordinance the San Diego County Board of Supervisors passed in November banning recreational shooting, saying it was unconstitutional.Currently the law states you can shoot at targets on BLM land, "as long as it is done in a safe manner, without damaging natural resources or improvements on public lands." There is a section that states you may not fire any plastic pellets, exploding, tracer or steel core rounds. This is to prevent wildfires.RELATED: San Diego County Board of Supervisors approves recreational shooting ban near DulzuraCounty Supervisor Diane Jacob said the goal of the ordinance was also to prevent wildfires, coming after the Gate Fire in May of 2017, sparked near an area known for target practice."She immediately blamed the fire on the shooting and she had no evidence," Executive Director of San Diego Gun Owners PAC Michael Schwartz said. He also said the board never spoke to the federal government."When he [the Secretary of the Interior] found out the entire department said no this isn’t something we’re going to stand by at all," Schwartz said. The Secretary of the Interior sent a statement to the Board of Supervisors Thursday citing the Supremacy clause in the Constitution and, "law enforcement personnel have no authority to enforce unconstitutional pronouncements of law."RELATED: After Gate Fire, recreational shooting ban hits public landsJacob fired back with this statement: "The BLM decision is unfortunate and frustrating because this area is highly prone to wildfire, and we've already learned the hard way that shooting at this spot poses a significant risk to life and property. I appreciate the BLM's offer to discuss this issue further because it's critical that we do all we can to put public safety first."Schwartz, glad to see the powerful statement, said, "it’s not ambiguous it’s very clear, no this isn’t going to happen, its out of your jurisdiction."Schwartz says the regulation has been put on hold after that letter reached the board. "The gun owners consider this a huge win, it shows what activism can do and when people band together and get involved we can stop unconstitutional regulations by elected officials abusing their power," he said, adding he hopes to see the ordinance removed from the books. 2485

SAN DIEGO (KGTV) – The San Diego Unified School District said Wednesday that they are coordinating and organizing with student leaders for March 14th, when students from across the country are planning for a walkout.The walkout is in response to the Florida shooting.  The student-led demonstration is meant to urge lawmakers to pass stronger gun control laws.“We support student's voice,” School Board President Kevin Beiser said in news conference Wednesday. The protests are planned at 10 a.m. on Wednesday, March 14th.  The district wants students to help plan events at all participating schools, which are mostly high schools, according to Andrew Sharp, a district spokesman.It will be up to those school communities to come up with a plan.  Sharp says, in general, the district would rather the students keep activities on campus in so-called “teach-ins” as opposed to “walk-outs but the superintendent has said, “students will not be disciplined for participation in planned peaceful demonstrations occurring at schools.” District heads will be meeting with student leaders from “Equity Coalition” on Wednesday, March 7 to hear their ideas on the protest. The district wants the events to be meaningful and respectful.  1290

The administration, along with insurance companies, have since confirmed copays for coronavirus testing will be waived, but not for treatment of the virus."Testing capabilities are expanding rapidly, day by day. We are moving very quickly," said President Trump.Despite billions in recently approved funds, testing capacity remains at frustrating levels across the country. SAN DIEGO (KGTV) — The San Diego Zoo welcomed a rare bear cub to the mix last week.Zoo officials say an Andean bear cub was born to mom Alba and dad (or, sire) Turbo on Jan. 8 in the early morning hours. “We are overjoyed about the birth of Alba’s first cub,” said Chris Hamlin, animal care manager at San Diego Zoo. “Alba is showing all the appropriate behaviors of a good mother, being very attentive to her newborn. We are so impressed with how well she is handling motherhood.”RELATED: San Diego Zoo Global raises 0K for Australia wildlife reliefZoo caretakers are observing the cub and its mother via closed-circuit video to allow Alba to care for the cub without interruption. Giving the bears their space is critically important, as Andean bear cubs have an extremely high mortality rate in their first month, so care takers are being watchful but cautiously optimistic. The bear's sex is yet to be determined.But the interactions and long-term survival of the cub could led to a bounty of information for researchers.RELATED: San Diego Zoo Safari Park rhino's broken toe on the mend with new cast“The Andean forests where we work are so rugged and dense that it will be a long time before we can study the maternal behavior of wild bears there,” said Russ Van Horn, population sustainability scientist at San Diego Zoo Global. “Alba's behavior and her cub's development will suggest how closely, and for how long, wild mothers and cubs may be linked to birth dens, where we think they’re sensitive to disturbance by humans.”Andean bears are only found at a few zoos in the U.S. Also called "spectacled bears," the bears are marked with unique rings and fur around their eyes.
