New results on a possible COVID-19 vaccine from Oxford University and drugmaker AstraZeneca suggest it is safe and about 70% effective.Some experts say that shows it is likely to win approval, but questions remain about how well it may help protect those over 55. That's a key concern for a vaccine that health officials hope to rely on around the world because of its low cost, availability and ease of use.Partial results from tests of the vaccine in the United Kingdom, Brazil and South Africa were published Tuesday by the medical journal Lancet.“Today, we have published the interim analysis of the Phase III trial and show that this new vaccine has a good safety record and efficacy against the coronavirus,” said Professor Andrew Pollard, Director of the Oxford Vaccine Group and Chief Investigator of the Oxford Vaccine Trial. “We are hugely grateful to our trial volunteers for working with us over the past eight months to bring us to this milestone.”Researchers claim the vaccine protected against disease in 62% of those given two full doses and in 90% of those initially given the half dose. However, independent experts have said the second group was too small — 2,741 people — to judge the possible value of that approach and more testing is needed.The interim analysis for efficacy was based on 11,636 participants accruing 131 symptomatic infections from the Phase III trials.In addition to the Oxford led program, AstraZeneca is conducting a large study in the US and globally. In total, Oxford University and AstraZeneca expect to enroll more than 60,000 participants globally.The company says it’s also making progress in manufacturing with a capacity of up to 3 billion doses of the vaccine in 2021 on a rolling basis, pending regulatory approval. New video appears to show workers for Caltrans handing out campaign materials defending the state's recent gas tax increase while on the job. The video, shot Tuesday, was released by the Yes on 6 campaign, which is pushing to repeal the recent 12-cent-per-gallon hike on the November ballot. The video shows Yes on 6 campaign manager Matt Stockton in the drivers seat of a car. He is apparently stopped at a Caltrans contractor's site along the 78 near Ramona. The video shows a man in a hard hat approaching the window, handing Stockton what appears to be a No on 6 campaign flier defending the gas-tax increase.Stockton in the video asks the man if he is with Caltrans, and the man answers that yes, his crew is working with Caltrans. Other images released by the campaign appear to show the workers were with Pico Rivera-based Manhole Adjusting Inc., and that a Caltrans supervisor was on site. "The misuse, the abuse of taxpayer funds being used in a political campaign, it is shameful, it is outrageous, and it needs to stop right now," said Carl DeMaio, who is chair of the Yes on 6 campaign. Caltrans, a state agency, said in a statement that it is looking into the matter, and has contacted its contractors to say it does not condone political advocacy on project sites. The No on 6 campaign, fighting to keep the gas tax increase, says it was unaware of the incident and that it denounces any inappropriate use of public resources or venues for campaign purposes."The No on 6 campaign very carefully follows all rules prohibiting the use of public resources for campaigning and often reinforces those rules to anyone involved with the campaign," the campaign said in a statement. Calls to the on-site Caltrans supervisor and Manhole Adjusting Inc were not immediately returned."If this is happening on more than one occasion, it's egregious," said Seth Kaplowitz, a finance lecturer at San Diego State University. NEW YORK CITY — Police are looking for a man they say assaulted a New York City bus driver who asked him to put on a mask before boarding the Manhattan bus.According to the NYPD, the unidentified man attempted to get on the northbound New York City Transit Authority (MTA) bus near Madison Avenue and East 29th Street around 2:30 a.m. Monday without a mandatory face covering.The bus driver, 62, stopped the man, telling him he had to put on a mask to ride the bus, police said.According to authorities, the man punched the bus driver in the face before fleeing the bus in an unknown direction.The victim suffered pain and swelling and was taken to a nearby hospital for treatment, police said.Face coverings or masks are required on all MTA buses, subways and trains as the city continues to battle the coronavirus pandemic.The NYPD has released the above surveillance images of the man for whom they're searching.This story was originally published by Mark Sundstrom and Rebecca Solomon on WPIX in New York City. 1022

NEW YORK CITY — A man sleeping on a Harlem street was hit with fireworks and suffered burns, police said Monday after a video of the incident circulated on social media.Video shows someone lighting and throwing a firework at the man, who appears to be homeless. The firework explodes as it hits the man.Another person can be seen in the video filming the incident.An NYPD spokesperson said the department received a call at around 4 a.m. Monday near 62 Lenox Ave. (Malcolm X Boulevard) in Harlem.Officers found the man, 66, suffering from minor burns.
