SAN DIEGO (KGTV) -- Neighbors are concerned after they say a registered sex offender moved into their Rancho Bernardo community, just feet away from an elementary school playground.Anthony James Morgan, 32, was convicted of possession of child pornography and lewd and lascivious acts with a child in Tennessee in 2013.Neighbors say they became concerned after Morgan moved into a townhouse in their neighborhood weeks ago. According to records on the Megan’s Law website, Morgan lives on the 17000 block of Caminito Baya, about 100 feet away from a playground at Westwood Elementary School.According to the Safe Task Force, which monitors local sex offenders, Morgan’s living situation is legal because of the California Supreme Court.In 2015, the court tossed out blanket restrictions on where sex offenders may live. The ruling came after sex offenders said the restrictions made finding housing impossible for them.  Authorities say while probation or parole agents can implement living restrictions, due to the fact that Morgan is no longer on parole or probation, he is now allowed to live wherever he wants.Neighbors say the rule doesn’t make sense. “I think the rules definitely need to be changed when it comes to sexual predators,” said Linda Vasquez.Vasquez added that she is relieved to hear that Morgan will be moving out of the area in April. “I’m very happy for that. We don’t need that in a neighborhood full of children.”The neighborhood is particularly sensitive to the sex offender issue. Neighbors say registered sex offender John Gardner was spotted at this mother's home - less than 500 feet from Westwood Elementary - in the years before he murdered two teens, including Chelsea King.Father Brett King helped lead a successful fight for tougher laws, including stricter punishments for sex offenders.  When he learned about Morgan's living situation, he told 10news: "As a society, we have lost our common sense ... SAN DIEGO (KGTV) - Police are searching for a man who reportedly grabbed three women on three separate occasions before running away.The most recent incident was reported on Feb. 25, at about 7:30 p.m. near the intersection of Iris Ave. and Oro Vista Rd. A 22-year-old woman was walking when an unknown man walking in the opposite direction grabbed the woman's breasts and ran away, San Diego Police said.The incident is similar to two others reported in the same area.The first one, on Oct. 30, 2017, happened at about 7:30 p.m. and the second on Jan. 17, 2018, at about 9:30 p.m. Both occurred in the 1500 block of Oro Vista Rd. with a similarly described suspect who grabbed the women and ran away.The suspect is described as a Hispanic male in his early 20s, about 5-foot-6, and weighing about 220 pounds. SAN DIEGO (KGTV) — Police say they have made an arrest in connection with a deadly shooting in the Midway District during a meeting set up on social media.San Diego Police arrested 18-year-old Angel Garcia of San Diego on Wednesday and charged him in the murder of Eduardo Salguero, 18, of San Diego, on Nov. 25.Police say Salguero had arranged to purchase an item through Snapchat and met for the transaction behind several businesses in the 3600 block of Midway Dr. When he arrived, two Hispanic males entered his vehicle. During the meeting, one of the suspects pulled out a handgun and the transaction turned into an armed robbery.RELATED: Midway District shooting victim killed during Snapchat transaction, police sayMultiple gunshots were fired inside the vehicle before the two suspects fled. Salguero was taken to a nearby hospital but died of his injuries.Both suspects were described the suspects as Hispanic males, between 20-30 years old, who were wearing dark clothing at the time. SAN DIEGO (KGTV) - On Normal Street in Hillcrest Friday, things were anything but normal.   Tim Henderson and his colleagues were checking email in the street."Just a minute ago, we had a meeting out here," he says while pointing to an assortment of chairs.    He and his co-workers at KTUA, a landscape architecture and planning firm, set up a little home office in a spot usually occupied by 3 to 4 parked cars.   The space was decorated with plants and patio furniture.Welcome to “Park(ing) Day 2017,” billed as a worldwide event where artists and designers transform metered parking spots into temporary public parks.    The event ran Friday from 9AM – 3PM, with several downtown businesses also taking park."We're in a ‘car-centric’ world, we always have to supply places for cars,” Tim explained.  “We're making a statement: during some part of the year, you can come out into a space not  being used for cars -- and have a park!"Henderson and his work buddies barbecued in the parking spots and even roasted s’mores.Parking is at a premium in Hillcrest, but Henderson said nobody seemed to mind them taking up the spots.    In fact, he said drivers had been slowing down to catch a glimpse at the “front yard” they created on the street.“They love it,” he said. 1351

SAN DIEGO (KGTV) - Parents in Pacific Beach are calling on more enforcement at the Crown Point Elementary field.During school hours the field is only open to elementary students and then opens to the public 30 minutes before and after. Mariluci Byrnes has a daughter who plays on the field with the Pacific Youth Soccer League. She says many dog owners ignore city signs warning it's a violation to take your dog off-leash and to not pick up after them.  “Just not a good combination when you have kids playing and there’s poop all over the place," said Byrnes.Byrnes says kids and parents often step in dog poop and she worries an off-leash dog could injure a child.  The field is now in the San Diego Humane Society’s (SDHS) jurisdiction. An SDHS spokesperson confirms they’ve gotten complaints about the issue, but sometimes other calls involving safety take priority over off-leash dogs. She added that while officers can give citations, they often try first to educate dog owners. The City tells 10News they are aware of the ongoing problem: 1064
