BEIJING, Jan. 12 (Xinhua) -- Traffic congestion has eased "obviously" in Beijing since authorities launched a string of new, stricter traffic rules and opened five new subway lines last month, a local transport official said Wednesday."On average, the duration of traffic jams has been reduced by more than two hours per day, from 3 hours and 55 minutes before the new year to the current 1 hour 45 minutes since Jan. 1," said Li Xiaosong, deputy director of the Beijing Municipal Committee of Communications.Li's committee has unveiled an index system of Beijing's traffic congestion, the first for the city.According to the system, 0-2 signified traffic was "smooth," 2-4 "generally smooth," 4-6 signalled "slight congestion," 6-8 "moderate congestion," and 8-10 "heavy congestion," Li said."Before the New Year, Beijing's congestion index usually stood above 8.2, but it has been 6 since Jan. 1," she said.Li attributed the improvement to the new traffic rules and subway lines.Massive traffic jams have long been a headache for Beijing, a city of 20 million people and 4.8 million vehicles. Last year, an average 2,000 new cars hit the city's streets every day.On Dec. 23, authorities in Beijing announced they will slash new car registrations to ease traffic gridlock. This year, the city will allow only 240,000 vehicles to be registered, about a third of the number of last year.Moreover, Beijing municipal government agencies and public institutions were prohibited from increasing the size of their vehicle fleets over the next five years.Other measures include higher parking fees in the city's central areas, and stricter traffic rules for cars registered outside Beijing.An odd-even license plate number system was introduced to allow cars to be driven every other day in peak hours in some congested areas.Beijing opened five new suburban subway lines on Dec. 30 with a combined length of 108 km, bringing the city's total number of subway lines to 14 and the total length to 336 km.Beijing was building more subway lines, Li said.The number of lines in the city would reach 19 by 2015. Then, their combined length would total 561 km. By 2020, the total subway length would increase to 1,000 km, she said."Developing public transport, especially rapid rail transit, is an important move for Beijing to ease traffic congestion and improve urban functionality," she said.Li Feng, who lives in Daxing, a suburban district in southern Beijing, told Xinhua Wednesday that he had felt the positive changes in Beijing's traffic."I used to drive at a speed of only 20 km per hour when I entered and left the city in the morning and evening rush hours, but now I can drive at 40 km per hour," he said.Yet many people are waiting to see the long-term effect of the measures as Beijing still faces pressure from the huge demand for private cars.The Beijing transport authority on Sunday revealed it had received 215,425 new car license applications, after this month's application period closed late Saturday night.But only a tenth of the applicants will get license plates this month, after a lottery is held on Jan. 26.

CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. BEIJING, Nov. 25 (Xinhua) -- China on Thursday again called on the relevant parties to make joint efforts to safeguard peace and stability of the Korean Peninsula.Foreign Ministry spokesman Hong Lei made the remarks at a regular press briefing.The Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK) exchanged artillery fire Tuesday in waters off the west coast of the Korean Peninsula, leaving four people dead.Hong initially expressed China's stance Wednesday with regard to the exchange of fire between the ROK and the DPRK.On Thursday, Hong again called on parties involved to stay calm and exercise restraint, and urged the ROK and DPRK to engage in dialogue and refrain from similar actions.China has always maintained that the relevant parties resolve disputes through negotiations and by peaceful means and be committed to safeguarding peace and stability in the Korean Peninsula, Hong said.China opposed any acts that harmed the peace and stability of the Korean Peninsula, he went on."It is very urgent and important to restart the six-party talks at the current stage," Hong said, adding China had maintained close contact with all the parties involved, including the United States.He said China hoped parties involved could make concerted efforts to properly handle their concerns through talks and consultation within the framework of the six-party talks, which involved China, the DPRK, the United States, the ROK, Russia and Japan.China would like to make concerted efforts with all parties to help ease tension, seek peace and stability in the Korean Peninsula, Hong said.With respect to the planned joint military drill between the United States and the ROK in waters off the west coast of the Korean Peninsula from Nov.28 to Dec. 1, Hong said China was concerned."China holds a consistent and clear stance on the issue," Hong said without elaborating.

BEIJING, Nov. 20 (Xinhua) -- A senior official of the Communist Party of China (CPC) in charge of culture and publicity has called for innovations in reforming China's culture sector and for greater efforts in promoting the development of related industries.Liu Yunshan, head of the Publicity Department of the CPC Central Committee, made the remarks Friday while addressing a meeting of local publicity officials, according to a statement given to Xinhua on Saturday.Authorities should work for creating a "cultural atmosphere that improves scientific development and promotes social harmony," the official said.He added that efforts should be made to improve people's understanding of the importance and necessity of transforming China's economic growth mode and of the CPC Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015).The Proposal was adopted last month at the Fifth Plenum of the 17th CPC Central Committee.Further, Liu urged authorities to map out a blueprint for the reform and development of China's culture sector, in accordance with that proposal.
