SAN DIEGO (KGTV) — Several changes are being introduced to how Assembly Bill 5 applies to freelance writers and photographers.Assemblywoman Lorena Gonzalez announced the changes Thursday to address feedback from freelance writers and journalists over the effects of AB 5.“Having heard additional feedback from a variety of freelance writers, photographers and journalists, we are making changes to Assembly Bill 5 that accommodate their needs and still provide protections from misclassification,” Assemblywoman Gonzalez said.RELATED: Proposed bill would exempt musicians from AB 5The changes will remove the cap on the number of submissions that a freelancer writer, photographer, or editor can submit to one hiring entity before they must be classified as an employee. Hiring entities must not use a contractor to replace an employee position as well.When contractors provide services, their contract must specify the rate of their pay, when they receive payment, and the individual's intellectual property rights to the work submitted. The changes also say a freelancer can work for more than one hiring entity and cannot primarily perform their work at an entity's location.RELATED: Concerns raised as California's independent contractor law is set to take effectAB 5 was signed into law last year, requiring companies, including tech giants like Uber and Lyft, to classify their independent contractors as employees. SAN DIEGO (KGTV) — San Diego Sheriff's Department says deputies arrested a wanted man on Sunday who was openly carrying a loaded rifle in the East County.Lakeside deputies were called after witnesses reported a man walking around with a loaded M4 rifle around his chest, according to the department. Deputies responded and took the man and his weapon into custody. SDSO said the man was a wanted parolee and that he had a felony warrant stemming from a case involving an assault with a deadly weapon.It is also illegal for a convicted felon to be in possession of a firearm in California, the department added.The parolee's identity was not released. 658

SAN DIEGO (KGTV) - San Diego-based U.S. Border Patrol agents arrested a sex offender and stopped smuggling at sea over the holiday weekend, Customs and Border Patrol officials announced Thursday. Agents spotted a man in East San Diego County about six miles north of the U.S.-Mexico border at 12:30 a.m. on July 6. The 53-year-old Honduran national did not have any documents verifying his residency, officials said. Agents took the unidentified Honduran man to a station for processing. They discovered he had been convicted of sexually assaulting a child and sentenced to prison in New Hampshire in 2008, according to the CBP. The man will be processed for illegal re-entry after removal, officials said. A U.S. Coast Guard cutter made the second significant arrest of the holiday weekend, officials said. The crew intercepted a boat off Point Loma the evening of July 7. Although it appeared to have one person on board, Coast Guard crew members found an additional 12 people suspected of trying to enter the U.S. illegally, officials reported. The group taken into custody included nine men and two women from Mexico, and a Salvadoran man and woman. SAN DIEGO (KGTV) – San Diego State University kicked off its 2020-21 school year Monday with almost all classes online in an attempt to keep students safe and prevent the spread of the coronavirus.While most classes are virtual this fall semester, there are many students who are still living on campus or having to go to school for other matters.Normally, SDSU would have about 7,500 students living on campus. As of the start of this school year, that number is down to 2,600.In addition to the lower number of students living on campus, the university created strict rules for moving in and having guests.The school is trying a positive messaging approach and hoping they can avoid outbreaks similar to what has happened at other colleges in the U.S.ABC 10News learned one SDSU student tested positive for the virus last week and is in self isolation.SDSU fraternities have imposed their own ban on social events this fall, and all recruitment events will be virtual with no in-person interaction.Fall sports have also been postponed due to the pandemic.The university is not testing students who arrive on campus, but testing is available on site.If students test positive or are exposed to COVID-19, SDSU has a detailed isolation and quarantine plan in place.As if having to deal with the pandemic wasn’t enough for SDSU -- students ABC 10News talked to weren't aware of the nationwide Zoom outages Monday, as classes were just beginning, and the school did not immediately responded as to whether the issues affected any of the first day's classes. 1562

SAN DIEGO (KGTV) — San Diego Police spent several hours Sunday trying to talk a man down after he climbed Belmont Park's Giant Dipper roller coaster and refused to come down.Police said officers and San Diego Fire-Rescue personnel were called just before 1:30 p.m. to reports of an 18-year-old male who had climbed the amusement park's fence and up to the top of the coaster. SDPD's Psychiatric Emergency Response Team spent several hours trying to talk the man down.The man came down from the roller coaster around 7:45 p.m., before grabbing a tarp and making his way back up. Shortly after 8:30 p.m., he crossed over to a nearby roof.
