WASHINGTON, April 13 (Xinhua) -- Chinese President Hu Jintao on Tuesday called for concerted action by all countries to enhance nuclear security while stressing the need to properly address the challenge."The potential threat of nuclear terrorism cannot be neglected and the risk of nuclear material diversion and illicit trafficking is on the rise," Hu said in a speech delivered at the Nuclear Security Summit here.In the speech, Hu put forward five proposals on ways to strengthen nuclear security.First, the Chinese president said, all countries need to honor their commitments and responsibilities by adopting effective measures to secure nuclear materials and facilities.Chinese President Hu Jintao attends the first plenary session of the Nuclear Security Summit at the Washington Convention Center in Washington, April 13, 2010.Second, Hu said, they should consolidate the existing international legal framework on nuclear security, which consists of the Convention on the Physical Protection of Nuclear Material and International Convention for the Suppression of Acts of Nuclear Terrorism.Hu's third proposal is to strengthen international cooperation by sharing experience, exchanging information and cooperating on law enforcement.Fourth, he said, there is a need to help developing countries enhance their nuclear security capacity. Therefore he called for the International Atomic Energy Agency (IAEA) and the developed countries to offer greater assistance to developing countries in that respect.Finally, the president said that all countries should properly handle the relationship between nuclear security and the peaceful use of nuclear energy.

BEIJING, May 27 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local governments and builders to ensure quake survivors in northwestern province of Qinghai have warm places to stay this winter."It's a priority for the government to build more permanent houses so quake survivors can move in before winter," Hui said at a State Council, or Cabinet, meeting in Beijing on Thursday, according to a statement released after the meeting.At the same time the government must start preparing enough tents, fuels and stoves for winter heating for those living in temporary shelters as soon as possible, he said.Winter temperatures in high-altitude Yushu region, where a 7.1-magnitude quake on April 14 killed about 2,200 people, could drop to 20 degrees below zero.Hui also urged efforts to provide enough food, improve medical services,and attend to the needs of vulnerable groups like orphans in the quake zone.The reconstruction in the quake zone would be mainly funded by the central government. Hui urged builders, mainly from other parts of China to aid Qinghai's reconstruction efforts, to carefully carry out rebuilding projects with high efficiency and quality.

Under no circumstances will China change its opening-up policy," said Yi Xiaozhun, China's vice minister of commerce.Addressing a WTO session reviewing China's trade policies in the past two years, Yi said his country was still going through a period of rapid industrialization and urbanization, a process that "will unleash enormous demand for investment and consumption.""It is predicted that China's total imports will exceed 7 trillion U.S. dollars in the next five years," Yi told delegates from the world trade body's 153 members.According to the official, many uncertainties still exist in the global economy, with major developed countries still in slow recovery and the international money and bond markets haunted by potential crisis.In the meanwhile, China, which suffered severe impacts by both natural disasters and the global economic crisis, still faces a big challenge in creating jobs at home."China still has 150 million people living in poverty. HANGZHOU, March 28 (Xinhua) -- China's Ministry of Water Resources (MWR) said Sunday the country will step up water conservation infrastructure construction to better cope with natural disasters.The central government has allocated over 80 billion yuan (11.7 billion U.S. dollars) this year for water conservation projects. Total investment in the sector is expected to hit 200 billion yuan, MWR vice minister Jiao Yong said at a work conference Sunday in Hangzhou, capital city of the eastern Zhejiang Province.Jiao said water conservation facilities in China would be expanded while insuring the quality of the projects.Meanwhile, repair and maintenance work on reservoirs in poor condition will be boosted this year, said Sun Jichang, a senior MRW official.China needed to reinforce a total of 6,240 faulty reservoirs in the three years to 2010. So far, only 2,000 of them have been reinforced as insufficient local funding or possible misuse of funds has delayed the work, Sun said.Local water authorities will be rushed as the Ministry is requiring all reservoir repair work be finished by the end of the year.
