SAN DIEGO (CNS) - With regional intensive-care unit capacity still officially considered to be zero, Gov. Gavin Newsom said Monday the regional stay-at-home order imposed by the state for the entirety of Southern California will almost assuredly be extended beyond next week's expiration date."We are likely, I think it's pretty self-evident, going to need to extend those regional dates," Newsom said. "... Based upon all the data and based upon all these trend lines, it is very likely based on those current trends that we'll need to extend that stay at home order, (which) you recall was a three-week order when we announced it."The regional stay-at-home order for the 11-county Southern California region took effect at 11:59 p.m. Dec. 6, and was originally set to end on Dec. 28. Newsom did not give an indication of exactly when a decision on extending the order will be made, or much long the order will remain in place.The Southern California region covers Los Angeles, Orange, Riverside, San Diego, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties. Most broadly, the order bars gatherings of people from different households.Under the order, the following businesses/recreational facilities were forced to close:-- indoor recreational facilities-- hair salons and barbershops-- personal care services-- museums, zoos, and aquariums-- movie theaters-- wineries-- bars, breweries and distilleries-- family entertainment centers-- cardrooms and satellite wagering-- limited services-- live audience sports-- amusement parksSchools with waivers can remain open, along with "critical infrastructure" and retail stores, which will be limited to 20% of capacity. Restaurants are restricted to takeout and delivery service only. Hotels are allowed to open "for critical infrastructure support only," while churches would be restricted to outdoor only services. Entertainment production -- including professional sports -- would be allowed to continue without live audiences.Four of the five regions carved out by the state are under stay-at-home orders, covering 98% of the state's population. Only far northern California is not under a stay-at-home order.The order was triggered in each area when the region's ICU bed availability dropped below 15%. As of Monday, the Southern California and San Joaquin Valley regions both had an official ICU bed availability of 0%. That percentage does not mean that there aren't any ICU beds available, since the state adjusts the number based on the ratio of COVID-19 patients being housed in the units. 2594

SAN DIEGO (CNS) - Two additional suspects were arrested today in connection with a shooting that left a 20-year old man mortally wounded in a Bay Terraces-area neighborhood 16 months ago.Ethan Leland Apan, 28, and Kevin Herrera, 26, were jailed this afternoon on suspicion of taking part in the slaying of Joaquin Ruiz of San Diego, according to police.Another suspect, 26-year-old John Orozco, was taken into custody last Wednesday on suspicion of murder in the case, Lt. Andra Brown said Shortly after midnight on July 13, 2019, patrol officers responding to a report of a possible traffic accident found Ruiz unconscious and suffering from a gunshot wound to his upper body in a vehicle alongside the roadway in the 7000 block of Paradise Valley Road.Paramedics took the victim to a hospital, where he was pronounced dead. Police have not disclosed what led investigators to identify Apan, Herrera and Orozco as suspects in the case and have revealed no suspected motive for the slaying.``The District Attorney's Office is currently reviewing this case, which is still an ongoing investigation,'' Brown said. ``We will not be making any further comments or providing additional information at this time.'' 1216

SAN DIEGO (KGTV) - A big rig blew a tire and veered across all lanes of southbound Interstate 15 at Carmel Mountain Road Thursday afternoon, leading to a Sig Alert on the freeway. The flatbed truck lost its front left tire about 2:20 p.m., the California Highway Patrol reported. The driver lost control and hit two cars before crashing into the center divider. One of the cars hit an SUV, and was knocked over the freeway rail into the HOV lanes.The CHP reported debris on the freeway from the crash, including fuel leaking from the truck. One injured person was taken to Palomar Medical Center, City of San Diego officials reported. Another driver had minor injuries.Check 10News traffic conditions The far left lane of I-15 and the right lane of the HOV section reopened at 5:45 p.m., according to the CHP. SAN DIEGO (KGTV) -- A 25-year-old was arrested Wednesday following an officer-involved shooting sparked by a chase late Saturday night. According to police, Alfonso Flores, 25, was arrested and charged with two counts of assault with a deadly weapon on a police officer, one count of evading and one count of possession of a stolen vehicle. Officers tried to pull over a Ford F-150 that was reported stolen around 10:30 p.m. Saturday on the 1900 block of Dairy Mart Road.Police say the driver didn’t stop, instead driving into a cul-de-sac, making a u-turn and driving toward officers.RELATED: Chase leads to officer-involved shooting in Imperial Beach“Believing his partner was going to be run over, one officer fired his service weapon to defend the other officer,” police said in a news release.At some point during the pursuit, police say Flores threw a handgun out of the truck.RELATED: One shot, killed at Linda Vista recreation centerThe suspect eventually stopped on the 1200 block of Holly Avenue in Imperial Beach and ran away from the scene with a female passenger.Police say the officer who fired at the suspect is a three-year veteran of the department. SAN DIEGO (KGTV) – A former San Diego County Sheriff’s Captain pleaded guilty in federal court on Tuesday to illegally trafficking firearms.In a gray suit and a mask, Marco Garmo made his way into the downtown courthouse. ABC10 News’ cameras were not allowed in the courtroom, where Garmo stood before the judge and pleaded guilty to one count of engaging in dealing firearms without a license.The case stems from last year's bombshell allegations that five defendants including Garmo, prominent jeweler Leo Hamel, and former Sheriff's Lieutenant Fred Magana were involved in a massive gun running operation.ABC10 News was there as agents raided Leo Hamel's Fine Jewelers in Old Town.Hamel and Magana were charged with working with Garmo to re-sell guns and falsify records. Both have since pleaded guilty.The U.S. Attorney’s Office said Tuesday that the cases for the other two defendants are still pending.According to prosecutors, Garmo used his position to buy and re-sell guns that are intended only for law enforcement, not the general public, so-called off roster guns. Over six years, investigators say he sold more than 100 firearms for cash or to collect favors from those who might support him in a future run for San Diego Sheriff.Garmo faces a maximum sentence of five years in prison, a fine of 0,000 and supervised release for up to three years. His sentencing hearing is scheduled for December 9th. 1425
