SAN DIEGO (KGTV) — Included in the new defense budget bill just passed by Congress is what some call the most sweeping military housing reforms in decades. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. Residents say they have been plagued by mold, which has caused illness, as well as rodent and insect infestations, and shoddy maintenance and repairs.RELATED: .7 million awarded to Housing Commission to house military veterans"Lincoln Military Housing doesn't do a very good job of maintaining the infrastructure of these homes," says resident Erika Bradley.Bradley says the recent storms have led to more problems with leaks and mold. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. While the military and Congress can use the failure to agree to the processes as grounds to decide not to renew the contract with a company, most of the housing companies have long-term deals in place. That means it's possible that it could be nearly 30 years before some of them would be forced to consider making changes."It's kind of something that looks really good on paper," Bradley says, "but how does it actually help us in our day to day lives?"10News asked if Lincoln plans to agree to the new procedures. A spokesperson responded that the company is reviewing the provisions passed by Congress. SAN DIEGO (KGTV) - Monday activist groups rallied at events throughout the day with the same message, more needs to be done to stop police brutality."My son was not killed he was murdered," Richard Abuka's son, Alfred Olango, was shot and killed by police in El Cajon back in 2016.Monday morning he stood on the steps of the Hall of Justice with other activists dredging up tragedy, compelling people to hear their message that new policies to hold police accountable need to be put in place. They held a banner with the names of those lost at the hands of law enforcement throughout the county."I've been pulled over numerous times, ripped out of my car, my car searched just because I'm driving with tattoos," a former convict by the nickname "Flaco" said at the Teach-In event held at San Diego City College.The events all supporting the National Day of Actions to Stop Police Brutality."We don't need cops," panelists spoke on ways to find a solution."I do work with the police and the DAs department in training their officers, and I help run a restorative justice program that's city wide and I'm expanding it to county wide," Aeiramique Blake said. SAN DIEGO (KGTV) - Life is changing on Marine Corps Air Station Miramar, as dozens go into precautionary quarantine after exposure to COVID-19.The protocols you see around San Diego County are in effect on base, bringing the Health Protection Condition on base up to Level Bravo, according to Public Information Officer Capt. Matthew Gregory.The spectrum ranges from Alpha to Delta.RELATED: Third MCAS Miramar Marine tests positive for coronavirusThat means changes to daily life, starting at the gate."Our gate guards are now under a no touch ID policy, so the driver will keep hold of their ID. They'll get looked at by the MPs [Military Police] and wave them through," Capt. Gregory said.Restaurants on base are carry-out only. The chapel, tax center and gym are closed. I cannot remember in my lifetime anything that has happened on this scale," Capt. Gregory said.No tight formations, like you would see at Color Guard practice, or group meetings are allowed to comply with social distancing protocol.The base learned key practices from the CDC and Health and Human Services during the waves of Americans quarantined on base after returning from China, or a cruise. Gregory said.As of Wednesday they have about 45 Marines in the building. Three tested positive for COVID-19.
