BEIJING, Oct. 1 (Xinhua) -- A Chinese Foreign Ministry spokesman on Friday called for concerted efforts from Japan to maintain relations between the two countries.Foreign Ministry spokesman Ma Zhaoxu made the remarks following Japanese Prime Minister Naoto Kan's policy speech Friday, in which he reiterated Japan's territorial claim over the Diaoyu Islands.Ma said the Diaoyu islands and its adjacent islets have been Chinese territory since ancient times.Japan illegally detained Chinese fishermen and seized ship in waters off the Diaoyu Islands and insisted on performing a so-called domestic judicial procedure. Such moves were "absurd, illegal and invalid," Ma said.As a neighbor of Japan, China has always attached importance to developing bilateral ties with Japan, Ma said."I hope Japan will work with China to jointly maintain relations between the two countries," Ma said.In the speech at the opening of an extraordinary Diet session on Friday, Naoto Kan also said amicable ties between Japan and China were vital not only for the two nations but also for the peace and stability in the Asia-Pacific region.

BEIJING, Oct. 18 (Xinhua) -- U.S. probe into Chinese clean energy policies, dubbed Section 301, will harm the United States itself by revealing more of its own subsidies to new energy businesses, Zhang Guobao, head of the National Energy Bureau, said Sunday evening.The U.S. Trade Representative's office started the investigation on Oct. 15 in response to the United Steelworkers Union's complaint on Sept. 9 that China's support for its renewable energy industries gave Chinese producers unfair edges over competitors."Chinese subsidies to new energies companies are very small, but the United States had subsidized the new energy enterprises with 4.6 billion U.S. dollars in cash in the first nine months of 2010, including 3 billion U.S. dollars to wind power enterprises," Zhang said.Zhang rejected charges that China's wind power bid prefers Chinese enterprises and has discriminated against foreign companies."China has no discriminatory items on new energy equipment producers," Zhang said.Many foreign wind power equipment producers participated in bidding in China and some won biddings from 2003 to 2005, Zhang said.But chances for them to win have been dropping as they offer prices much higher than the Chinese companies, Zhang said."In contrast to China's open attitude, the United States issued a bill in 2009 to subsidize renewable energies, energy efficiency and smart power grid sectors. Among the subsidies, 25.2 billion U.S. dollars went to the renewable energy sectors," Zhang said.The subsidized U.S. solar power sectors are required to use domestically made equipment in the six-month rule starting Aug. 16 in 2010, Zhang said."How much on earth has China exported new energy products to the United States?" Zhang asked."We have only exported three wind turbines to the United States, or less than 10,000 kw (of generating capacity). The U.S. General Electric Company, however, exported 80,000 kw of wind turbines to China in 2005 and the figure increased to about 340,000 kw in 2009," Zhang said, adding that its total wind turbine exports to China topped 1.13 million kw in the past five years."China's wind power (equipment) market stood at 85 billion yuan in 2009, about 21 percent of which was imported from overseas," Zhang said, adding that it showed China's wind power provided large opportunities for foreign producers to send exports to China.China and the United States should carry out dialogues in new energy sectors, Zhang said.The United States had proposed to communicate through video meetings on Oct. 12 with China on new energy products, but it also had been postponing the dialogue before declaring the probe on Oct. 15."I was very much astonished at it, wondering what the United States wants. BEIJING, Aug. 27 (Xinhua) -- The United States has repeatedly blocked investment from Chinese companies on national security grounds, a protectionist move that will only harm its own interests, analysts say.Eight U.S. congressmen recently asked the Obama administration to scrutinize a deal between Chinese telecom equipment giant Huawei and the American operator Sprint Nextel on national security grounds.It was not the first time Huawei's attempts to break into the U.S. market have been stymied. Earlier its buyout attempt of 3Com was summarily dismissed by the U.S. government.Citing national security concerns again, a bipartisan group of 50 lawmakers in July requested that the government investigate an investment project of China's Anshan Iron and Steel Group (Ansteel), China's fourth largest steelmaker, which plans to establish a joint rebar venture with a U.S. partner in Mississippi."It is inappropriate for some U.S. lawmakers to label regular business behavior as a move that threatens national security," Yao Jian, a spokesman for the Ministry of Commerce, recently said about Ansteel's investment plan."I hope the United States can create a better investment environment for Chinese enterprises," he said.Chinese analysts said the actions were sheer protectionism, adding that national security concerns is only a lame excuse by U.S. authorities, whose true intention is to protect the interests of domestic enterprises and industries.Moreover, standing up to China's allegedly unfair trade practices can easily earn the congressmen much needed political chips in the upcoming mid-term election in November, the analysts said.The setback that Huawei and Ansteel suffered is only the tip of the iceberg. THATTA, Pakistan, Aug. 29 (Xinhua) -- Pakistani Interior Minister Rehman Malik on Sunday visited a mobile hospital set up by a Chinese search and rescue team in south Pakistan's Thatta, commending China's relief efforts for flood victims.The 55-member Chinese rescue team have set up tents and a mobile hospital at Thatta police headquarters late Saturday to provide medical services to the flood victims after they arrived at the district, about 100 km northeast of Karachi, Sindh Province.Thatta is now the worst flood-hit district where hundreds of thousands of people have been affected. China is the first foreign country to have sent a relief team to this region."They are working for humanity of the people who are suffering water-borne diseases...That is what we require now," Malik told Xinhua with reference to the team members who are mostly experienced doctors and nurses."They have very good medical facilities and good doctors.
