(KGTV) — A Northern California judge has ruled against Gov. Gavin Newsom, saying he overstepped his authority when requiring all California registered voters receive a mail-in ballot for the 2020 election.Sutter County Judge Sarah Heckman said Friday that Gov. Newsom did not have the authority to amend or change the state's law through an executive order, which mandated all registered voters get a mail-in ballot and allowed counties to reduce the number of polling locations if in-person voting is offered ahead of Nov. 3, according to court documents.The ruling doesn't affect the results of the 2020 election.Newsom's executive order was made as part of the California Emergency Services Act, or CESA. The act gives the governor special powers during a public emergency.The ruling stemmed from a lawsuit by Assembly members James Gallagher (R-Yuba City) and Kevin Kiley (R-Rocklin), who claimed Newsom didn't have the authority to make the order. California's legislature later passed a similar law to the order.Kiley posted the judge's ruling online, in which the judge wrote, "Executive Order N-67-20 issued by the Governor on June 3, 2020 is void as an unconstitutional exercise of legislative power and shall be of no further force or effect. The California Emergency Services Act (CA Government Code §8550 et seq.) does not authorize or empower the Governor of the State of California to amend statutory law or make new statutory law, which is exclusively legislative function not delegated to the Governor under the CESA."The judge's ruling also put an injunction in place against Newsom, prohibiting him from changing any laws under CESA, according to the documents. 1687

Gavin Newsom signed landmark legislation allowing student athletes to get paid for their name, image and likeness.In approving the legislation, the governor noted multi-million dollar television deals and highly paid administrators, but no payment for athletes."Colleges reap billions from these student athletes' sacrifices and success but, in the same breath, block them from earning a single dollar," Newsom said in a statement. "That’s a bankrupt model – one that puts institutions ahead of the students they are supposed to serve. It needs to be disrupted.”NCAA rules render student athletes ineligible if they sign with an agent or take endorsement money. The organization said in a statement that changes are needed, but it should not be a state-by-state approach. "As more states consider their own specific legislation related to this topic, it is clear that a patchwork of different laws from different states will make unattainable the goal of providing a fair and level playing field for 1,100 campuses and nearly half a million student-athletes nationwide," the NCAA said. (KGTV and AP) -- A Coronado parachutist jumped out of a plane over Normandy Wednesday, just as soldiers did 75 years ago, according to the Associated Press. The parachutists were honoring the airborne soldiers who jumped into gunfire ahead of the June 6 1944 seaborne invasion. 97-year-old D-Day veteran Tom Rice was among the paratroopers who leapt out of planes that day. According to the Associated Press, Rice jumped in tandem Wednesday into roughly the same area he landed on D-Day. “It went perfect, perfect jump,” Rice said following the jump. “I feel great. I’d go up and do it again.”On D-Day, Rice jumped with the 101st Airborne Division, landing safely despite catching himself on the exit and a bullet hitting his parachute. Rice flew down Wednesday with the stars and stripes flag beneath him, landing with loud applause. Other parachutists jumped with World War II souvenirs, some of which were worn by their grandfathers into battle. Rice said following the jump that he feels he represents a whole generation. (KGTV) - Caltrans announced freeway closures on I-5, I-15 and SR-163 to do road work this month.SR-163State Route 163 will have closures in Mission Valley starting Monday night. Residents and businesses may hear jackhammering and truck back-up alarms.All lanes of north 163 will be closed between I-8 and Genessee Avenue Monday, Tuesday and possibly Wednesday nights 11:30 p.m. to 5 a.m.The Genessee on-ramp to north 163 will remain open. Other drivers will be detoured to I-8 and I-805. INTERSTATE 15I-15 will be closed at SR-76 in Escondido during daytime hours Tuesday. The north I-15 connector will be shut down from 9 a.m. to 2:30 p.m. for road maintenance.Signs will be posted directing motorists on northbound I-15 to exit at Mission Road/Old 395, then turn left to southbound I-15 to access SR-76. INTERSTATE 5Starting Sunday night and going until May 30, construction crews will close either northbound or southbound lanes of I-5 overnight to begin construction of the Mid-Coast Trolley.Drivers will see heavy equipment and machinery on the freeway, and residents can expect to hear loud construction noise during the closures.The project will start with a large support column for the trolley bridge in the freeway center divider.The trolley is being built to extend the Blue Line eleven miles north from the Old Town Transit Center to University City, running through Mission Bay Park, the VA Medical Center, UC San Diego and Westfield University Town Center Mall.The Mid-Coast Trolley is expected to start running in fall 2021.Closure Details:Northbound I-5 will be closed from State Route 52 to La Jolla Village Drive: 1664

(KGTV) - A U.S. Navy fighter jet crashed Wednesday morning near Naval Weapons Station China Lake in Central California, military officials said. The single-seat F/A-18E Super Hornet went down about 10 a.m. in Inyo County, Navy officials posted on Twitter. The jet, based at Naval Air Station Lemoore, was on a routine training flight. The cause of the crash is unknown.Death Valley National Park's public information officer Patrick Taylor said he received a call from the Panamint Springs Resort in Darwin of a military plane crash on the west side of Death Valley, near Father Crowley Overlook. The area is also known as "Star Wars Canyon" because the manuevers jets perform are similar to those in the film's battle scenes."We saw the smoke from it," an employee of the resort told 10News.There was no immediate word on the status of the pilot. Two aircraft were flying at the time, but the other pilot likely did not see the crash.Seven park visitors received minor injuries as a result of the crash.A search-and-rescue helicopter was sent to the scene, CNN reported. NWS China Lake and Inyo County sent officers to the area to guard the crash site, Taylor said. Temperatures at the crash site were in the low 100s Wednesday.The jet was part of VFA-151, a squadron belonging to Carrier Air Wing 9 and attached to USS John C.
