BEIJING, March 2 (Xinhua) -- China on Tuesday urged the United States to work to push bilateral ties back to normal track as two senior U.S. diplomats came to Beijing with hope to ease tensions between the two countries.U.S. Deputy Secretary of State James Steinberg and National Security Council Senior Director for Asian Affairs Jeffrey Bader began their visit in Beijing from Tuesday to Thursday before going to Japan.China's foreign ministry has so far given few details about the visit. The U.S. embassy in China has no plan to hold a press conference as usual."We will have a press release as soon as we get further information about the detailed arrangements," Chinese Foreign Ministry spokesman Qin Gang said, declining to disclose whom the two U.S. diplomats will meet.But Qin repeated at the regular news briefing that the responsibility of the setback of the Sino-U.S. relations lay with the U.S. administration."We urge the U.S. side to earnestly observe the principles laid down in the three Sino-U.S. joint communiques and their joint statement, respect China's core interests and properly handle sensitive issues, and work with the Chinese side to push relations back on a healthy and normal track," Qin said.The United States angered China with its decision to sell arms to Taiwan and President Barack Obama's meeting with the ** Lama regardless of China's objections. China has repeated that the U.S. move would severely harm its core interests.Steinberg's trip was widely seen as a U.S. effort to mend ties with China at a time when they need to cooperate on a range of global issues, including the economic downturn, climate change and trade liberalization.U.S. State Department spokesman Philip Crowley said Monday that the two sides would discuss "bilateral, regional and global issues" during the visit, which would be "an opportunity to refocus on the future."Steinberg and Bader are expected to talk about the Iran nuclear issue as Western powers are weighing sanctions against Iran over its nuclear program.But Qin said there is still room for diplomatic efforts and the parties should work to maintain and promote the process of dialogue and negotiations for a proper resolution of the Iran nuclear issue.Also on Tuesday, a senior Chinese official said Sino-U.S. relations were experiencing a "spring chill" at the beginning of 2010 and suggested more cooperation and "less containment" in bilateral ties.

NICOSIA, Jan. 30 (Xinhua) -- Chinese Foreign Minister Yang Jiechi expressed his solemn position on the U.S. arms sales to Taiwan here Saturday, urging the U.S. to stop selling weapons to the Chinese province.Yang, who is paying an official visit to Cyprus, said in disregard of strong opposition and repeated protest from China, the U.S. administration flagrantly announced its plan to sell the weapons to Taiwan worth about 6.4 billion dollars.Such a move is gravely against the three joint communiques between China and the United States, especially the "Aug. 17" communique, Yang said, adding that it constitutes crude interference in China's internal affairs, and harms China's national security and peaceful reunification efforts.China firmly opposes such a move which runs counter to the U.S. commitment to support the peaceful growth of the cross-Strait relations, he said.The Chinese foreign minister urged the U.S. side to adopt a serious attitude towards the Chinese position, earnestly respect China's core interests and major concerns, revoke immediately the erroneous decision on the arms sales to Taiwan and stop selling weapons so as not to undermine the China-U.S. relations.Yang Jiechi said China has repeatedly stated its position on the U.S. arms sales to Taiwan. During a recent meeting in London between the foreign ministers of the two countries, the Chinese side again made clear its solemn stand on the issue, urging the U.S. side to fully recognize the gravity of the issue and stop selling weapons to Taiwan, he added.The Obama administration Friday notified the U.S. Congress of the plan to sell the weapons to Taiwan. The arms sales would include 114 Patriot (PAC-3) anti-missile systems, 60 UH-60M Black Hawk helicopters, 12 Harpoon Block II Telemetry missiles, 2 Osprey Class mine hunting ships and a command and control enhancement system, according to a Pentagon website.

BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC. BEIJING, Jan. 31 (Xinhua) -- China's large textile businesses took in 133.15 billion yuan (19.57 billion U.S. dollars) in profits in the first 11 months of last year, according to figures released by the China Textile Industry Association.The profits were up by 25.39 percent year on year, 36.40 percentage points more than that in the Jan.-Feb. period.The industry posted a total production value of 3.43 trillion yuan and 3.35 trillion yuan in sales value, each up by 9.71 percent and 9.82 percent as all major products saw production rise.The industry also witnessed a slow recovery in export. In the 11 months, garment export fell by 11.02 percent to 154.1 billion U.S. dollars, but the drop narrowed by 0.19 percentage points compared to the first 10 months.By contrast, domestic sale accounted for 79.89 percent in the total sales, up by 3.15 percent.
