SAN DIEGO (CNS) - Police Sunday identified a 24-year-old man who was fatally wounded in a shooting in Emerald Hills on Wednesday.The victim was identified as Gai Wal, who died of his wounds in the early morning on Friday, according to Lt. Matt Dobbs of the San Diego Police Department.At 5:51 p.m. Wednesday, police received a ShotSpotter activation in the area of 6100 Imperial Ave. It was soon followed by a second ShotSpotter activation near 6300 Imperial Ave. The SpotShotter is a device used by police to locate and alert whenever it detects the sound of gunshots.When patrol officers arrived on the scene, they found a man down in the parking lot of a business with an apparent gunshot wound to his upper body, Dobbs said.The officers rendered aid to the man, who was transported to a local hospital in critical condition, the lieutenant said. SAN DIEGO (CNS) - The body of a 14-year-old boy was found near railroad tracks by a maintenance crew in the Bay Ho neighborhood, sheriff's officials said.At about 2:50 a.m. Saturday, the crew discovered someone who appeared to be struck by a train in the area of 6000 Santa Fe St., according to Lt. Thomas Seiver of the San Diego County Sheriff's Department homicide unit.After an investigation at the scene by the sheriff's Railroad Enforcement Team, the homicide unit took over the case, Seiver said.The boy has been identified and his next of kin notified, but his name is being withheld because it may jeopardize the investigation, the lieutenant said.The county Medical Examiner's Office will perform an autopsy to determine the cause and manner of the boy's death, Seiver said.Anyone with information about the incident is asked to call the sheriff's homicide unit at 858-285-6330 or Crime Stoppers at 888-580-8477. 929
SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 3-2 Wednesday in favor of a land annexation agreement for a housing development to be built in an unincorporated area near the city of San Marcos.Representatives San Marcos Highlands told the board that they have worked with numerous federal and state agencies, including the California Department of Fish & Wildlife, and received approval from them.Supervisors Greg Cox, Jim Desmond and Kristin Gaspar voted in favor of the agreement, while Nathan Fletcher and Board Chairwoman Dianne Jacob were opposed.The San Marcos Highlands project calls for 187 single-family homes, one public park, two private parks and 210 acres of open space on the northern end of Las Posas Road stretching north to Buena Creek Road. According to the county, 152.2 acres are in the unincorporated areas of the North County Metropolitan Subregional Plan.According to the county, the annexation agreement "would not cause changes in the San Marcos Highlands project or in the circumstances under which the project is undertaken that involve significant new environmental impacts."One Vista resident asked the board to vote no on the agreement, arguing the development is not a good fit for the area.Desmond said the board was "not here to debate the merits of the project," as it already has formal approval and went through several modifications. He added that San Marcos Highlands will feature an emergency fire evacuation road.Cox said the development has a long-term management plan, open space agreement and easement."I don't see that we need to put any additional roadblocks in front of their project," he said.Jacob said that while she appreciates all the work the developer did on San Marcos Highlands, she couldn't support it."I have a long history (of) opposing projects that take property in the unincorporated area and increase density," she said.Jacob added that the board had previously down-zoned the property where San Marcos Highlands will be built, telling her colleagues that approving the annexation agreement is ignoring that past decision. 2115
SAN DIEGO (CNS) - Sales of previously owned single-family homes and attached properties like condominiums and townhomes both fell by roughly 25 percent in September compared to August, according to data released Tuesday by the Greater San Diego Association of Realtors.Single-family home sales decreased from 2,039 in August to 1,536 in September, a 24.7 percent decline. Condo and townhome sales fell from 1,056 to 792, a 25 percent decrease.Year-over-year sales figures were also down, with single-family home sales falling 21.6 percent from 1,958 in September 2017 to 1,536 last month, and attached property sales down 22.7 percent from 1,024 to 792 listings sold.In total, previously-owned home sales in 2018 are down 9 percent compared to the first nine months of 2017."I'm hopeful that residential sales will continue along a mostly positive line for the rest of the year," said GSDAR President Steve Fraioli. "But it's possible that rising prices and interest rates may factor into many home purchase decisions."Monthly median prices for single-family homes fell slightly, from 5,000 to 0,000 between August and September, while attached property prices rose 1.8 percent from 5,000 to 2,500.Year-over-year prices for both single-family homes and attached properties rose nearly 7 percent. SAN DIEGO (CNS) - San Diego City Councilman Chris Cate will unveil 190 new parking spaces in the congested Convoy District in Kearny Mesa Tuesday before the City Council reviews that neighborhood's community plan."If you've been to the Convoy District, you know that finding a parking space can be extremely challenging," Cate said."My office has unwaveringly supported the small businesses in this hub for Asian cuisine and culture. To ensure this community project came to fruition, we spent countless days working side-by-side with business owners to ensure they were included in this process. Angled parking is the tip of the iceberg for the entire Kearny Mesa Community Plan process."Kearny Mesa was founded in 1937. Over the past eight decades, the commercially and industrially dense neighborhood has transformed into an iconic San Diego community, featuring the Convoy District, which recently formed a "Pan Asian Cultural District."Cate, in June of 2016, began the process of implementing angled parking in the Convoy District at the community's request. Two years later during his State of the District address, he announced the installation of 200 angled parking spaces would immediately begin.A total of 190 angled parking spaces have been added in the neighborhood, including 45 on Dagget Street, 80 on Vickers Street and 65 on Opportunity Road.The existing community plan for Kearny Mesa has not been updated since 1992. For the past two years, the San Diego's Planning Department has led the Kearny Mesa Community Plan update to determine how Kearny Mesa will develop in the future.
