LONDON, Feb. 1 (Xinhua) -- Visiting Chinese Premier Wen Jiabao on Sunday warned against protectionism in face of lingering global financial crisis.     Speaking at a meeting with former British Prime Minister Tony Blair, Wen said as international financial crisis is spreading, his visit to London was to send a message of confidence for Britain and China to join hands in overcoming current difficulties. He noted that the two sides should further explore the potential for cooperation, and guard against trade protectionism, in particular.     The premier, who arrived in London on Saturday for a three-day official visit, welcomed British businesses to invest in China, while expressing wishes for Britain to increase exports of goods, technology and equipment to China.     On the upcoming G20 summit in April, Wen pledged that China would work together with Britain towards an active achievement.     Blair said the international community highly values China's role and views in dealing with the current financial crisis. Wen's speech at the annual meeting of the World Economic Forum in Davos has sent a message of confidence in strengthening cooperation and overcoming difficulties.     The former British prime minister noted that Britain supports free trade, and is opposed to protectionism in trade. Businesses in the country also wish to further their ties with China. He will also deliver a speech at the University of Cambridge.     On Saturday, Wen met with Stephen Perry, chairman of 48 Group Club, and the representatives of "Young Icebreakers."     His trip is a return visit for British Prime Minister Gordon Brown's China tour early last year, as a regular high-level meeting mechanism set between the two countries.     Britain is the last leg of Wen's week-long European tour, which began Tuesday and has already taken him to Switzerland, Germany, the European Union (EU) headquarters in Brussels and Spain.

BEIJING, Nov. 20 (Xinhua) -- China has been studying a fuel tax reform to replace the current road tolls imposed upon vehicles, the National Development and Reform Commission (NDRC), the country's top economic planner, announced here on Thursday.     The announcement came after media reports said on Wednesday that the government was likely to impose the fuel tax as early as next month.     The NDRC together with the Ministry of Finance and the Ministry of Transport has jointly held discussions on related issues including abolishing road and waterway maintenance fees, lowering refined oil prices and improving the fuel pricing system.     The planner didn't specify when to launch the long-awaited reform.     The introduction of a fuel tax in China was first proposed in 1994 but has been delayed amid concerns that it would impose too great a burden on those who consumed more oil.     The government has instead collected road maintenance fees from automobile users regardless of how much gasoline or diesel oil they use.     Analysts said the on-going oil price drop presented a good opportunity for China to resume its fuel tax reform.     World crude oil prices fell to the current 53.62 U.S. dollars, down more than 60 percent from the peak price of 147 U.S. dollars in mid-July.

BEIJING, Dec. 28 (Xinhua) -- China had "unprecedented dynamic interaction" with the rest of the world in 2008, receiving some 180 heads of state or government, Foreign Minister Yang Jiechi said here Sunday.     Yang made the remarks when addressing a new year reception in the Diaoyutai State Guesthouse. State Councilor Dai Bingguo and more than 400 foreign diplomats and Chinese officials were also present.     Yang said the cooperation between China and the rest of the world was further consolidated and enhanced amid the natural disasters, Beijing Olympics as well as the international financial turmoil.     The year 2008 marks the 30th anniversary of China's reform and opening-up. BEIJING, Oct. 19 (Xinhua) -- China's premium revenue is expected to hit one trillion yuan (146.3 billion U.S. dollars) this year due to strengthened promotion and increasing demand, said a senior official here on Sunday.     The premium revenue grew at an annual rate of 30 percent from 460 million yuan in 1980, when insurance business began to enter into full swing in China, to hit 703.58 billion yuan in 2007, said vice chairman of the China Insurance Regulatory Commission (CIRC) Zhou Yanli at the opening ceremony of an insurance exhibition.     The revenue in the first eight months this year rose 52.24 percent year on year to 713.40 billion yuan which exceeded the total of last year, he said.     The revenue for the whole year is likely to break one trillion yuan at the current pace, he predicted.     The development of China's insurance business had been halted for 20 years after the founding of the new China in 1949. After the opening up and reform initiated in 1979, the sector was on the way to the right track and entered into full swing.     The value of the industry assets totaled more than three trillion yuan, which is owned by more than 110 insurers, according to Zhou.     Despite of the progress, insiders noted the revenue growth is poised to slow down in the fourth quarter of 2008 and the first half of 2009 as insurers are expected to retain dividends to protect its profit margin which was hurt by stock investment returns slumps. That is likely to discourage the future premium growth.     China Life, the nation's largest life insurer, saw premium jump52.9 percent from a year ago to 23.44 billion yuan in September, much slower than the 93.7 percent growth in August. The combined revenue in the first nine months totaled 248.6 billion yuan, up 56.7 percent year on year, comparing with the 57.14 percent growth in August.

Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), holds the First plenary session of the sixth session of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, China, on Dec. 22, 2008.     BEIJING, Dec. 22 (Xinhua) -- China announced plans Monday to establish a social security number system for the welfare of its citizens.     The draft of the social insurance law was discussed by the Standing Committee of the 11th National People's Congress, the country's top legislature, on Monday.     The draft said China would establish a standard social security number system across the nation by using each citizen's current identification card number.     The social insurance fund will be categorized into endowment insurance, medical insurance, insurance against injury at work, unemployment insurance and childbirth insurance, the draft said.     Currently, China's social insurance fund is managed by the Ministry of Human Resources and Social Security and its branches in provinces, municipalities and autonomous regions.     According to the country's labor law, the funding of endowment, medical and unemployment insurance is raised by both individuals and their employers. Workplace injury and childbirth insurance have to be paid by employers.     A series of social insurance fund embezzlement scandals have been exposed in China since 1998. More than 16 billion yuan (about2.3 billion U.S. dollars) was embezzled.     The new social insurance law's draft said any individual or organization has a right to complain or report illegalities about the social insurance fund. The measure is an endeavor to invite more supervision of the citizen's basic security.     The draft also determined that a new type of rural medical system, in which farmers and governments raise funds together, would be included in the medical insurance.     Governments will cover medical insurance expenses for citizens who live on low-income subsidies, have serious disabilities or are older than 60 years, the draft said.
