SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street  Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. The man, who hasn’t been identified by police, was pronounced dead at the scene.Following the crash, Franco stayed on scene. Police say drugs or alcohol weren’t factors in the crash. 712

SAN DIEGO (KGTV) -- The market may soon be looking up for San Diegans hoping to buy a home. A new report by Zillow found that many economists believe the housing market in the West will turn into a buyer’s market by 2020.According to the housing site, home-values have appreciated faster in 2018 than in 2017. That coupled with a fall in inventory means that sellers are in the driver’s seat.At least for now. Zillow says recent data suggest the balance may be starting to tilt back toward buyers. Home growth is slowing in more than half the nation’s 35 largest metros and price cuts are common.Even in San Diego, where the cost of living is well above average, 20 percent of listings saw a price cut in June.A separate report from Zillow found that the increase in home values has also slowed throughout San Diego.Three out of four economists surveyed say the national housing marked could see a shift to a buyer’s market by 2020.Those same economists say the Midwest will be the first to see the shift, beginning as early as 2019, followed by the Northeast, South and West in 2020.“For the past several years, home sellers held all the cards at the negotiating table, fielding multiple offers while buyers faced stiff competition and a fast-moving market,” said Zillow Senior Economist Aaron Terrazas.Over the next year, Zillow expects the rate of appreciation to slow to 4.7 percent in San Diego, where the median home price is 4,100.“Conditions are starting to show signs of easing up, but the effects of years of limited construction still linger. Inventory is still falling on an annual basis, and home values are growing well above their historic pace. Although these trends are starting to lose their edge, it is far too soon to call it a buyers market,” Terrazas said. 1789

SAN DIEGO (KGTV) -- The Infinite Chemical Analysis Lab building in Miramar looks like any other chemical lab, but inside the products they are testing are all cannabis. InfiniteCal tests products for things like potency, pesticides, heavy metals and microbial analysis to make sure the products are safe for consumption and meet state standards. Josh Swider is the CEO and co-founder. Swider's company consists of roughly 45 employees, 30 of those are either chemists or biologists. The team tests products for licensed retailers to make sure their cannabis meets the standard for what is allowed by the state. When it comes to vaping, Swider says their analysis shows that what's making people sick is when the product is diluted, most recently with Vitamin E or Vitamin E acetate. According to the CDC, 33 people have died from lung related illnesses linked to e-ciggarettes or vaping products. Most of those samples tested by the FDA had THC. San Diego County has confirmed 22 vape related illnesses in the county. Although InfiniteCal doesn't just test products for vaping, Swider says the best thing a person can do is to do their research and make sure they are buying from a licensed retailer. He also recommends asking the business for their certificate of analysis to find out what's in the cannabis product they're consuming. InfiniteCal operates six days a week and also will tests an individual consumer's product if they show up to the lab. SAN DIEGO (KGTV) — The Laurel Street Bridge at Balboa Park was closed late Friday after a fire started inside the bridge. At around 7:30 p.m., Park Rangers called the San Diego Fire Department after seeing smoke coming out of the side of the 105-year-old bridge. The closure caused great inconvenience for Old Globe Theater patrons trying to get to and out of Friday night's show. Season ticket holders Kenny Ard and Brian Moore barely made it to the theater, before the bridge was closed off by emergency responders. Witnesses saw firefighters carefully try to suppress the flames by opening the manholes on the road.“We kind of rushed when we saw the fire truck," Moore said. “I was like, I bet they’re going to close the bridge. So we hurried and made sure we got here.“San Diego Fire Fighters said the fire broke out inside of the hollow bridge. They have not announced the cause of the flames. However, this scene was all too familiar. Since its construction in 1914, the Laurel Street Bridge has caught fire several times. Many of the fires were started by transients who end up living inside the bridge. In 2017, several homeless people were rescued from inside a utility hole on the bridge.“There are access panels at the base and some on the sides, and so people get in there,” Moore said. While Are and Moore were able to avoid the jam getting to the show, they were not so lucky finding their way home.“My car is parked right on the other side of the bridge,” And said. “We’re going to have to take a Lyft because it’s a long way around.”The bridge had reopened by Saturday morning. 1601

SAN DIEGO (KGTV) — The beloved founder of the popular Roberto's Taco Shop chain which began in San Diego died last week, according to the company.Dolores Robledo, 90, died on July 14, the company said in a release. Robledo opened the first Roberto's Taco Shop — and San Diego's first taco shop — with her husband, Roberto, in 1964, according to the company. Prior to that, the couple started their food career providing tortillas to stores and restaurants from their San Ysidro tortilla factory."Since then, Sra. Dolores had been sharing her love for family and authenticity through each meal served," the company said in a release. "She has left the legacy of her love and perseverance. The way she touched lives will remain ongoing. Dolores Robledo will be deeply missed. Please keep her family in your thoughts as they go through this difficult time."Robledo was the mother to 13 children and had 39 grandchildren, 50 great-grandchildren, and 5 great-great-grandchildren. In 1990, Roberto moved to Las Vegas and soon after decided to open his first taco shop in Las Vegas. With the help of her family, Roberto's expanded to 60 locations across California and Nevada.The Roberto's chain is believed to have started the variety of other eateries with the "berto's" suffix in San Diego. It's long-rumored that the famed California Burrito was created at one of these "berto's" shops, but which shop can claim that title continues to be debated.On Instagram, the company continued: "Sra. Dolores Robledo, founder of Roberto's Taco Shop, loved cooking good Mexican food for her family and friends. She and her family expressed that passion by opening their first Roberto's Taco Shop in San Diego in 1964. She will be missed but her legacy of cooking fine Mexican dishes will continue for generations to come."Visitation services for Robledo will be held at 4 p.m. on July 29 at Glen Abbey Memorial Park in Bonita.
