SAN DIEGO (CNS) - The San Diego Association of Governments released a report Wednesday showing that bicycle ridership in the county is up more than 40% from 2019, since the statewide stay-at-home order due to COVID-19.Since the start of the order, SANDAG has tracked data to understand how the COVID-19 pandemic has impacted travel in the San Diego region.The data show that with more people staying closer to home, the choice to use alternative transportation for shorter trips, including outdoor opportunities for recreational and fitness activities, continues to increase.The report, titled "Bike Riding in the San Diego Region Since COVID- 19," examines bike volumes on eight corridors around San Diego County between mid-March and mid-August 2020, compared to the same period in 2019. The report also shares biking insights from residents and their plans to continue riding.From April 18 to May 17 -- "Month 2" in SANDAG's data set -- bicycle traffic was up a whopping 66% from 2019, with Month 3 just behind at 62%. As the weather began to heat up and more people headed back to work in their vehicles, the numbers dropped considerably in months 4 and 5, with bicycle traffic volume up 28% and 22% from the previous year.Since 2012, SANDAG has monitored bike travel through counters on the regional bikeway network that measure change in bike volumes over time with continuous counts collected and transmitted every 15 minutes.Since the start of the stay-at-home order, daily volumes increased an average of 42% across the network during the five months in 2020, compared to the same time in 2019.Additionally, biking volumes were up the most on weekends over the five-month period at 53%, compared to weekdays at 35%. Individual corridor increases ranged from 12% on the Landis Street corridor to 62% on the Inland Rail Trail and Mission Road corridor. A total of 84% of residents surveyed who said they were biking more since the pandemic began said they expect to continue biking even when restrictions are lifted.In light of the current public health crisis and in recognition of National Bike Month in May, SANDAG created a new pilot program to support local jurisdictions by giving them the opportunity to designate temporary roadway modifications that create safe spaces for people to bike, walk, run, scoot, use a wheelchair and move during the pandemic.SANDAG awarded 11 jurisdictions funds to help implement temporary Shared Streets pilot projects. SAN DIEGO (CNS) - The California Supreme Court on Monday upheld the conviction of a death row inmate found guilty of hiring another man to shoot and kill his fiancee in Alpine 20 years ago.Michael William Flinner applied for a life insurance policy for 18-year-old Tamra Keck, then arranged for his former employee, Haron Ontiveros, to kill her on June 11, 2000, according to the ruling.The killing occurred shortly after Flinner met Keck and began dating her.According to the ruling, Flinner named himself as the beneficiary in the insurance policy, and falsely alleged Keck was an employee at his landscaping business whose death would cause him to suffer financially. Prosecutors alleged Flinner arranged for Ontiveros to meet with Keck at a gas station, then direct her to his car in a nearby cul-de-sac under the guise of having engine trouble. Once there, he shot Keck in the back of the head.Separate juries convicted Flinner and Ontiveros of murder and conspiracy and found true special circumstance allegations of killing for financial gain and lying in wait. Jurors recommended capital punishment for Flinner and life imprisonment without the possibility of parole for Ontiveros.In the appeal, Flinner's counsel alleged his case was adversely affected by issues that included limited access to defense counsel, which was allegedly restricted by Flinner's relocation from the downtown San Diego jail to the jail in Vista. Flinner's defense attorney at the time claimed the distance to Vista and other limits on telephone communication would hurt the defense's preparation for trial. According to the ruling, the relocation was implemented because Flinner obtained the home addresses of the prosecutor and trial judge through another inmate.The state Supreme Court found the claims had no merit, as the trial court permitted increased communication between Flinner and the defense team at the defense's request.Another claim alleged juror misconduct by one panelist who sought to write a book about the trial. Flinner's counsel alleged her objectivity may have been compromised as a result. The state Supreme Court disagreed, though it noted the juror had made misconduct claims about other panelists, which the high court also ultimately ruled were unfounded. 2276

SAN DIEGO (CNS) - Pride Live, the online pride parade and festival, kicked off a day-long event today featuring elected officials, community organizations and businesses.Because of the pandemic, organizers took the historic Pride Parade march through Hillcrest online -- sdpride.org/live/ -- and began at 10 a.m. with a slide show of photos from 46 years of the parade, which started in 1974. The San Diego Women's Chorus followed with a virtual singing of the national anthem. An interfaith blessing, with clergy from various denominations, gave their blessings.In 1994, the San Diego Women Motorcycle Riders first appeared to officially kick off the parade, which usually had about 350,000 participants and 200 pride floats, along with 400 volunteers.This year, about 12 motorcycles from the group took off from the site of the Hillcrest pride flag at University Avenue and Normal Street. San Diego Mayor Kevin Faulkener gave a few opening remarks, saying, "We can work and lift each other up and get through this pandemic. We stand united in our battle against bigotry and hate.
