LOS ANGELES (CNS) - Travelers coming through Los Angeles International and Van Nuys airports and Union Station beginning Wednesday will be required to sign a form acknowledging California's recommended 14-day self-quarantine in response to rising coronavirus rates. The form will be available at travel.lacity.org, Mayor Eric Garcetti said during a coronavirus briefing Monday.Garcetti urged people to not travel over the Thanksgiving holiday, not even to go across town because of how widespread COVID-19 cases have been and that it's too dangerous at this time.Garcetti said he is confident the Los Angeles County Board of Supervisors, which is slated at Tuesday's meeting to discuss coronavirus- related restrictions and closures, will make the right decisions."I know this is not popular with everybody, but if we don't take these actions now, when will we?" Garcetti said. "I know there may be some push and pull ... but I think the policies that (the county Department of Public Health) adopted are clear."Garcetti said when local government has hesitated implementing COVID- 19 restrictions, businesses have had to remain closed for longer because of the spread of the virus. But he also said he knows businesses are struggling."I've spoken with our City Council President (Nury Martinez), I've spoken with our county supervisors, and know that if those orders do come down, where we have to stop outdoor dining or limit the hours of other businesses, we will take the funds that we have in business assistance and surge them into those industries to get us through this period to keep those businesses alive to protect those jobs and to make sure that they can stand up again," Garcetti said.Garcetti said Los Angeles County could be out of hospital beds for coronavirus patients by Christmastime, if the rate of COVID-19 positive cases continues on its current trend.Field hospitals may have to be established if that happens, Garcetti said. However, Garcetti said he doesn't think the U.S. Navy's hospital ship Mercy will need to return. It docked at the Port of Los Angeles for use in non- coronavirus cases over the spring and summer as safeguard against a lack of hospital beds that did not materialize.Garcetti said he had a discussion Monday with President-elect Joe Biden and Vice President-elect Kamala Harris regarding the state of Los Angeles and its fight against COVID-19, telling them the virus will spread further if people don't follow health protocols."It doesn't matter what you've done last week or last month," Garcetti said he told Biden and Harris. "COVID doesn't care what we've done before today."COVID only cares how we are acting right now, and the moment we stop acting to protect lives, the moment we ignore the numbers or hope that somehow they will just go away is the moment lives are lost."COVID-19 testing sites in Los Angeles will be closed Thursday and Friday for Thanksgiving, but will reopen Saturday, Garcetti said. 2968

LONDON — The World Health Organization’s Europe office says it has begun discussions with Russia to try to get more information about the coronavirus vaccine that Russia approved last week before the shot had passed the advanced trials normally required to prove it works.Catherine Smallwood, a senior emergency official at WHO Europe, said “this concern that we have around safety and efficacy is not specifically for the Russia vaccine, it’s for all of the vaccines under development.”She acknowledged WHO was taking an “accelerated approach” to try to speed development of coronavirus vaccines but said “it’s essential we don’t cut corners in safety or efficacy.”Smallwood said WHO has begun “direct discussions” with Russia and that WHO officials have been sharing “the various steps and information that’s going to be required for WHO to take assessments.” 869

LOS ANGELES (CNS) - The U.S. Justice Department in Los Angeles announced today that it has obtained an additional .4 million for servicemembers whose vehicles were repossessed by Wells Fargo Bank in violation of federal law.Wells Fargo reached a million settlement with federal prosecutors last year over allegations it illegally repossessed more than 400 cars owned by members of the military without a court order. The settlement resolves alleged violations of the Servicemembers Civil Relief Act, which protects service members against certain civil proceedings that could affect their legal rights while they are in the service. The additional amount brings the total compensation under the settlement to more than .1 million and the total number of servicemembers eligible for relief to more than 860."The SCRA provides important protections and is intended to prevent unnecessary financial hardship for the brave women and men who serve in our armed forces," said acting U.S. Attorney Sandra R. Brown."Losing an automobile through an unlawful repossession while serving our country is a problem servicemembers should not have to confront. We are pleased that Wells Fargo is taking action to compensate these additional servicemembers as required under the settlement with the Justice Department."The settlement covers repossessions that occurred between Jan. 1, 2008, and July 1, 2015. The agreement requires Wells Fargo to pay ,000 to each of the affected military members, plus any lost equity in the vehicle with interest.Wells Fargo also must repair the credit of all affected soldiers. The agreement also requires Wells Fargo to pay a ,000 civil penalty to the United States and to determine, in the future, if any vehicle it is planning to repossess is owned by an active duty service member. 1823

LOS ANGELES (CNS) - Uber and Lyft will keep operating in San Diego and across California -- for now -- with a state appeals court Thursday putting on hold a ruling requiring the ride-hailing companies to classify their drivers as employees instead of independent contractors. The decision by the state's 1st District Court of Appeal averted threats by Uber and Lyft to shut down all California operations at midnight. Uber officials said earlier this week they would likely shut down, and Lyft issued a statement earlier Thursday saying its operations would be halting at midnight. In a blog post on Thursday morning, Lyft stated: “At 11:59PM PT today our rideshare operations in California will be suspended. This is not something we wanted to do, as we know millions of Californians depend on Lyft for daily, essential trips.”Lyft added: “This change would also necessitate an overhaul of the entire business model -- it’s not a switch that can be flipped overnight.”The dispute traces its roots to the state's passage of Assembly Bill 5, which effectively required the companies to classify their drivers as employees, a move supporters said would guarantee their wages and assure them of other benefits and workplace protections. The companies, however, said the move would require a complete overhaul of their operations and would actually hurt drivers -- forcing them to work set schedules instead of giving them the flexibility to work only when they wanted. The companies also said the move would result in many drivers losing their jobs unless they could work standard hours, and would likely also harm overall service for riders.California Attorney General Xavier Becerra, and the city attorneys of San Diego, Los Angeles and San Francisco argued in court that Uber and Lyft have misclassified their drivers as independent contractors, preventing them from receiving "the compensation and benefits they have earned through the dignity of their labor" such as the right to minimum wage, sick leave, unemployment insurance and workers' compensation benefits. On Aug. 10, San Francisco-based Judge Ethan P. Schulman ruled against the companies, but he stayed his decision for 10 days to give them time to appeal. They did so, resulting in Thursday's last-minute ruling putting Schulman's ruling on hold. The court, however, warned the companies to continue preparing for the possible switch to employee drivers, saying each company must submit a sworn statement by Sept. 4 "confirming that it has developed implementation plans." The companies must also affirm they are prepared to actually implement those plans and switch to the employee system within 30 days if they ultimately lose their appeal and a company-sponsored measure on the November ballot fails. That ballot measure, Proposition 22, would allow ride-hailing drivers to work as independent contractors. The court scheduled oral arguments in the appeal for Oct. 13.Lyft contends that four out of five drivers prefer working as independent contractors so they can have more flexibility. 3056
