The Broward Sheriff’s Office placed the Baker Act on Cruz. Under Florida's Baker Act, an adult can be held for an involuntary exam for up to 72 hours under the law. The first presidential debate of the 2020 election is behind us, but we still have two more coming up before Nov. 3, as well as a vice presidential debate.The single vice presidential debateThe next debate will be between the running mates, Vice President Mike Pence and Sen. Kamala Harris. The candidates for vice president will square off on Oct. 7 at the University of Utah in Salt Lake City.The debate will be moderated by Susan Page, the Chief of USA Today’s Washington Bureau.The event will be divided into nine segments, with about 10 minutes being spent on each. Page will ask an opening question, after which Pence and Harris will have two minutes to respond. Page will use the balance of the time in the segment for a deeper discussion of the topic.The second presidential debateThe next time President Donald Trump and former Vice President Joe Biden will face off will be on Oct. 15 at the Adrienne Arsht Center for the Performing Arts in Miami, Florida.The debate will be a town meeting-style event, moderated by Steve Scully, Senior Executive Producer and Political Editor at C-SPAN.The debate’s questions will be posed by citizens of the South Florida area. The candidates will have two minutes to respond to each question and there will be an additional minute for the moderator to facilitate further discussion.The town meeting participants will be uncommitted voters selected under the supervision of Dr. Frank Newport, Senior Scientist at Gallup.The third presidential debateThe third and final presidential debate of this cycle will be held just days before Election Day on Oct. 22. The event is set to take place at Belmont University in Nashville Tennessee and will be moderated by Kristen Welker, White House Correspondent for NBC News and weekend co-anchor of the Today Show.The format of this debate will be identical to the first, divided into six segments with about 15 minutes dedicated to major topics selected by the moderator. Welker will open each segment with a question and each candidate will have two minutes to respond. Trump and Biden will then have an opportunity to respond to each other.Changes to upcoming debatesThe day after the first debate, the Commission on Presidential Debates announced that there will be changes made “to ensure a more orderly discussion of the issues” at future debates this election season."Last night’s debate made clear that additional structure should be added to the format of the remaining debates to ensure a more orderly discussion of the issues," the commission said in a statement. The Food and Drug Administration resisted pressure from the Trump administration on Tuesday by releasing a set of guidelines that could push an emergency use authorization of a coronavirus vaccine past Election Day.The FDA’s new guidance notes that an Oct. 22 meeting of its Vaccines and Related Biological Products Advisory Committee will not be to discuss specific vaccine candidates. The FDA noted that a vaccine candidate must be at least 50% effective. Vaccine candidates should include a median follow-up duration of at least two months after completion of the full vaccination regimen to help provide adequate information to assess a vaccine’s risk-benefit."Being open and clear about the circumstances under which the issuance of an emergency use authorization for a COVID-19 vaccine would be appropriate is critical to building public confidence and ensuring the use of COVID-19 vaccines once available,” Peter Marks, M.D., Ph.D., director of the FDA's Center for Biologics Evaluation and Research, said. The FDA's new guidance on emergency use authorization of COVID-19 vaccines underscores that commitment by further outlining the process and recommended scientific data and information that would support an emergency use authorization decision.“In addition to outlining our expectations for vaccine sponsors, we also hope the agency's guidance on COVID-19 vaccines helps the public understand our science-based decision-making process that assures vaccine quality, safety and efficacy for any vaccine that is authorized or approved."Trump previously said he would consider overruling the FDA on its vaccine guidelines in hopes of speeding up the process. The family of a Pennsylvania woman who died in jail in 2015 from heroin withdrawal symptoms was awarded .75 million in a wrongful death suit settlement this week, CBS News reported. Victoria "Tori" Herr, then 18, died on April 5, 2015, nine days after being arrested after police found drugs in the woman's apartment. Herr told police that she had consumed 10 bags of heroin a day. During her first four days in custody, Herr reportedly suffered from bouts of vomiting and diarrhea. She was treated with water and Ensure, but was unable to keep her fluids down. The result of those symptoms led her to cardiac arrest and to lose consciousness, CBS News reported. Herr's lawyers claimed that the Lebanon County Correctional Facility did not meet her basic medical needs, and then lied. "Anyone who looked at her would have known that she was very sick and that she needed attention," Herr's family lawyer Jonathan Feinberg told CBS. "There was a complete disregard for her needs, which can only be tied back to the fact that she was addicted to drugs."As part of the multi-million-dollar settlement, the jail's warden, nurses and other employees agree that there was no wrongdoing. To read CBS News' full report, click here.  1284
