SALEM, Ore. – Authorities responding to a hostage situation in Oregon found three people dead from gunshot wounds in an Oregon home Monday.The Marion County Sheriff’s Office said in a press release that its deputies responded to the hostage situation at a home in Salem at about 12:30 p.m. local time.At the home, Oregon State Police says deputies were able to establish communications with the suspect, 34-year-old Jose Jesus Lopez-Tinoco, in an attempt to resolve the situation peacefully.But upon hearing gunshots inside the home, officers forced their way inside in a rescue attempt. During the rescue, police say one deputy fired an undetermined number of shots.Inside the home, police say deputies located the body of Lopez-Tinoco with what appeared to be a self-inflicted gunshot wound. The officers also found a deceased 24-year-old, Diari Rocio -Bustos, and the body of an 11-year-old boy. Both suffered fatal gunshot wounds.A 13-year-old boy and a 43-year-old woman were also found alive in the home. The boy was unharmed, but the woman was seriously injured and was transported to a hospital.No law enforcement officers were injured and there’s no reason to believe there is any outstanding danger to the Salem community, officials say.The 2-year deputy who fired shots during the incident, Ricky Kittelson, has been placed on administrative leave, as is protocol.The investigation into the incident is being turned over to the Oregon State Police, concurrent with state policy regarding officer-involved shootings. 1534

SAN DIEGO (CNS) - A comprehensive outreach strategy to expand testing access for Latino residents and other communities hardest hit by the COVID-19 pandemic was announced Friday by local leaders.The new program will kick off on Monday, with a new testing site at the Mexican Consulate in downtown San Diego at 1549 India St. Starting at 8 a.m., walk-up appointments will be available until 3:30 p.m., according to the announcement from San Diego County Supervisor Nathan Fletcher, Carlos Gonzalez Gutierrez, Consul General of Mexico in San Diego and other local leaders."We are prioritizing our response to health inequities in the Latino community by prioritizing efforts to help address accessibility barriers that are contributing to Latinos being disproportionately impacted by this pandemic," Fletcher said. "Whether you live in the south, north or east of our county, you should have access to testing and resources to prevent and treat the spread of COVID-19."The consulate will be the first of several locations in a 14-day rotation. Two other confirmed sites include San Luis Rey Church in Oceanside and St. Anthony of Padua in National City. SAN DEIGO (KGTV) -- As the migrant caravan makes its way through Mexico, local attorneys and shelters in Tijuana are monitoring their progress, in case the immigrants arrive at the Tijuana and San Diego border.The group Federal Defenders of San Diego worked illegal entry cases during the last caravan in April. Kara Hartzler is one of their attorneys, she says theirs already a daily backlog with immigration cases and this caravan will further overwhelm the system.Hartzler says many immigrants from April's caravan are still in the asylum process.  It's estimated the new caravan is 4,000 to 7,000 immigrants in size, roughly three times bigger than the one in April. In Tijuana, shelters are having meetings to prepare for the possibility of a large arrival. In a series of tweets Monday morning, President Trump called the latest caravan a "national emergency" and threatened to cut off aid to certain Central American countries, adding that he's already alerted Border Patrol and the military.  1038

The ruling Monday has dealt a setback to one of the Trump administration’s efforts to rein in asylum. The government argued that designated CBP employees are trained comparably to asylum officers at U.S. Citizenship and Immigration Services, another agency within the Homeland Security Department. U.S. District Judge Richard J.
