BEIJING, Jan. 18 (Xinhua) -- China on Wednesday will begin its annual Spring Festival travel rush, with an expected 2.56 billion passenger trips in the coming 40 days.Airlines and trains have been added to cope with the passenger surge, which is 11.6 percent up year on year, according to the Ministry of Transport.The airport in Harbin, capital of northeast China's Heilongjiang Province, announced Tuesday it would add another 252 flights for the travel peak period.The capacity of airlines in the Inner Mongolia Autonomous Region will be raised 30 percent.In southwest China's Chongqing Municipality, a major hometown to migrant workers, 12 flights with 5,100 seats will be added between Chongqing and Guangzhou, capital of south China's Guangdong Province.Except for the temporary trains, more high-speed trains have been put into operation for the Spring Festival.The high-speed train will be increased to 88 pairs this year, 55 more than last year's 33 pairs in Wuhan, capital of central China's Hubei Province, which largely eased the difficulties of buying tickets for passengers.Snow and sleet has struck five provincial level regions, including Hunan, Guangxi, Chongqing, Guizhou and Yunnan since Monday, disrupting transportation networks.The Ministry of Public Security Tuesday ordered police in the five hard-hit areas to go all out to keep traffic flowing and make sure no expressways were shut down due to slippery roads.Police in the five localities were ordered to clean snow and ice on the roads and store emergency response materials, such as snow blowers, and maintain control of the flow of vehicles heading to the hardest-hit Guizhou province."Snow and ice will bring great difficulties to transportation," said Weng Mengyong, vice minister of the Ministry of Transport (MOT).Five aspects of work, including anti-ice preparation, information release, monitoring network, emergency reaction and cooperation with public security bureaus, had been arranged ahead of the travel peak, Weng said.In early 2008, freezing weather across southern China caused power cuts and transportation chaos, preventing many residents from going home for family reunions during China's lunar new year.Other new services are also being supplied as the pressure of transportation is increasing this year.The Wuhan Railway Administration started ticket delivery services for migrant workers this year and about 3 million tickets will be delivered.In south China's Guangxi Zhuang Autonomous Region, the Nanjing Railway Administration opened micro-blogs on Sina.com and QQ.com to offer railway transportation information.In the next 40 days, not only passengers, but also railway crews, will face great challenges."Patrolling is like a sauna to me," said railway police Zhao Hongye in Lanzhou, capital of northwest China's Gansu Province."It is too crowded. JINAN, Dec. 21 (Xinhua) -- A rural endowment insurance scheme, which is being operated on trial basis in part of the country's rural area, may bring an end to the tradition of rural seniors who depend on their children for financial support.Under the insurance scheme introduced in September last year, farmers across the country, who aged 60 years or older, each can receive a pension of 55 yuan (8.3 U.S. dollars) paid by the government per month."I never dreamed I would receive a pension like urban residents do," said Liu Fengyan from Nanlin Village, Pingyi County, in east China's Shandong Province."My wife and I receive 110 yuan in total each month and that is enough to subsidize our daily expenses," Liu told reporters.Liu, together with hundreds of thousands of other elderly rural Chinese across China, is one of the first to benefit from the insurance scheme.The Chinese government has vowed to expand the scheme 10 percent per year and cover the whole country by the year 2020.Those under the age of 60 will have to pay 100 to 800 yuan per year into a fund so they can draw the pension once they hit 60 years of age."Farmers are enthusiastic about the program, and nearly 90 percent of farmers in the pilot areas in Shandong have joined the scheme," said Liu Qianjin, deputy director of the Rural Social Insurance Department of the Shandong Provincial Human Resources and Social Security Bureau.Previous pension programs that were not widely accepted because their funding came from the farmers themselves. The new pension is different - it is government funded.The value of the pension differs across China, depending on the financial status of the relevant local government."My husband's mother can get 260 yuan pension each month. She was never covered by social insurance before," said Wang Huailan, 58, from Nancai Village, Shunyi District, Beijing.Wang herself is able to receive 347 yuan per month from the urban-rural residents' pension insurance program.In China's most impoverished province, Guizhou, 27 counties, or 30 percent of all counties, are covered by the pension scheme which benefits more than 1.91 million low-income farmers.By the end of 2010, the rural pension scheme will reach 23 percent of all Chinese counties, Minister of Human Resources and Social Security Yin Weimin said in a recent statement.China's elderly population is growing quickly, posing a new challenge for the government.The number of elderly people aged 60 years or over in China in 2009 grew by 7.25 million to more than 167 million, a report by the Office of the China National Committee on Ageing said.China has a population of 1.3 billion, with 56 percent of its citizens living in rural areas not covered by social security programs.The rural pension scheme -- endorsed by the State Council, China's cabinet -- will ensure the basic living standards of elderly Chinese in rural areas and help narrow the standard-of-living gap between urban and rural areas.Although it is a small sum of money, it is the start of a new era in China, Premier Wen Jiabao said in an interview with Xinhua at the end of 2009.

ADDIS ABABA, Dec. 24 (Xinhua) -- The Commissioner for Peace and Security of the African Union (AU) Ramtane Lamamra, and the Ambassador of the People's Republic of China in Ethiopia Gu Xiaojie on Friday signed an agreement on the provision of aid to the AU Mission in Somalia (AMISOM).The grant amounting to 30 million RMB, (over 4 million U.S. dollars), will be used to supply equipment and materials for AMISOM. The signing of this agreement comes in the wake of the adoption by the United Nations Security Council, on Dec. 22, of resolution 1964(2010), in which it, inter alia, requested the Secretary- General to continue to provide a logistical support package for AMISOM, for a maximum troop strength of 12,000, as called for by resolution 1863 (2009).In resolution 1964(2010), the Security Council also called on UN Member States and regional and international organizations to make direct bilateral donations in support of AMISOM.By generously providing aid to AMISOM, the People's Republic of China is responding to the call made by the United Nations Security Council and the earlier appeal by the AU Peace and Security Council (PSC) for AU partners to support the ongoing efforts in Somalia, AU said in a statement. Gu Xiaojie reiterated China's continued commitment to strengthen its cooperation with the AU in the area of peace and security and to support all endeavors in this regard. He lauded AU's efforts and resolve towards the promotion of peace, security and reconciliation in Somalia.Speaking on the occasion, Commissioner Lamamra stated said that "China has, over the years, been providing multifaceted assistance to the AU and African countries as they strive to address the many challenges facing the continent. Today's donation is a further testimony of China's commitment and its determination to contribute to the furtherance of peace and security in the continent".Furthermore, Commissioner Lamamra avails himself of this opportunity to renew the appeal to all AU partners to provide the requisite support to AMISOM as it enters a new phase of its deployment.
