SAN DIEGO (KGTV) -- People on social media are outraged after video shows a security guard questioning a mother's immigration status in a Target parking lot. The woman who recorded and posted the video, Sonia Serrano Zavala, says the guard was asking the mother if she is here legally when she started recording. The unidentified security guard can be heard in the video saying, "You’re illegally here and you’re having babies and you’re probably on welfare."The woman, seen holding a baby in the parking lot, was reportedly asking for money. Midway through the video, the security guard says "it's a scam" and claims the woman has a car and a condo.The incident took place at a Target located in the Marketplace at the Grove Shopping Center. The guard does not work specifically for Target, but provides security for the entire shopping center. The company who hires the security guards for the mall said, "The behavior of this employee is not reflective of the standards we have set for our security professionals, and we will address it."WARNING: The video below contains graphic language.  1136

SAN DIEGO (KGTV) -- Now that Moderna’s COVID-19 vaccine has received approval from the Food and Drug Administration, San Diego County is one step closer to getting more people vaccinated.Moderna says its vaccine is safe and 94% effective. It will come in two doses taken 28 days apart.This week, there are two county hospitals that are expecting shipments of Moderna's vaccine. According to hospitals officials, the first shipment will arrive at Rady Children’s Hospital on Monday. It's unclear how many doses of the vaccine the hospital will receive.UC San Diego is also scheduled to receive their Moderna COVID-19 shipment this week.Gov. Gavin Newsom announced on Twitter that California is expecting 672,000 doses of the Moderna vaccine. It’s still unclear how many of those will be given to San Diego.By the end of the week and with two vaccines available, the federal government expects there will be 7.9 million doses delivered to more than 3,700 locations across the country.The distribution of the Moderna vaccine comes as the Centers for Diease Control and Prevention releases new recommendations about who should get the vaccine next. The CDC says frontline essential workers and adults ages 75 and older should be the priority in the next round.The agency describes essential workers as firefighters, police, teachers, and school staff. Those working in food and agricultural sectors, as well as U.S. Postal Service employees, public transit workers, and grocery store workers would be in that category.San Diego County has not said if the CDC's new recommendations will have any impact on their vaccine roll out plan.Until a wide distribution is available, the governor asks people to stay at home and wear a mask. 1734

SAN DIEGO (KGTV) - Police body-worn cameras captured the parents of Trevor Heitmann pleading with officers to hospitalize their son just hours before he killed himself and two others in a high-speed car crash.In August 2018, Trevor Heitmann, known on his popular YouTube channel as McSkillet, ultimately drove the wrong way down the 805 at speeds over 100 miles per hour before the fatal accident.A lawsuit filed against the City of San Diego claims, police officers failed “to act in accordance with the statute and carry out their mandatory duty,” and as a result, Heitmann, “subsequently and predictably endangered the lives of others and himself and drove his vehicle at speeds in excess of 100 mph, striking Aileen and Aryana Pizarro's vehicle and endangering other members of the public.”The lawsuit goes on to say, “Because he was not evaluated by defendants to determine if he was a danger to himself or others, he was able to carry on with his erratic and mentally unstable behavior, and ultimately colliding head-on with Aileen Lydia Pizarro's vehicle, and thereby, causing fatal injuries to Aileen and Aryana Pizarro." 1137

SAN DIEGO (KGTV) -- Officials with Marine Corps Air Station, Miramar announced Saturday that a second Marine has tested positive for coronavirus.Capt. Matthew Gregory told 10News that the patient is currently being isolated and receiving medical support aboard the base."The air station is currently conducting a thorough contact investigation to determine who may have had contact with the Marine and notify them of the situation," officials said.The identity of the Marine is being withheld due to privacy restrictions, but Gregory said the Marine resides on base and was not on leave."The Marine self-reported to the Miramar medical clinic with symptoms and was ultimately transferred to Naval Medical Center San Diego for testing," said Gregory.The news comes after it was reported Thursday that a Marine stationed at MCAS Miramar had tested presumptive positive for coronavirus after returning from leave in Washington state. The patient was visiting family which is where officials believe he contracted the virus, officials on base familiar with the matter told 10News.Both cases are currently in isolation and being quarantined in an empty barracks that was designated to treat potential cases of Covid-19, according to Gregory. "Both are fine and doing well," said Gregory.MCAS Miramar is one of four bases outside of California used as quarantine sites for individuals returning from overseas, including U.S. citizens that were evacuated from Wuhan last month and passengers aboard the Grand Princess cruise ship that was brought to Oakland last week. The quarantined passengers are being treated by staff with the Centers for Disease Control and Prevention.Neither of the two infected Marines had any contact with the cruise ship passengers, according to Gregory.Gregory noted that MCAS Miramar officials had taken measures earlier this week to prepare for potential cases. He said the base implemented similar practices used by the CDC to treat service personnel."We're using the same protocols," said Gregory. "We proactively emptied out a barracks for own isolation and quarantine."Naval Medical staff are treating the two Marines, said Gregory.STATEMENT FROM MCAS: A second Marine stationed at Marine Corps Air Station Miramar has tested positive for COVID-19 and is currently being isolated and receiving medical support aboard the base. Marine Corps Air Station Miramar has notified the county public health agency of the positive test and will continue to take prudent precautions to ensure the service member and any individuals who had contact with the Marine are aware and taking the appropriate steps for self and follow-on care. The air station is currently conducting a thorough contact investigation to determine who may have had contact with the Marine and notify them of the situation. The Marine self-reported to the Miramar medical clinic with symptoms and was ultimately transferred to Naval Medical Center San Diego for testing. The test was found positive approximately 24 hours later and the Marine was placed into isolation in a barracks room aboard Miramar designated for quarantine by service personnel. SAN DIEGO (KGTV) - On Wednesday, the San Diego Police Department issued a press release in which the Chief reaffirmed his commitment to unbiased policing, months before the anticipated release of a new report about officers stopping people in the field. It comes amid community concern over a different report that suggests that minorities are stopped at higher rates.Over FaceTime on Wednesday, 10News spoke with Chris Burbank, a retired police chief from Utah who is now working with the Center for Policing Equity. It’s a nonprofit that looks at data surrounding police interactions with the community. “We try and reduce the disparity that exists in law enforcement today, throughout the country,” he adds.In September, his team partnered with SDPD to start analyzing the department’s stop data for a new report that should be released in about six months. Wednesday’s press release states in part, “Police Chief David Nisleit [reaffirms] his commitment to reviewing internal operations and making any necessary changes based on the report's findings."Last week, a separate ACLU-commissioned report was released that caused some community concern. According to the ACLU, records from SDPD and the San Diego County Sheriff's Department show a pattern of discriminatory policing against black people and people with disabilities. SDPD has not issued a formal comment on the ACLU-commissioned report. Last week, the San Diego County Sheriff’s Department sent 10News the following statement. “The San Diego Sheriff's Department is committed to providing the highest level of public safety in all the neighborhoods we serve. We expect all of our stops, detentions, arrests, and searches to be constitutional and within Sheriff's policy. We regularly meet with community groups which allow us to address concerns and continue to build trust with the citizens of San Diego County. We have just been made aware of a report evaluating policing in San Diego. It would be premature to speak about the findings prior to reading and evaluating the methodology used to reach the conclusions presented in the report. However, at a glance some of the statistics in the report do not correlate with our numbers. For example, the report seems to overstate the rate at which Blacks and Hispanics are stopped within Sheriff's jurisdictions. The numbers in the ACLU report do not appear to be consistent with our data. Once we have had ample time to review the report, we will provide a more comprehensive response.”10News reached out to the Sheriff’s Department again on Wednesday for any new comment.
