SAN DIEGO (KGTV) -- Nearly 1,500 people throughout San Diego County are without power as winter storms sweep through the area. According to the San Diego Gas and Electric outage map, 1,494 people are without power due to an unplanned outage. Affected communities stretch from the South Bay into North and East County. SDG&E says it expects to have all power restored by 11 p.m. At this time, it’s unclear what caused the outages. Click here to view the outage map. Cooler weather, rain and thunderstorms are expected to continue through Thursday before tapering off. “Tropical moisture is building around the county from a storm surging from Baja. A cold system will bring colder air and heavier rainfall and possible flash flooding,” said 10News Meteorologist Angelica Campos. Rainfall accumulations are expected to average between .50 and 1.50 inches for the coast and valleys, 2 to 3 inches for the mountains and .10 to .25 inches for the deserts. SAN DIEGO (KGTV) - One of the FBI’s 'Ten Most Wanted Fugitives' from Las Vegas may be hiding in the San Diego area, the FBI said Tuesday.Jesus Robert Munguia is accused of bludgeoning his wife to death in 2008 in Nevada.The FBI said Sherryl Sacueza left Munguia and took the couple’s four young children with her. Munguia learned his wife was romantically involved with another man and persuaded her to return home with the children, said agents.Investigators said Sacueza returned and Managua locked the children in a bedroom before driving Sacueza to a remote area, attempting to strangle her, and beating her with what may have been a tire iron.FBI public affairs agent Mollie Halpern said Munguia uses aliases including Mono, Chuy, and Miguel. Munguia has a tattoo on his chest that reads “My Baby Jessica” and a tattoo of a teardrop near his left eye. He is also missing his right index finger.The FBI also believes Munguia may be hiding in Tijuana, Mexico.Anyone with information is asked to call the FBI at 1-800-CALL-FBI. SAN DIEGO (KGTV) - Police arrested a suspect following an early-morning shooting in the Gaslamp Quarter that left one man dead. The shooting was reported at around 2 a.m. Monday on Market Street at 5th Avenue, according to San Diego police.According to several witnesses, the shooting erupted following an argument outside of a venue between two groups of people. Witnesses told 10News the victim swung a folding sign at a group of men when one person in the group opened fire.The 33-year-old victim suffered at least one gunshot wound, and police said he was pronounced dead at the scene.RELATED: Friends remember father killed in Gaslamp shooting After the gunfire, witnesses said two men got into a cab and left the scene. However, police stopped the cab a short distance away and detained the men for questioning.Jonathan Hernandez, 23, was arrested after the shooting and booked into jail for murder. Shaun Spearman, a friend of the victim, told 10News that his friend “just had a heart of gold, always took care of people.”Spearman continued, “He’s the one that deescalates things … I’ve seen him, multiple times, have to bring things down. He’s a calming guy, he knows how to talk to people … It doesn't make sense yet. I'm just trying to make sense of it.”The victim has not been officially identified.Market Street, between 4th and 5th avenues, was closed for several hours due to the investigation. SAN DIEGO (KGTV) — One of the first questions San Diegans had after a 6.4-magnitude earthquake hit Southern California: Where was the alert?Exactly one week ago, San Diego phones buzzed in unison for a test of California’s Earthquake Early Warning System, ShakeAlert. The system aims to help alert locals seconds before an earthquake hits to find shelter.Thursday, no alert went out when San Diego felt shaking.RELATED: 6.4-magnitude earthquake rattles July 4th for Southern CaliforniaThe San Diego County Office of Emergency Services says the alert system is still in the testing phase. Currently, the Governor's Office of Emergency Services is evaluating the data collected from the June 27 test.The state hopes to set up the system in the future in the same way Amber Alerts are sent out regionally. Before that can happen, the county says they need to make sure the system works fast enough to alert residents, the county says.Many San Diegans, however, say they didn't even receive the test message last week. For them, the county asks for feedback to work out the bugs in the system. Those individuals can fill out an online survey here .Los Angeles County residents already receive a similar alert, but many complained they weren't alerted Thursday either. Los Angeles city officials say their alert didn't go off because the earthquake wasn't recorded above a 5.0-magnitude shake within Los Angeles County.
