The City of San Diego had a system in place to warn-water meter readers of inaccurate or questionable reads on manually read meters.But somehow more than 300 residents in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasquitos, and Carmel Valley - were still overcharged by an average 0 on recent bills. Their meters were all the manually read type.Meanwhile, residents from Webster to Normal Heights to La Jolla are still questioning the validity of mysteriously high bills. "At this point I don't trust the government. Who is overseeing these departments?" Carmel Valley resident Denise Hornby said in a recent interview over her ,800 water bill. The city has more than 250,000 water meters that need to be read manually. Workers use a handheld electronic device to enter the readings, and get a warning if the numbers don't fall inline with that meter's use from the last billing cycle, said Steven Broyles, a city meter reader of about 18 years. "Based on the pervious use 60 days ago, it was inline," Broyles said after measuring a home in Rancho Bernardo. "So it didn't throw me a failed audit."Workers, however, are able to override the warning and enter the reading.If that happens, the city says the meter's data gets kicked into the city's quality assurance process - a process that could have uncovered the pattern of errors in those four neighborhoods. The city terminated the employee who made the errors that lead to the 300 erroneous bills. A city spokesman, however, declined to comment on whether the system lead to the discovery. The city auditory, meanwhile, is continuing a top-down probe into the water billing department. The founder and CEO of a fitness business in Phoenix says he intends to file a lawsuit against Governor Ducey in response to his executive order closing select businesses.The executive order said that as of 8 p.m. Monday night, gyms, bars, waterparks and tubing areas will all have to close to try to help slow the spread of the coronavirus.Tom Hatten, Mountainside Fitness CEO, said during a press conference Monday that the governor’s move is "arbitrary" and lacks clarity.“If this is truly as bad as we are being told, I don’t think health clubs closing tomorrow is going to solve the problem. I don’t think tubing is going to solve the problem,” Hatten said. “I don’t think closing a movie theater that hasn’t been open is going to solve the problem.”Hatten also called for unity from the governor, saying that if the governor is serious about coronavirus, the executive order shouldn't be limited to bars, gyms, and movie theaters.A representative for Mountainside Fitness says several other large gyms are taking part in the lawsuit as well, though that has not been confirmed with the other gyms.Dozens of members showed up to work out at Mountainside Fitness as soon as it opened Tuesday morning.Those like John Kiesewetter say they agree with the CEO's reasoning to remain open if other businesses aren't also forced to close. The CDC is recommending restaurants, cafes and places where people eat and drink, and likely are not wearing a mask while they do so, should consider all efforts to limit possible COVID-19 exposure and community spread, following the publication of a study looking at where coronavirus patients visited.Adults in the study with positive COVID-19 test results were "twice as likely to have reported dining at a restaurant than those with negative test results", according to the Centers for Disease Control and Prevention.The study looked at people who had coronavirus symptoms and sought testing and care from 11 health care facilities around the country. It found two situations were connected to a higher rate of positive COVID-19 test results compared to negative results; going to locations offering on-site eating and drinking options, and having close contact with persons known to have COVID-19.“Exposures and activities where mask use and social distancing are difficult to maintain, including going to places that offer on-site eating or drinking, might be important risk factors for acquiring COVID-19. As communities reopen, efforts to reduce possible exposures at locations that offer on-site eating and drinking options should be considered to protect customers, employees, and communities,” the study states.CDC personnel conducted interviews with more than 300 study participants, asking them about their mask-wearing habits, attending community gatherings, and activities in the last two weeks; including going to an office, salon, gym, bar/coffee shop, church, eating at a restaurant, or using public transportation. Participants answered using a five-point scale to indicate how often they did these activities.“Reports of exposures in restaurants have been linked to air circulation. Direction, ventilation, and intensity of airflow might affect virus transmission, even if social distancing measures and mask use are implemented according to current guidance. Masks cannot be effectively worn while eating and drinking, whereas shopping and numerous other indoor activities do not preclude mask use,” the report says.The responses indicated around 42 percent of those who had positive COVID-19 test results had close contact with one or more people with known positive cases. The majority of those “close contacts” were family members. Only 14 percent of those who had symptoms but had negative COVID-19 test results reported having close contact with a person known to have the virus.The CDC recommends that if a family member or member of a household becomes sick and it is possibly COVID-19, additional prevention measures should be taken. This includes isolating the sick person as much as possible in the home, reducing shared meals and common spaces, wearing gloves and masks inside the home, and cleaning and disinfecting the home often.The study was completed during July and the results were released September 10. 2952
