SAN DIEGO (KGTV) - Two San Diego area residents are asking the area's top two prosecutors to investigate and prosecute Assemblymember Todd Gloria for alleged violations of the Political Reform Act. According to a letter sent to San Diego County District Attorney Summer Stephan and San Diego City Attorney Mara Elliot, Kathryn Burton and Mat Wahlstrom allege Gloria "repeatedly violated PRA section 85200 by soliciting and receiving multiple contributions to his Assembly 2020 Committee before filing a statement of intent to run for the Assembly in 2020." The letter says, "without filing that statement, the FPPC's manual makes clear, he could not lawfully receive any funds into his Assembly 2020 Committee." The letter goes on to read, "my clients have reason to believe that there is a conspiracy to launder campaign money from an illegal campaign committee controlled by Mr. Gloria to the San Diego County Democratic Party, to a candidate to replace Mr. Gloria in the Assembly, and to several sitting members of the Assembly." According to the California Secretary of State's website, before raising any campaign funds, state candidates file "Statements of Intention" to run for a specific office. Candidates can file Statements of Intention for more than one office. Team 10 obtained Gloria's signed statement of intention, which shows the state received it on August 13, 2019. That's after the campaign committee was opened and filed a Recipient Committee Campaign Statement. Officials with the California Fair Political Practices Commission tell 10News the Assemblymember called FPPC Enforcement earlier this week and self-reported. Enforcement is determining the appropriate action moving forward. Team 10 reached out to Gloria's campaign, but as of this writing has not heard back.In a Tweet sent Wednesday Gloria wrote, "Some news reports have suggested that I am seeking re-election to the Assembly. I want to be very clear: I am not running for the Assembly, I am running for Mayor. My Assembly committee remains open to fulfill my responsibilities as a Member of the State Assembly until the end of my current term. The form filed by my committee yesterday (August 13th) simply corrected and administrative oversight that occurred when the original paperwork was filed months ago." A spokesperson for the District Attorney says they have received the letter but cannot confirm the existence of any potential investigation that may result. A spokesperson for the City Attorney tells 10News their office has received the letter from attorney David Kenney and is reviewing it. The allegations were first reported by La Prensa. 2777

SAN DIEGO (KGTV) -- Violence has been a part of our world since biblical days. I had been with 10News just a couple of months when one of the worst mass killings in U.S. history unfolded close to our border. We begin with that monstrous act.One scene always comes to mind from July 18th, 1984; the day of the McDonald's Massacre in San Ysidro. The body of 12 year old Omarr Hernandez, lying alongside his bicycle on the sidewalk of the fast-food restaurant. James Huberty told his wife he was going out "to hunt humans" that day. He took the lives of 21. A SWAT team sniper ended the seige by killing Huberty. The next day, Omarr's family invited us into their home to share their grief. It was overwhelming.Co-ed Cara Knott was murdered just after Christmas, 1986. Beaten with a flashlight, strangled, and thrown off a bridge alongside I-15 by a California State Trooper on patrol. Craig Peyer has made it a habit to pull over young women at night and direct them down a closed, unfinished exit ramp. He'd try to chat them up. Cara had recently taken a self-defense course and may have scratched at Peyer the night she was trapped in the darkness...and he killed her. Dozens of women told authorities they had been similarly stopped, plus there was blood and fibre evidence--threads from a rare CHP uniform patch were on her clothes. The jury voted guilty. Peyer is serving a life sentence. Cara's dad died pulling weeds from the memorial garden near where she was found. I've seen the rest of the family become closer as time passed..Stephanie Crowe was 12 when she was stabbed to death in her bedroom in 1998. Initially her 14 year old brother and two of his friends were suspects; and two of the boys confessed, including Michael Crowe. Those confessions were later deemed inadmissible; that the police interrogation was flawed. The boys were released and a transient in the rural Escondido neighborhood that night was arrested and brought to trial. There were smudges of Stephanie's blood on Richard Tuite's long-sleeved t-shirt. He escaped custody briefly during the trial but was quickly re-captured. Eventually convicted of voluntary manslaughter, the verdict was overturned on appeal. Tried a second time, a different jury considered that there was no DNA, no fingerprints, no physical proof that Tuite had entered the house; that perhaps the blood stains were due to cross contamination. He was found not guilty. The Crowe family has struggled with their grief for many years.7-year-old Danielle van Dam was stolen from her home in Sabre Springs in February, 2002. Missing for nearly a month, her body was discovered under a tree in a rural area more than 20 miles away. A 49-year-old neighbor, David Westerfield, quickly came under suspicion and was arrested on kidnapping charges after her handprint and traces of her blood were found in his motor home.Westerfield was convicted and sentenced to death. He's been on death row at San Quentin for 16 years. Brenda van Dam became an advocate for victim's rights.Chelsea King was running on a trail outside Rancho Bernardo in 2010; attacked and killed by an emotionally disturbed stranger, John Gardner He avoided the death penalty by admitting to the rape and murder of another teenager the year before, Amber DuBois... and leading police to her grave on a hillside near the Pala Indian Reservation. The Kings started a foundation that touched thousands.James Holmes dressed in tactical clothing and fired off multiple rounds into a crowded Aurora, Colorado movie theatre in 2012. It was during a midnight showing of that year's Batman movie, The Dark Knight Rises. Holmes, from Rancho Penasquitos, killed 12 and wounded 58 others before running out to his car where he was taken down and cuffed. He'd also rigged his apartment with homemade bombs to continue the killing spree but the booby trap was defused without injury. An insanity plea was rejected and Holmes was convicted and sentenced to 12 life terms plus over 3300 years in prison. 4009

SAN DIEGO (KGTV) - U.S. Attorney General Jeff Sessions discussed record-setting drug seizures in San Diego today.Rep. Duncan Hunter, Rep. Darrell Issa, and U.S. Coast Guard Commandant Adm. Paul Zukunft joined Sessions at the news conference at the Tenth Ave. Marine Terminal.Coast Guard officials offloaded more than 50,000 pounds of cocaine and heroin since the beginning of August. The drugs have a street value of almost 0 million."By preventing overdoses and stopping new addictions before they start, enforcing our drug laws saves lives," Attorney General Sessions said. "This record-breaking year by our Coast Guard saw the arrest of more than 600 suspected drug traffickers and kept nearly half a million pounds of dangerous drugs from getting to our streets--and ultimately to our neighbors, friends, and families."Adm. Zukunft said the Coast Guard has seized more than 455,000 pounds this year - more than all of last year."These drugs represent the scale of the threat transnational organized crime poses to our nation and to all peaceful nations of the Western Hemisphere," Adm. SAN DIEGO (KGTV) — With President-elect Joe Biden and Vice President-elect Kamala Harris projected to take the White House, Harris will have to resign her seat in the U.S. Senate.The power to fill that seat would fall to Governor Gavin Newsom, and the political jockeying for his pick is well underway.“This is one of the best jobs in American politics, one of the most prominent jobs in American politics and every California political leader wants it,” said UC San Diego political science chair Thad Kousser.Kousser expects Newsom will want to make history with the diversity of his pick, should he have the opportunity.Others are thinking along the same lines. Groups like Equality California have sent the governor a list of their preferred LGBTQ candidates, which would be a first for California.Assemblywoman Lorena Gonzalez tweeted out her own list Friday of Latino candidates, another potential first for the state.“We are the largest demographic in this state, and growing,” she wrote. “It’s time we have a Latino/a US Senator.”Political analyst Laura Fink says the governor is going to have to balance a lot of competing interests.“First and foremost, what's going to be best for California? And then of course, what's going to be best for Governor Newsom moving forward as he looks toward his political ambitions,” Fink said, referring to the possibility that Newsom could run for president.There have been dozens of names floated as potential picks, including California Secretary of State Alex Padilla and state Attorney General Xavier Becerra.Both are sons of Mexican immigrants who would be the first Latino senators in California history.But don’t pencil either in just yet, according to Fink.“Kamala Harris is leaving one of only 26 women in the Senate. That's one out of four. Last time I checked, [women] are north of 50 percent of the population. So that is something that will need to come into consideration,” she said.Rep. This would be another first for her should she ascend to that seat.”Atkins declined to say if she was interested in the job or being vetted.“Right now, my focus is on the work before us, and the path ahead of us," she said in a statement to ABC 10News.Atikins said she was “focused on the outcome of the election and our state Senate races, looking forward to a Biden/Harris administration, and continuing our work here in California.”The power to fill a vacant U.S. Senate seat comes from the 17th Amendment to the U.S. Constitution. States have their own laws that shape the process.Five states require Senate vacancies to be filled by a special election. Nine states allow the governor to appoint a replacement, but require a special election shortly after.The remaining 36 states, including California, allow governors to appoint a replacement to serve out the remainder of the term.Newsom’s pick would serve out the remaining two years on Harris’s term, then go up for reelection in 2022 as an incumbent. SAN DIEGO (KGTV)— As Governor Jerry Brown visited Ground Zero for the Camp Fire in Paradise, a San Diego woman is doing the same. Corine Finnigan has more than 100 family members who lived in Paradise, and is now driving a truckload of supplies and cash to help them. Her adult niece, Christine Blackburn told 10news about her harrowing escape through the flames. While the fire was inching closer to her car, she shot video. In it, you can hear her trying to comfort her four and six-year-old children, sitting frightened in the backseat. But this escape story is not unique to Blackburn. In fact, her aunt Cynthia Watts also narrowly escaped the fire.“That was the most terrifying experience of my life,” Watts said.The taxi driver lived on the East side of town, where the fire began. Immediately, she packed her car and drove south. Minutes later, she was in bumper to bumper traffic. "I don't think we moved an entire inch in an entire hour,” Watts recalled.She tried driving on the Northbound lanes on Skyway Street, but the jam never let up. So she abandoned her car and ran for her life."I just started hoofing it,” she said. Watts walked and walked, passing rows of cars on the town's main road. She was even offered rides from drivers stuck on the road but refused. That was until she heard a co-worker screaming to get into his truck. The next thing she knew, they were in Chico, with absolutely nothing.“Thank you, God. I got out of there, in the nick [of time],” she said. This escape story is also not unique to Watts. In fact, she has nearly 100 extended family members in the small city, all who are now homeless."They have nothing,” Finnigan said. Finnigan is Watt's youngest sister of thirteen children. While she moved to San Diego a few years ago, Finnigan spent most of her life in Paradise. This year, she and her husband Bryan are spending their 22nd wedding anniversary, driving up supplies to her family.“We look like hoarders now, with bags and bags and bags of clothes, shoes, towel, and toys,” Finnigan said. With the help of her friends and co-workers, she was able to collect the donations, including ,000 in cash for the survivors in the Camp Fire. One miracle, Watts said, was that everyone in their family managed to escape in time.  2336
