The NCAA has announced Wednesday a series of major changes to college basketball in the hopes of eliminating corruption in the sport. The NCAA will now allow undergraduate students to participate in the NBA draft and return to school if they are not selected. Previously, players were allowed to attend the NBA combine but needed to withdraw 10 days prior to the draft in order to retain eligibility."Elite" high school prospects will now be permitted to be represented by an agent certified by the NCAA. According to CBS, USA Basketball will be tasked with choosing which prospects are considered "elite."The NCAA also announced major changes to the recruiting calendar, which the association hopes will allow recruits to attend more showcase events put on by high schools. Currently, apparel companies put on some of the most prestigious recruiting events. Finally, the NCAA will hold university presidents and chancellors personally accountable for their own athletics programs. The league declined to specify how the presidents and chancellors would be punished for the actions of their athletic departments.  1134

utting a Band-Aid on things, it's all OK. But, no. What about our feelings? What about those people who died trying to put Puerto Rico back (together) again? People needed (electricity) because they had oxygen (machines). They were ill; they had cancer. They had other issues, health-wise. They needed the government, and the government failed them."She shared Ruiz's story, she said, so "at least someone will know he existed." 4726

The pandemic has exposed a long-standing problem across the county: a lack of internet access in homes. And for most families, the switch to virtual learning came without warning. "Yes, there was an announcement, and my initial thought was not fear, more of daunting. I was overwhelmed," said San Diego mother Paula Gosswiller. Because for Gosswiller, it meant having to convert her kitchen into a classroom for five. Ranging from ages 5 to 13, all of her school-aged kids are in different grades."We did not have internet at the time in our house, and just the thought of homeschooling without internet or technology was daunting," said Gosswiller. The kids attend St. Ritas Catholic School in southeast San Diego, which was able to secure enough devices for each student before the school year, thanks to a donation. When school went virtual, they deployed the iPads and Chromebooks to students in need."The inconsistency of internet and things like that, really made it challenging for a lot of our families," said Principal Gina Olsen. Olsen says nearly half of the students needed to borrow a device when the school went virtual. She says they were also grateful to receive a grant from the Southeastern San Diego COVID-19 Rapid Response Fund, to help cover missed tuition payments for students. Like many families, the Gosswiller's were forced to add an internet bill to their list of expenses, but not all can afford to do this."I think the statistics are something like 1 in 4 kids in the U.S. don't have access to WiFi at home. Before the pandemic, they could stay after school, they could go to a library, maybe a McDonald's parking lot or a Starbucks," said Angela Baker, who runs corporate responsibility at Qualcomm.Located in San Diego, the tech giant Qualcomm helped turned our cellphones into smartphones with its modem chips. Now, they're putting some of that technology into computers."With people getting so used to their smartphones, and the experience of always being on, great battery life, being able to use it anywhere you are, no matter where you are, we kind of took that concept and applied it to the PC market," said Pete Lancia, who runs external communications at Qualcomm. With help from manufacturing partners, Qualcomm built computers with cellular connectivity that don't require WiFi to get online. They donated 900 to students in the San Diego Unified School District."We really need to make sure that kids have access to broadband at speeds that will let them do their homework, watch videos, see the instruction if that's being done, now that we know so many schools are probably going to be online," said Baker. And like your smartphone, the battery is designed to last all day. "I think this was a wake-up call for everyone," said Gosswiller. She says her family is making it work, navigating the challenges as they go."We're ready to take it on and mark the days off the calendar when they can go back to school physically," she said. 2981

The Justice Department is investigating Interior Secretary Ryan Zinke for possibly using his office for personal gain, following a referral from Interior's inspector general, two sources familiar with the investigation say.The full extent of the inquiry is unclear.Zinke has faced multiple ethics questions during his time at Interior, and the inspector general's office has multiple public inquiries into the secretary including the department's handling of a Connecticut casino project, whether the boundaries for Grand Staircase Escalante National Monument were redrawn to benefit a state lawmaker and conversations between Zinke and Halliburton Chairman David Lesar about a Montana land development project.Zinke said he has not been contacted by the Justice Department."They haven't talked to me. It will be the same thing as all the other investigations. I follow all rules, procedures, regulations and most importantly the law. This is another politically driven investigation that has no merit," Zinke told CNN.The Justice Department declined to comment. Interior's inspector general's office said it would not comment on Justice-related issues.President Donald Trump's Cabinet secretaries have faced scrutiny over their use of government resources, including former Health and Human Services Secretary Tom Price and Housing and Urban Development Secretary Ben Carson.CNN has also learned Justice Department investigators began probing Scott Pruitt's questionable ethical conduct before he left as Environmental Protection Agency administrator, according to multiple people familiar with the matter. The inquiry was opened up after a referral from the EPA IG regarding whether Pruitt took any action to benefit an energy lobbyist he rented a condo from for below market rate. The probe appears to have stalled since Pruitt left office over the summer, according to multiple sources familiar with the matter. 1922

The Pennsylvania Department of Health is encouraging people who were at President Donald Trump’s campaign rally at Harrisburg International Airport on Saturday to get tested if they are feeling sick.Trump announced earlier Friday that he and the first lady have tested positive for the coronavirus. The department is asking people to download the COVID Alert PA phone app if they do test positive to anonymously alert people they may have come in contact with.Thousands attended the outdoor rally, held hours after the president introduced his Supreme Court nominee, Amy Coney Barrett, from the Rose Garden at the White House. Those at the rally were required to pass through a security checkpoint and get their temperatures taken. The president had another rally in the last week, on Wednesday in Duluth, Minnesota. Three Republicans boarded Air Force One in the Twin Cities and flew with the president to the Duluth rally location. Two of them, Congressman Tom Emmer and Congressman Jim Hagedorn, told local media they are taking a COVID-19 test after possible exposure to the president or a member of his team. Other lawmakers who interacted with the president while he stopped at Twin Cities International Airport have taken steps to protect their health, according to KARE11. 1287
