CLEVELAND, Ohio - Like any other case, President Donald Trump’s positive COVID-19 test will set into motion a series of events designed to determine who the president might have been in close contact with. That investigation—called contact tracing—is considered by many experts to be one of the best ways of handling new outbreaks and potential COVID-19 clusters.President Trump announced early Friday morning that he and the first lady had tested positive for the virus. The president had been in Cleveland earlier in the week for the first presidential debate. The incubation period for COVID-19 is anywhere between two to 14 days, although in many cases the period is between three to five days. It remains unclear where and how President Trump was infected with the virus.Members of the small crowd that attended the debate in person were required to be tested for the virus. Anyone with a positive test was not allowed inside.In typical cases, once a person has tested positive for the virus, contact tracers—which act almost like disease detectives—will ask the patient a series of questions about their activities prior to the positive test. Eventually, the contact tracers will work to find out who the patient might have been in close contact with.Generally, close contact is defined as another person who may have been within six feet of the patient for at least 10 minutes. The people identified as close contacts will be alerted by the contact tracers of their possible exposure and risk of infection. All parties are then asked to self-quarantine for at least 14 days.Although the close contacts are not apprised of the identity of the person who tested positive for the virus, sometimes they are not forthcoming with information to contact tracers.“When we call the contacts, you get a variety of responses. Sometimes people hang up, sometimes they cuss us out,” said Romona Brazile of the Cuyahoga County Board of Health.The contact tracers will also ask the close contacts about any possible pre-existing conditions and advise them on how to keep the virus from spreading in their homes. The goal of contact tracing is to determine who might have been exposed in order to keep the virus from spreading uncontrollably.Whether it be SARS, HIV, or Ebola, contact tracing has been used by epidemiologists and virologists for decades. It is considered by many to be one of the best ways to prevent further spread of diseaseThe Cuyahoga County Board of Health has had anywhere from 60 to 75 contact tracers and can activate more as they are needed, officials said. Citing a maritime law from the 1850s, the companies that operated a duck boat that sank during a fierce storm in July, killing 17 people, have filed paperwork asking a federal court to rule they have little or no liability for the incident.The companies said the legal maneuver, filed in Missouri, will consolidate the civil actions against them and they plan to mediate settlements with survivors and families of the victims.But one woman who survived the sinking as nine of her family members perished said the court filing finding her relatives "worthless is incredibly hurtful and insensitive."Ripley Entertainment, which operates Branson Duck Vehicles, says in its court complaint filed Monday that an 1851 law limits its liability because the amphibious vessel was properly maintained and prepared for the voyage and after the sinking it is a total loss. 868

Cited under Arizona's Stupid Motorist Law and slammed with four tickets, a Scottsdale man who drove into deep water learned a lesson Sunday night.Cooper Moore, 20, said he was close to home and he did not see how deep the water was in the roadway, so he decided to drive through the barricades in place. RELATED: How much water does it take to wash a car away?Moore said he quickly realized that was a mistake when the water reached halfway up his tires. "I just thought it was more convenient going through this and I didn't think...I didn't see how powerful the water was at the time," Moore explained. "And when I got to that point where my car is, I tried to go in reverse, but it stalled and my engine just shut off and I needed to get rescued."Moore said he escaped out the window and sat on his car while he waited for help to arrive. He said they walked him to safety but then handed him four tickets. Moore said while he understands what he did was wrong, he thinks rescue crews were a little harsh with him."I think they gave me a little too many consequences for that," Moore said. "And they said that I brought a lot of people out there and it was a Sunday night and I understand that I may have ruined some people's nights, but it's just a small mistake."Under Arizona's Stupid Motorist Law, a driver can be forced to reimburse rescue crews for their efforts to get a person to safety if they ignored barricades. COLORADO SPRINGS, Colo. — More than 150 students at Colorado College are being quarantined for the next two weeks after one tested positive for the COVID-19 over the weekend.“At first I was like, shocked, but after a little while it sunk in like, 'Wow, that’s 14 days in one room,'” said Colorado College freshman Andrew Kaelin.Kaelin and Oliver Kendall only met Saturday. On Sunday, these roommates found out they will be spending nearly every minute of the next two weeks with each other. Students are allowed to only leave the room for laundry, bathroom and water. Food for the day is delivered to the room.“It’s a good way to get to know someone,” Kendall said.Before moving in, all students were required to take a COVID-19 test and were asked to isolate in their dorm rooms until the results came back.Brian Young, with Colorado College, said the student who tested positive went into the hallway of the dorm rather than staying in the room.“Immediately, as we isolated, the individual did our contact trace, realized, unfortunately, (that they) didn’t follow the guidelines we were after,” Young said.Neither Young or the El Paso County Health Department could say exactly how many came in contact with the student. Whatever the number was, it was enough to lock down Loomis Hall and the 155 first-year students living there.“All of our students are doing fine. No one is symptomatic,” Young told KMGH.Young said anyone showing even one symptom will be tested immediately. Colorado College is also providing students the ability to speak to a mental health expert as needed. CONNEAUT, Ohio — Conneaut Councilman Phillip Garcia, 63, was arrested and taken to the Ashtabula County Jail in Ohio on Tuesday, according to employees at the sheriff's department.Court documents revealed that Garcia is being held on 26 felony charges.The 26-count indictment includes five counts of rape, four counts of corruption of a minor and two counts of sexual conduct with a minor. He was also indicted on 15 felony counts of compelling prostitution.Garcia, 63, the councilman for Ward 2 in Conneaut, serves as a member on the Parks and Recreation committee, Economic Development Committee and Public Service Department/Cemeteries committee. Ashtabula County Sheriff Bill Johnson said they've been investigating Garcia for two to three months. They launched the investigation into Garcia, who owns Phil's Catering after an employee came forward in June.The charges relate to five juveniles between the age of 13 and 17, according to the release.  The alleged sexual assaults took place between 1997 and 2005.Four of the alleged victims were employees of Garcia's catering business."We do have concerns that there could be additional victims who have not yet been identified, and we urge anyone with information pertinent to the investigation to come forward," said Attorney General DeWine.  1356
