CHULA VISTA, Calif. (KGTV) - The City of Chula Vista is launching a new pedestrian safety initiative after seeing a sharp increase in fatal crashes last year.According to the Chula Vista Police Department, nine pedestrians were killed in 2017 on city streets. That’s up 125% from 2016.In the first three months of 2018 there have already been three fatal pedestrian crashes, a 200% increase from the same period last year. Police say it's the first time in four years they’ve had more than one pedestrian killed within the first quarter of the year.The map below shows those killed in auto-pedestrian crashes between January of 2017 to March of 2018. In an effort to combat the trend and educate the public, the city unveiled a new campaign on Thursday called “Stay Safe Chula Vista.”To kick off the program they have named April as “Pedestrian Safety Awareness Month.” The Chula Vista Police Department along with the Fire Department and Department of Traffic Engineering will be working together on enforcement and education.CVPD will have increased patrols targeting both drivers and pedestrians who violate traffic laws. Along with the ticket, violators may also relieve pamphlets with information on the “Stay Safe Chula Vista” campaign. Of the nine fatal collisions in 2017, CVPD said pedestrians were found to be at fault in seven of them.The announcement came a little over a month after a 90-year-old man was killed while crossing the street.RELATED: 90-year-old dies hit, killed by two cars in Chula Vista Police say the man was crossing East H Street when he wasn’t supposed to when he was struck and killed.Similarly, in January of 2018, a 94-year-old man was hit and killed on the 1500 block of Third Avenue. (KGTV) — A Chula Vista man says he got a screeching, costly surprise after he started his car Wednesday morning.Along Regency Way, just before 6:30 a.m., Jimmy got into his Toyota Corolla S, which was parked in the street."Started the car. As I was pulling out, felt my car lurch to the side," said Jimmy, who asked us not to use his last name.The lurch came amid the most awful of noises."Pretty much like a crash ... felt the scraping of my rotor on the asphalt ... and then pretty much my car slammed into the asphalt itself. Traumatized and scared of what happened," said Jimmy.His heart sank as he got out and stared at the driver's side wheels, which had fallen off."My lug nuts were completely missing, all ten of them on the left side," said Jimmy.His repair estimate: a staggering ,500. He's insured with a 0 deductible. "Every little cost affects you. It matters," said Jimmy.Jimmy's vehicle was not the only target. Two blocks away the same morning, another driver shared a similar fate because of stolen lug nuts. A member of the HOA board for the nearby condos told 10news that a month ago, there were reports of a car with loosened lug nuts. The motive of the incidents remain unknown. Jimmy doesn't believe he was personally targeted, but he's fearful the thief will be back at it again. "It could have cost my life or another driver's life. CHULA VISTA, Calif. (KGTV) – The Chula Vista Elementary School District’s appearance on a website list of applicants seeking to reopen schools was determined to be a mistake, the district told ABC 10News.CVESD never applied for a waiver, stating on their Facebook page on Thursday night:“We are aware of a ‘Chula Vista Elementary’ fraudulently being listed as an applicant for a school reopening waiver. Our District has NOT applied for a waiver to reopen our schools. As a part of the waiver process, we would consult with labor units, parents and community organizations first. Our District is working with investigative authorities to determine how documents were submitted purporting ‘Chula Vista Elementary’ is a waiver applicant with the San Diego County Health and Human Services Agency.”District officials said the 2020-21 school year will begin Aug. 31 with distance learning.On Friday, a district spokesperson told ABC 10News that the listing was the result of an error made by an independent charter school that selected the Chula Vista district name on the San Diego County Health and Human Services website.The spokesperson said the HHSA informed the district of the mistake and the website has since been corrected.Meanwhile, at least 27 schools in San Diego County have already been given the green light to begin in-person learning, with dozens of other schools still waiting for approval.Those schools that have been approved have several things in common, including the ability to maximize outdoor space.The Rancho Santa Fe School District is on the list of those that can bring students back to campus, and Superintendent Donna Tripi said preparing for this was not an easy task."We had to work on the class groupings, we had to do training for staff, training for parents, we had to write up all the protocols and really think out every move that everyone makes on campus,” Tripi said.San Diego County was removed for California's virus monitoring list on Aug. 18, beginning the 14-day countdown the county needs to stay off the list in order to reopen K-12 schools in-person.On-campus classes could resume as soon as Sept. 1, depending on the school district. 2188

CHULA VISTA, Calif. (KGTV) — As ICU capacities continue to dip, coronavirus positive cases within the local Latino community stay high. Leaders within the Latino community are now pleading with people to stay home during the holidays. Christmas is just days away, it's a festive time for family, a joyous time of gathering. But Nancy Maldonado with the Chicano Federation says this year, that cannot happen."I get it, it's hard, but it's necessary, and it's what we have to do right now," Maldonado said.The percentage of Latino San Diegans testing positive with COVID-19 is disproportionately high. While making up 34% of the county population, Latinos make up nearly 60% of positive COVID cases. With ICU space now extremely limited, Maldonado says they cannot afford to add to those statistics."Latinos have been hit really hard because of the overrepresentation in front line jobs, because of crowded housing, and because of a number of different factors," Maldonado said. "What we're seeing right now is the fallout of people gathering from Thanksgiving, and we don't want to see these numbers increase."Last week, ABC 10News reported that the wait times at the South Chula Vista Library's free, no-appointment COVID testing site were hours long. But beginning Sunday, the county changed the site to be appointment only. The goal is to keep people from going out and gathering at a COVID-19 hotspot.The South Bay, which is home to many Latinos, has been hit hardest with the virus. Maldonado says that is why the Chicano Federation has boots on the ground to launch the "With Pride" campaign."It's the 'Con Orgullo' campaign, 'With Pride,'" Maldonado translated. "Because what we really want to do is touch on people's pride that they feel when keeping their families and communities safe."Their message is for people to get tested, stay safe, and stay home during the holidays."We are very family-oriented," Maldonado said. "Traditionally, we do gather during the holidays, and we gather in large groups. So we're sending a message that this holiday season, it has to look different so that next year, we can all get back to celebrating the way we love to. It's great to feel hopeful. CHULA VISTA (CNS) - A former Tijuana police officer was handed a two- year state prison sentence today for his role in a planned break-in of a Chula Vista residence, which he and others believed was a stash house containing around million in drug money.Marco Quijas-Castillo, 28, pleaded guilty earlier this year to one count of conspiracy to commit robbery for the attempted January break-in.A fellow Tijuana officer, Jesus Estrada Torres, 35, was also charged in the case and is awaiting trial on a conspiracy charge.According to preliminary hearing testimony, the two officers and four other men believed a shipment of money would be delivered to the three-bedroom residence, which was actually being rented by the FBI. The defendants were informed of the supposed shipment by an undercover FBI agent, according to testimony.According to the criminal complaint, Quijas-Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 34, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 30, who allegedly traveled to Chula Vista from San Bernardino County.Castillo and Torres ``provided counter-surveillance'' at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance near the Chula Vista residence while Shaw walked up to the house, and ``entered a code into a lockbox containing a key to enter the house,'' the complaint alleges.According to testimony, the men planned to tie up two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home. 1733
