VISTA (CNS) - A man who detained two juveniles and took their skateboards in Vista while posing as a sheriff's deputy pleaded guilty Monday to a charge of felony false imprisonment and in a separate case admitted calling in a false report of a bomb threat.Abraham Joseph Nava, 24, will receive credit for jail time served and be placed on three years probation when he is formally sentenced Aug. 27.Nava was arrested June 14, days after the sheriff's department was contacted about a suspect claiming to be an undercover deputy and launched an investigation.During interviews with several employees from businesses in the Main Street area of Vista, investigators learned that the suspect had passed out fake business cards and was interacting with juveniles, said sheriff's Sgt. Jason Scroggins.Investigators also learned that two juveniles were detained by the suspect and had their skateboards taken, he said.After identifying Nava as the suspect, investigators got a warrant to search his home and discovered several pieces of San Diego County Sheriff's Department-specific uniform items, including badges, Scroggins said.A box of fraudulent sheriff's department business cards were also found, according to the sergeant. VISTA (CNS) - A Catholic priest who grabbed a seminary student's groin from behind in a restroom stall during a night of drinking at a Carlsbad restaurant was convicted of misdemeanor sexual battery Monday.A jury deliberated about two hours before finding the Rev. Juan Garcia Castillo guilty.Castillo, who had worked at St. Patrick's Church in Carlsbad since 2011, faces six months in jail and registration as a sex offender when he is sentenced Jan. 18, said Deputy District Attorney Joshua Brisbane.The 33-year-old victim -- a former Navy attorney who left the military to join the priesthood -- testified that he had met Castillo the night before the incident, which happened about 1 a.m. on Feb. 4.According to court testimony, the victim went to the restroom to be sick, and was in a stall when Castillo grabbed his genitals from behind.The victim testified that he told Castillo to go away, but the defendant came back in the stall and massaged the victim's groin in a sexual way.Castillo, 35, testified that he followed the victim into the restroom because it looked like he was going to be sick. The priest said he tried to put pressure on the victim's stomach to stop his vomiting because his mother had taught him that trick as a child.The Roman Catholic Diocese of San Diego suspended Castillo once it learned of the "credible allegation" against him. 1371

Voters in Maine are trying out a new election system this year.“It is going to be used this fall for the first time in the presidential race, and that was a focus of a series of court challenges that went back and forth up though just a few weeks ago before it was finally determined, yes it will be used in the presidential race,” said Mark Brewer, Professor of Political Science at the University of Maine.What is ranked-choice voting? And how does it differ from how you fill out the more traditional “choose one,” or plurality, ballot design?“Normally you'll have a grid of candidates, all the candidate names on the left side and all of your choice columns along the top,” said Chris Hughes with the Ranked Choice Voting Resource Center. “Once we get everybody's ballots in, you count up all the first choices. If anyone has the majority, they get 50% of all those first choices, then that person is the winner.”However, if no candidate gets 50%, “you eliminate whoever has the fewest first choices and count the second choices on those ballots instead,” Hughes said.Ranked-choice voting has already been used for some local elections in states like California.“The big surge we’ve seen in the last 20 years started in San Francisco. San Francisco adopted ranked-choice voting in 2002 to eliminate their run off elections. I can't imagine we will.
