BEIJING, Sept. 4 (Xinhua) -- China's government is adjusting its policies on imported technological equipment with the purpose of boosting domestic innovation and greater industrial restructuring and upgrading.     Key components and raw materials imported by domestic enterprises for manufacturing major technological equipment and products are exempted from import tariffs and value-added tax (VAT) as of July 1 this year, according to a joint communique issued by the Ministry of Finance and five other ministries Friday.     Tariff exemption for imported complete set of machinery and equipment will be revoked, according to the communique.     To ensure smooth transition, preferential policies for items which currently can not be wholly supplied domestically, if it is proved so after examination, will be phased out gradually.     Major State-backed key technological equipment includes clean energy power generating systems and nuclear power generating units of above a million kilowatts.     China's central government in March announced expenditure of 20 billion yuan (2.94 billion U.S. dollars) for this year, from a 908 billion yuan public sector budget, to help enterprises upgrade technology, energy efficiency and innovation.     It also unveiled a three-year plan in May to stimulate equipment-manufacturing industry, which lacks ability to innovate and had underdeveloped technology.     But experts said lack of funding and cooperation among research institutes still restrain China's technological transition.

NANNING, Sept. 2 (Xinhua) -- Authorities in south China's Guangxi Zhuang Autonomous Region announced Wednesday the addition of 20 million yuan (2.94 million U.S. dollars) to a fund financing efforts to fight drought as hot, dry weather maintains its grip on the region.     The Flood Control and Drought Relief Headquarters in Guangxi simultaneously launched a drought control response mechanism which requires local departments such as weather, water resources and power supply to cooperate closely to guarantee success of the efforts to fight drought.     According to the local weather department, Guangxi suffered its hottest weather in 58 years from Aug.1-30, with the temperature averaging 28.9 degrees Celsius.     The south Chinese region has had 1,152 mm of rainfall in the past eight months, a drop of 12.7 percent from the average level for the same period in normal years. It had rainfall of only 91 mm last month, down 57 percent from the average level for the same month in normal years.     The Flood Control and Drought Relief Headquarters in Guangxi said 638,500 people, plus 299,200 livestock had been suffering from water shortages.     And 280,850 hectares of cropland affected because of hot weather and less rain, included 598 hectares of crops that died in the arid conditions.     The regional weather service's forecast Monday said Guangxi's drought would continue during the coming week.     Guangxi has already made great efforts in drought control. More than 53.41 million yuan (about 7.86 million U.S. dollars) has been set aside so far.     The region's department of water resources has dispatched five working groups to areas such as Laibin, Chongzuo, Wuzhou, Hezhou, Hechi, all in Guangxi, to supervise or guide drought control efforts.     Zhong Xiangting, the department's chief, said the region had since late August mobilized more than 1.71 million people to fight drought, which has helped irrigate 148,470 hectares of crops and temporarily solve water shortages faced by 390,280 people and 193,110 livestock.

XI'AN, Aug. 22 (Xinhua) -- Serbian President Boris Tadic on Saturday arrived in the ancient capital Xi'an in northwest China, continuing his week-long visit to the country.     Tadic visited some well-known historic sites in the city, including Emperor Qin Shihuang's Mausoleum and the Terra-cotta Warriors.     The president hailed "Terra-cotta Warriors" as unique, saying those warriors demonstrated Chinese' delicate craftsmanship dating back more than 2000 years.     "They are so well-preserved, thus Serbia should work with China on the protection of cultural relics," Tadic said. Serbian President Boris Tadic visits the Museum of Terracotta Horses and Armored Warriors of the First Emperor of the Qin Dynastry in Xi'an, capital of northwest China's Shaanxi Province, Aug. 22, 2009    Zhao Zhengyong, deputy governor of Shaanxi Province, of which Xi'an is the capital, met with Tadic on Saturday.     Tadic said his country will cooperate with Shaanxi as the province boasts abundant resources in petroleum, coal and culture.     Tadic made the week-long visit as a guest of his Chinese counterpart Hu Jintao. He was the first Serbian head of state visiting China since Serbia became an independent state in 2006. PITTSBURGH, United States, Sept. 25 (Xinhua) -- Chinese President Hu Jintao on Friday called on world leaders to make every effort to promote global economic growth and a comprehensive, balanced and sustainable socioeconomic development.     In a speech at the Group of 20 (G-20) economic summit in Pittsburgh, Hu said the world economy has seen positive signs since the two G-20 summits held in Washington in November and in London in April.     "The international community's confidence has strengthened, financial markets have moved toward stability and the world economy has seen positive signs," the Chinese president said.     Hu warned that the foundation of an economic recovery is not yet solid, and that many uncertainties remain.     "A primary task at present," he said, "is to counter the international financial crisis and promote a healthy world economic recovery." But more importantly, he said, it manifests itself in the imbalances in global wealth distribution, resource availability and consumption and the international monetary system.     "The root cause, however, is the yawning development gap between the North and the South," Hu said.     He called on world leaders to build up international institutions that promote balanced development.     "We should scale up input in development in diverse forms ... We should value the important role of technological cooperation in promoting balanced development, reduce man-made barriers to technology transfer, and create an enabling environment for developing countries to narrow the development gap," Hu said.     The Chinese leader said his country has attached great importance to comprehensive, balanced and sustainable socioeconomic growth, and has mainly relied on expanding domestic demand, in mitigating the impact of the international financial crisis.     "In the first half of this year, despite the drastic contraction in overseas demand, China's GDP managed to grow by 7 percent year-on-year," he said.     Hu said that China has taken an active role in international development cooperation, and has been actively engaged in international cooperation to tackle the crisis since it broke out.     He said China will follow through on its assistance pledges and measures in a responsible manner, and within its capabilities offer more help to developing countries, particularly the least developed nations in Africa.     "I am confident that with the concerted efforts of the entire international community, we will prevail over this international financial crisis and usher in a more prosperous future for the world economy," he said.     Leaders from the Group of 20 gathered in Pittsburgh on Thursday and Friday to discuss ways to promote a recovery from the world economic and financial crisis.

  

HONG KONG, Sept. 8 (Xinhua) -- The Commercial Aircraft Corporation of China displayed a scale model of its jetliner C919,the country's first home-grown large commercial airliner, for the first time at the Asian Aerospace '09 on Tuesday. With a scale of one to ten, the model was so far "the most precise one put up for public display," said Guo Bozhi, president of the Shanghai Aircraft Design and Research Institute, a unit of the Commercial Aircraft Corporation of China, or COMAC.     The mockup was displayed at a prominent position at the Asian Aerospace, Asia's leading air show, side by side with industry giants like Boeing and Airbus. Together with some ten other Chinese mainland-based manufacturers, suppliers and service providers at the show, it attracted attention of media from around the world. A mockup of jumbo jet C919, the major project of the Commercial Aircraft Corporation of China (COMAC), is displayed at the Asian Aerospace '09 in Hong Kong, China, Sept. 8, 2009. COMAC is a company established in 2008 with the State Council approval to develop C919, the first home-made jumbo jet of China. It is expected to enter service in 2016    "It's the first time that China has put a face in front of the global aviation industry," said Richard Thiele, global head of sales for Reed Exhibitions, organizer of the show.     COMAC has currently sent out requests for proposal, or RPFs, to over 100 potential suppliers, both domestic and international, and signed memorandums of understanding with nine domestic airframe suppliers. The company has been in touch with engine suppliers including General Electric, Rolls Royce and Pratt&Whitney, Guo said. It has a registered capital of 19 billion yuan (2.78 billion U.S. dollars), with the State-owned Assets Supervision and Administration Commission as the biggest shareholder.     The company has said the maiden flight of C919 was planned for late 2014, with delivery expected by 2016. It was intended as a single-aisle airliner to target the short and medium haul markets in eight to ten years from now, Wang said.     If successful, COMAC plans to produce 50 C919 aircraft each year at the early stage and annual production could reach 100 or even more at a later stage, depending on how it is received by the market, Guo said.
