SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. SAN DIEGO (KGTV) - U.S. Coast Guard crew members rescued seven people off the coast of La Jolla from a sinking yacht Friday. The vessel began taking on water Friday morning when the call for help came in. Coast Guard, San Diego Lifeguards, and U.S. Navy members all responded."You have to be pretty Johnny-on-the-spot whenever you're hovering over a boat like that," pilot Treston Taylor said. "Especially lowering and hoisting people up and down."A water pump was also lowered to the sinking ship to help buy crews time."For those people on that vessel, they were very excited. Their adrenaline was pumping," Lyman Dickson, the Coast Guard swimmer lowered to the yacht, said. "It's a very intense situation for them."No injuries were reported during the rescue. 795

SAN DIEGO (KGTV) - Vandals damaged a park in Sabre Springs Thursday night, dumping sand into toilets and scrawling inappropriate graffiti on the walls. Trash cans were emptied out and piles of wood chips were dumped along the entrance to the South Creek Neighborhood Park. The clogged toilets and sinks caused minor flooding in the bathrooms. Some of the plumbing was also damaged, according to the San Diego Police Department. City crews cleaned up the mess by the afternoon. Police were still searching for the culprits Friday. 537

SAN DIEGO (KGTV) - There will not be a new pledge class this year for one fraternity at San Diego State University.Phi Kappa Theta had its charter revoked by its national organization on Nov. 6.According to Phi Kappa Theta National, recent actions by members of the CA Phi Iota Chapter caused the chapter to be placed on suspension by both SDSU and the fraternity earlier this fall."This unanimous decision was difficult yet necessary," Fraternity President Adrian Gonzalez said. "Our intention is to use this process as a means to continue our Board’s long-term vision of supporting chapters aligned with our mission, vision, and values.”The fraternity said the SDSU’s chapter’s culture no longer aligned with the fraternity. SDSU officials said Phi Kap was initially put on suspension in January of this year and advised the fraternity that any further incident would result in their removal.“Allegations of violation of the alcohol policy by the fraternity were reported in September, which necessitated the further action,” SDSU media relations officer Cory Marshall said.Phi Kappa Theta’s expulsion at SDSU is in effect for seven years. 1159
