BEIJING, Feb. 21 (Xinhua) -- China's top leading body Monday pledged to prevent wild swings in the economy, while warning that the economic situation in 2011 would be complicated. The country should maintain stable and consistent macro-economic policies while improving accuracy, flexibility and efficiency of the policies, the Political Bureau of the Communist Party of China (CPC) Central Committee decided at a meeting presided over by President Hu Jintao, who is also General Secretary of the CPC Central Committee.Officials at the meeting were urged to "remain sober, be aware of difficulties, and work hard to fulfill the tasks this year so as to create a good beginning for the 12th Five-Year Program (2011-2015)."The top echelon of leadership reassured that China would continue an active fiscal policy and prudent monetary policy, while trying to balance steady economic growth with economic restructuring and control of inflationary expectations."It is necessary to maintain stable commodity prices, expand domestic consumption, increase investment in agriculture, speed up industrial restructuring, promote education and development of science and technology, and improve people's livelihoods and cultural services," the Political Bureau of the CPC Central Committee urged at the meeting. It also reiterated the importance of making great efforts to expand reforms in key sectors, advance the cause of opening-up, while intensifying endeavor to build a clean government and fight corruption.Members of the Political Bureau of the CPC Central Committee also discussed the drafts of the government work report and the 12th Five-year Program, or the national development plan for 2011 to 2015.The two documents will be submitted to the top legislature for discussion and approval at its forthcoming annual session in March. The period from 2011 to 2015 will be critical for China which wants to build a well-off society, said a statement from the meeting. In the next five years, in a bid to meet Chinese people's expectations for a better life, China will stick to scientific development by focusing on accelerated transformation of its way of economic growth while deepening the reform and opening-up, guaranteeing and improving people's livelihoods, according to the statement."It is necessary to solidify and boost China's success in outperforming other countries in dealing with the international financial turmoil, and advance the economy to grow at a faster and steady pace for a long time while guaranteeing social harmony and stability," the statement said.Great efforts should also be made to develop social services, advance the cause of conserving energy and resources, protecting the environment in a down-to-earth manner, as well as keep intensifying the drive to enhance reform of the government, the statement said.

BEIJING, May 14 (Xinhua) -- From 24-hour complaint hotlines to instant additive detectors, local governments in China are striving to battle the illegal use of food additives following a string of food scandals.According to a statement released Saturday by the office of the food safety commission under the State Council, China's Cabinet, governments in Beijing, Shanghai, Zhejiang and Guangdong have incorporated the local food safety situation into the evaluation of officials' work, while ordering strengthened and coordinated food safety supervision at city and county levels. Many provinces and autonomous regions are distributing educational information through local media to promote, among the local population, the awareness of food safety and the harm of banned food additives, stressing severe punishment in the hope of intimidating potential violators.Certified food additives are displayed on shelves at a store that sells food additives in Beijing, capital of China, April 22, 2011.Law enforcement departments in Chongqing, Guangdong, Liaoning and Hunan have punished violators involved in a series of food scandals which included "poisonous bean sprouts," "inked vermicelli" and "dyed peppers," according to the statement. The document did not provide details on these cases.Meanwhile, governments are figuring out new measures to stem food violations. For instance, the provincial government of northeastern Jilin has set up round-the-clock hotlines for food safety complaints and recruited 1,300 voluntary food safety supervisors who go deep into communities for clues on potential food scandals.Supervisors in southern Guangxi Zhuang Autonomous Region were equipped with additive detecting devices, which are reportedly able to check 27 kinds of illegal food additives "quickly and correctly," including melamine and clenbuterol, a kind of fat-burning drug used by violators to feed pigs to prevent them from accumulating fat.The municipal government of Beijing stipulates that companies found to have committed food violations in the past would be limited in investing in the municipality, while principals responsible for the wrongdoings will be banned from food manufacturing and distribution businesses.Beijing also requires restaurants to inform customers of all food additives contained in their self-made beverages and food sauces by posting the lists in menus or other public places. The lists should also be reported to supervisory departments.According to the statement, the Ministry of Agriculture has sent five teams to various regions, including Hebei, Jilin and Heilongjiang to inspect local food safety conditions.Vice Premier Li Keqiang warned last month of the great harm caused by illegal additives in food during a high-profile national meeting, promising a "firm attitude, iron-handed measures and more efforts" in dealing with the problem."Once such a case surfaces, it has an extensive social impact and easily causes a ripple effect, so we must attach great importance to it," Li said, adding that severe penalties must be imposed on violators to "let the violators pay dearly" and send a message to others.A high-profile, nationwide fight against the illegal use of additives in food was then launched to intensify supervision, upgrade safety standards and greatly increase penalties for violators. The moves came following a series of scandals including steamed buns dyed with unidentified chemicals, as well as the use of illegal cooking oil, known as "gutter oil."In one of the latest cases, police detained 96 people for producing, selling or using meat additives and confiscated over 400 kg of clenbuterol, widely known in the country as "lean meat powder," in central Henan Province. The action followed a scandal revealed in March when the country's largest meat processor, Shuanghui Group, was forced to issue a public apology for its clenbuterol-tainted pork products.

WASHINGTON, April 25 (Xinhua) -- Study by scientists at the Rockefeller University shows that anti-inflammatory drugs reduce the effectiveness of the most widely used class of antidepressant medications, the selective serotonin reuptake inhibitors (SSRIs), taken for depression and obsessive-compulsive disorder and anxiety disorders. This discovery, published online Monday in the Proceedings of the National Academy of Sciences, may explain why so many depressed patients taking SSRIs do not respond to antidepressant treatment and suggests that this lack of effectiveness may be preventable. The study may be especially significant in the case of Alzheimer's disease. Such patients commonly suffer from depression and unless this can be treated successfully, the course of the illness is likely to be more severe. Depression in the elderly is also a risk factor for developing Alzheimer's Disease and researchers have suggested that treating depression in the elderly might reduce the risk of developing the disease. In the recent study, investigators treated mice with antidepressants in the presence or absence of anti-inflammatory drugs. They then examined how the mice behaved in tasks that are sensitive to antidepressant treatment. They found that the mice's behavioral responses to antidepressants were inhibited by anti- inflammatory/analgesic treatments. They then confirmed these effects in a human population. Depressed individuals who reported anti-inflammatory drug use were much less likely to have their symptoms relieved by an antidepressant than depressed patients who reported no anti- inflammatory drug use. The effect was rather dramatic since, in the absence of any anti-inflammatory or analgesic use, 54 percent of patients responded to the antidepressant, whereas success rates dropped to approximately 40 percent for those who reported using anti-inflammatory agents."Many elderly individuals suffering from depression also have arthritic or related diseases and as a consequence are taking both antidepressant and anti-inflammatory medications. Our results suggest that physicians should carefully balance the advantages and disadvantages of continuing anti-inflammatory therapy in patients being treated with antidepressant medications," leader author Paul Greengard said.

SAN FRANCISCO, May 10 (Xinhua) -- Google on Tuesday launched its long-awaited cloud-based music service Music Beta without any label licenses it originally wanted. The search giant introduced the digital music locker service at its annual I/O developer conference in San Francisco. So far, only U.S. users can access the service by requesting an invitation from Google while priorities will be given to those with the Verizon version of the Motorola Xoom tablet and attendees of the I/O conference.Since Google failed to come to a license agreement with major music labels, Music Beta is essentially a massive cloud hard drive. Users cannot share their Music Beta by Google tunes or purchase new songs. It allows users to upload 20,000 songs into the cloud, compared with Amazon Cloud Drive's 2,000 songs and 5 GB limit for free accounts.Any web-connected devices with a browser or supporting Flash can stream music from the digital locker, but the service is only for Android-powered devices.Music Beta also gets Instant Mix, a similar intelligent feature to Apple's Genius playlist creator, which creates new playlists based on a single song by analyzing its characteristics. Before unveiling the service, Google told U.S. media Monday night that the current Music Beta is not the service Google had wanted to offer and it will continue to seek licenses with major music labels.
