SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. "We're going to give you those results in 20 minutes, and it will cost you or your insurance a fraction of what you're paying today," said Jeff Hawkins, CEO of Truvian. SAN DIEGO (KGTV) — A police pursuit involving a man who failed to yield that started in the Los Angeles area took authorities all the way to San Diego Thursday.The suspect, later identified as Karl Flores, 34, was driving a red Honda Civic when he failed to yield on Washington Boulevard at about 11 a.m., according to California Highway Patrol. The man had first been reported as a stolen vehicle suspect, but police eventually said that was not the case.Flores then took police on a pursuit through the Los Angeles area, at one point hitting a pedestrian riding a scooter. CHP said it appeared the vehicle had run out of gas. SAN DIEGO (KGTV) - A local brewery's decision to use compostable can holders is the latest example of San Diego companies deciding to go green.Pure Project Brewery made the change last month, giving its customers an easier way to take home 4-packs of beer while still being environmentally friendly."You have to make that decision; do I wanna do the right thing, or do I wanna do the cheap thing," says Pure Project Co-Founder Mat Robar. He says every decision his company makes takes the environmental impact into account."It costs us a good amount of money to brew beer with organic and local ingredients, and sometimes it takes a little longer. Ultimately it's the right thing to do," says Robar.The new can holders are made of recycled grain, leftover from the brewing process. They biodegrade in 200 days. And, if they wind up in the ocean by accident, they're safe for animals to eat.Pure is one of the hundreds of San Diego companies emphasizing the planet over profits.Right now, the San Diego Green Business Network lists more than 200 local companies as members.Experts say it can help build a brand, attract a loyal customer base, and also help make money in the long run."The efficiencies of going green has significant business implications," says Heather Honea, the Chair of the Marketing Department at SDSU's Fowler College of Business."If you're trying to build a brand that's meaningful for consumers, you have to speak to the things they care about. Called nomophobia, short for no more phone phobia, 73 percent of teens in a recent addiction study reported feeling anxious when their phones had no charge according to the National Institute on Drug Abuse for Teens. That same study found that the teens checked their phones once every 23 minutes. Her research suggests phone-induced anxiety works on a positive feedback loop. According to a Rutgers University study, cellphone distraction in the classroom can lead to lower grades. The report lays out how dividing your attention between your phone and real life has serious consequences on how much information you retain.
