SAN DIEGO (KGTV) -- Rainwater run-off from the Tijuana River flooded parts of Monument Road, Thursday afternoon. Just up the hill is the border fence that separates Mexico and the United States. But that does not stop debris from flowing into San Diego. Residents in the area say this flooding happens every time it rains. Precipitation means the Tijuana River Diverter gets shut down, which brings in millions of gallons of stormwater run-off, including trash, raw sewage, chemicals, and diseases. To many, the stench is unbearable. “There’s a tire factory that’s dumping chemicals down there. There’s a car battery company dumping chemicals, you have every chemical and disease coming through here, and our poor Border Patrol has to go through it," resident, James Martin said. US Border Patrol's Swift Water Response team closed off Monument Road earlier in the afternoon, while monitoring the flow from above. Because of this toxic run-off, San Diego County announced they have block access to all beaches in the South Bay. But he's won an ugly one.The bug-eyed, dreadlocked pooch took top honors Friday night at the 31st annual World's Ugliest Dog Contest.Owner Yvonne Morones of Santa Rosa, California, won an appearance with Scamp on the "Today" show, ,500 in cash, another ,500 to donate to an animal shelter — and a trophy the size of a Rottweiler."He's Scamp the Champ, no longer Scamp the Tramp," Morones told the Santa Rosa Press-Democrat after the victory. Maybe unusual patches of skin or hair," she explained.Last year's champion, an English bulldog named Zsa Zsa, with a tongue that hung nearly to the ground, endeared herself to the judges when she sneezed and drooled all over them.Soon she was headed to New York for national TV appearances. It's also about bringing attention to the needs of rescue dogs.Most competitors were previously abandoned or rescued from kill shelters in the U.S., found abandoned on streets or seized from unscrupulous breeders."What we're really doing is we're showcasing dogs that have been rescued and adopted and brought into loving homes," Gentry said. SAN DIEGO (KGTV) – Challenger Middle School teacher Christopher Kelly is the SDCCU classroom hero. Kelly is a fresh face in the teaching world with only four years on the job, but is already making a tremendous impact in his students' lives. Kelly uses a mix of positive reinforcement and entertainment to keep his students engaged in their eighth-grade math class and eager to learn. "I do talk like a talk show host," Christopher Kelly said. "I think it's kinda fun, and I think it keeps them more engaged that way they pay attention more." Kelly became a teacher to create a positive and secure space for kids to learn and grow. "I think that everybody in this world that has been successful has had somebody help them along the way," Kelly said. "I just want to be able to help some people who maybe haven't had that yet." Kelly's attentiveness toward his students is one of the reasons eighth-grader Olivia Toledo wanted to recognize him for his hard work. "When I need help, I know that I can go to him, and he will help me until I get it," Toledo said." He keeps us engaged by telling us to just keep going and never give up." His students and staff say Kelly is a teacher who is making a difference in his students' lives. "When you get recognized in a big way like this, it feels really good; it makes you feel really special," Kelly said.
