"Less oil, more renewable energy; less coal, more electricity," said Stigson, adding that China's explosive industrial development has placed great pressure on the consumption of energy and other resources.The large share of coal in China's energy mix is one reason why greenhouse gas emissions have climbed so sharply in recent years, though the government has invested heavily in the recycled energy sector."It (China) added more new wind power capacity than any other country last year and progress is on track for nearly 40 million households to use biogas by 2010," he said.Stigson indicated that driving up the efficiency of older power stations is a key part of the solution so far, as are opportunities to switch to natural gas and upgrade the transmission grid - but a rapid increase in the share of renewable energy and nuclear power in the coming decades will be essential.He added that another benefit of the change is that China can soon become a new energy products and services exporter in the near future.Transportation is another pillar as the transport sector is the largest and fastest-growing global emitter of CO2. Currently, about 70 percent of China's energy is used by industry, and only about 10 percent as fuel for its transportation needs, but car ownership is growing daily in China, and energy consumption and emissions are likely to increase significantly in the coming years."Fortunately, the government has put fuel efficiency limits on cars, which are tougher than those in the United States, but more is needed to promote hybrid and electric cars," said StigsonWater is also crucial, which was highlighted by the current severe drought in southwestern China. Increasing the efficiency of water resources is a tough task for China.In addition, food supply cannot be ignored. As a food security measure, China's 11th Five Year Plan (2006-10) set a minimum land area of 122 million hectares for grain production in China by 2020. Keeping above this level is an increasingly difficult challenge, given the impact of climate change and rapid urbanization in China."Further improving water and land management practice will be key to maximizing potentials and minimizing the impact on the environment, but this is a significant challenge," said Stigson.

They've touched upon various concerns of talents from overseas including personal and career needs.""The plan is practical and concrete compared with previous documents," said Wang, who help draft the plan.A program to hire 1,000 overseas top-notch specialists initiated in late 2008 was also incorporated into the new plan as one of the 12 key projects to be completed over the next ten years.By May this year, 662 people have been recruited under the program, which gives priority to leading scientists who are able to make breakthroughs in key technologies, develop high-tech industries and lead new research areas.

BEIJING, April 22 (Xinhua) -- The Chinese government announced a string of emergency measures Wednesday to provide convenient financial services for people in the quake-hit Qinghai Province and to support reconstruction.The People's Bank of China, the central bank, would lower the deposit reserve ratio for financial institutions in the quake area by 1 percentage point from Wednesday to help increase lending, said a statement posted on the website of the central bank.It would also reduce its rediscount rate for local Rural Credit Cooperatives by 1 percentage point to ease their financial burden.The rediscount rate is the interest rate charged to banks and deposit institutions when they borrow money from the central bank.The return of loans extended before the earthquake was not imperative until June 30, 2011. Residents and companies would be exempted from bad credit records if they could return their loans before the deadline, the central bank said.The statement urged local banks to resume business as soon as possible to meet rising demand for financial services.They should set up temporary outlets in tents, extend office hours and take measures to ensure adequate cash supplies so that residents could deposit and withdraw money conveniently.The measures were jointly introduced by the People's Bank of China, the China Banking Regulatory Commission, the China Insurance Regulatory Commission and the China Securities Regulatory Commission.The 7.1-magnitude quake struck the Tibetan Autonomous Prefecture of Yushu on April 14, leaving 2,183 people dead, 84 missing, and 12,135 injured as of Wednesday.

  

YUSHU, Qinghai, April 23 (Xinhua) -- A Chinese official Thursday said there had been no looting of quake relief materials in northwestern province of Qinghai and the aid had been distributed to victims in a fair and transparent way.Geng Yang, director of the Qinghai Provincial Department of Civil Affairs, said sparse looting did happen in the early period of the distribution of the relief materials."But this has been promptly stopped by government," Geng said in response to some media reports which also said some individuals in the Tibetan Autonomous Prefecture of Yushu, hit by a 7.1-magnitude quake on April 14, stockpiled and sold the materials at high prices.  Rescuers search for possible survivors and useful articles of local people in Gyegu Town of quake-hit Tibetan Autonomous Prefecture of Yushu, northwest China's Qinghai Province, April 22, 2010.Geng said their own investigations did not discover the alleged misconduct.
