A 25-year-old mother was arrested in Mississippi after two of her three kids drowned when her locked vehicle rolled into a creek on Saturday. Leland police say they were called to check out the scene around 5:45 p.m. on March 9 after someone reported a Nissan Pathfinder floating in Deer Creek with kids trapped inside. The Leland Fire Chief and others had already found the vehicle and tried to break the windows to get the children out. They were only able to safely rescue one of the kids, 2-year-old Raelynn Johnson. Police say a dive team located the vehicle, which had drifted further downstream, about two hours later. The bodies of 4-year-old Steve Smith and 1-year-old Rasheed Johnson Jr. were located in the car. The mother, Jenea Monique Payne, reportedly told police she left the kids in the car while she went into a Stop-N-Shop store. She walked out to find the vehicle had rolled into the water. Payne was booked into jail on Monday and charged with two counts of manslaughter and one count of child neglect. Police say she was then released on her own Recognizance Bond by the county court. 1119

A California man was arrested over the weekend after allegedly making a mass shooting threat to get out of going to a county fair with his parents, authorities said Saturday.According to the Pomona Police Department, Erik Villasenor emailed the Los Angeles County Fair staff on Friday afternoon and made false threats of violence.Pomona Police Chief Mike Olivieri said the email read, "Hello I was told that someone was planning on doing a mass shooting on Sunday at the fairgrounds. I just wanted to inform you guys already."The Sylmar, California, resident was suppose to go to the fair with his parents Sunday, Olivieri said at a press conference. Investigators believe he sent the threat in order to get out of going to the event with his family."Though he's 22, he felt it was appropriate to send this threat ... we believe it was with the intent it would spark some chaos and commotion, be captured on the media, and use it as an excuse to his parents to not go to the fair," Olivieri said at the Saturday press conference.Villasenor admitted it was a hoax when authorities tracked him down, police said."This is a great outcome for the fair and it really provided us an opportunity to test the kind of security systems we have worked so hard to create," said Miguel Santana, the president and CEO of Fairplex, the venue where the fair is held.Villasenor was arrested on a charge of making false threats and was booked at the Pomona County Jail. His bail is set at ,000.According to inmate information from the Los Angeles County Sheriff's Department, Villasenor has a court date set for Tuesday. 1617

A 6.4-magnitude earthquake struck Puerto Rico before dawn on Tuesday, killing one man, injuring at least eight other people and collapsing buildings in the southern part of the island. The quake was followed by a series of strong aftershocks, part of a 10-day series of temblors spawned by the grinding of tectonic plates along three faults beneath southern Puerto Rico. Seismologists say it's impossible to predict when the quakes will stop. The 6.4-magnitude quake cut power as power plants shut down to protect themselves. Authorities said two plants suffered light damage and they expected power to be restored later Tuesday. It was the second straight day in which a signifcant quake struck the island. On Monday, a 5.8 magnitude quake shook the island, causing minor damage.Puerto Rico Gov. Wanda Vazquez signed a series of executive orders Tuesday declaring a state of emergency on the island and activating the National Guard. The Associated Press reports that a 73-year-old man was killed when a wall in his home collapsed on top of him. Eight other people were injured in the city of Ponce, according to WAPA-TV in Puerto Rico.A tsunami alert was issued in the moments after the earthquake but was quickly canceled. The earthquakes on Tuesday came just a day after a 5.8-magnitude quake collapsed five homes on the south side of the island. That earthquake also caused a small landslide and some power outages, but no injuries were reported. 1461
